At± ~rney Curren reported a future ,meeting with Fa~er Home A~ministration on preliminary p!a~ of sewer survey. Pre:~ident Burk reported on meeting with Department of Transportation i~ Fort Lauderdale in regards to right of way for water line south on State Road hhl and by-pass at intersection of Riverview Drive and State Road 70. The Clerk reported a request from Charles Royal for a letter from the City accepting the maintenance on lift station at Riverview Drive. Director Fortner advised that the corrections and improvements had been completed. President Burk agreed to notify Mr. Royal that the Engineer had advised that all necessary corrections and improvements had been completed and that the city would officially accept the lift station and maintenance thereof at the regular meeting September 12th. Attorney Curren requested to prepare Resolution as requested by James Attaway regarding closing of a portion of Fourteenth Street located north of and adjacent to Block ~7, a portion of Tallahassee Street between Blocks ~6 and ~7 and a portion of alleyway located between west boundary of Lots 1 thromgh 3 and east boundary of Lots 11 through 13, Block ~7. The Council authorized Building Official Spray to issue building permit to Alfred Watterson. The Council recessed to meet in workshop session on August ~.~,~1972 at 6:30?. M. PRESIDENT CITY COUNCIL ATTEST: CITY CLERK August 29, 1972 The City Council of the City of Okeechobee, Florida met in recessed workshop session at 6:30 P. M. on the above date at the City Hall with the following present: President Donald L. Burk, Councilmen: Charles L. Breland, Russell V. Dom~r, Edward W. Douglas and E. H. Hunt with City Clerk Lorena Spivey and Director of Public Works L. C. Fortner, Jr. Preliminary work on 1973 General Budget was accomplished by the Council. The Clerk advised the Council of a pre-planning meeting on sewer program was to be held September 5, 1972 at 9:00 A. M. at Farmers Home Administration office. The Council ratified the Mayor' s continuing authority to eiecute contract on Water Plant Improvements. The Council recessed to meet in workshop session September 5,~ 1972 at 6:30 P. M. PRESIDENT CITY COUNCIL ATTEST: CITY CLERK September 5, 1972 The City Council of the City of 0keechobee, Florida, met in recessed session at 6:30 P. M. on the above date at the City Hall with the following present: President Donald L. Burk, Councilmen: Charles L. Breland, Russell V. Dbmer, Edward W. Douglas and E. H. Hunt with City Clerk Lorena Spivey, Director of Public Works L. C. Fortner, Jr. and Building Official Richard B. Spray. Frank Smith of Dolfran, Inc. was present presenting bill for cleaning and hauling sludge from sewer p~nt digester in the amount of $1h,720.00. Due to this bill being in excess to original proposal Mr. Smith explained the extra Charge was due to the depth of the digester and an excessive amount of sand which water had to be added to for removal from the digester causing many more loads of sludge than was anticipated. The Council endeavored to negotiate with Mr. Smith and after a lenghty discussion Mr. Smith agreed on a 20% discount making an adjusted bill in the amount of $11,776.O0. After consideration and due to circumstances, Council~n Hunt moved, seconded by Councilman Breland and unanimously carried to authorize payment of the bill in the amount of $11,776.O0~ The Council discussed the Southern Standard Housing Code, afterwhich Councilman Breland moved to instruct Attorney Curren to prepare Ordinance adopting the Southern Standard Housing Code and instructed the Building Official to apply the code to rental property only, seconded by Councilman Domer and unanimously carried. A discussion was heard on the Southern Standard Gas Code. Building Official Spray requested permission to issue permits. Councilman Domer moved to instruct Attorney Curren to prepare Ordinance adopting Southern Standard Gas Code, seconded by Councilman Breland and unanimously carried. Councilman Domer moved that the effective date to issue gas installation permits to be January l, 1973 with cost of $3.00 per fixture and $1.00 for permit, seconded by Councilman Douglas and unanimously carried. The need of ~ - 20 ft. 2~ inch culverts for drainage ditch on NE 9th St. near the Church and Main Street in S~ Add. of God property/was reported by Director Fortner. After discussion Councilman Domer moved to purchase the necessary culver~ to help alleviate the drainage problem at said locations seconded by Councilman Breland and unanimously carried. The Council instructed Director Fortner to investigate a request from Mrs. J. F. Leatherman for a culvert at her residence on Hancock Street. Councilman Domer moved to install water line to Block 17, Northwest Addition, area of new housing development as needed for construction, seconded by Councilman Breland and unanimously carried. Director Fortner reported a request from John A. Wilcox for a letter stating the City would provide streets and water in the Northwest area (new housing development) for F. H. A. purposes. The Council granted request. Director Fortner reported that the drainage ditch north of J. O. Pearce, Sr. residence was filled up with sand and fenced stating this to be an important drainage source for this south- Fortner west area. Councilman Douglas and Director/to investigate matter further. Building Official Spray reported that Sonny Elliott was in violation of code (sanitary facilities at pool room) and was operating his business on South Park Street on Sunday.
