The City Council of the City of Okeechobee, Florida, met in recessed session at the City
Hall on the above date at 6:30 P. M. with the following present: President Donald Burk, Councilmen:
Charles L. Breland, Russell V. Domer, Edward W. Douglas and E. H. Hunt with Attorney J. Edward Curren,
Clerk Lorena Spivey, Director of Public Works L. C. Fortner, Jr. and Building Official Richard Spray.
President Burk opened the meeting with prayer.
Pursuant to notice publish in the Okeechobee News regarding a public hearing to consider
rezoning Lots I to 12 inclusive, Block 9h, Original Town of Okeechobee from Residential (R-2) to
Commercial. President Burk asked if there were any objections.to the requested rezoning. No
objection was heard or filed. C. R. Boyles representing the seller and buyer of the above described
property was present stating the proposed improvements. Councilman Douglas moved to rezone the
above described property from Residential (R-2) to Commercial, presenting the following amendment
to Ordinance No. 271 and moved its adoption and upon being seconded by Councilman Breland was put
to a vote and unar~imously adopted.

Pursuant to notice published in The Okeechobee News regarding a public hearing to consider
rezoning Lots 19 and 20, Block 22, Northwest Addition, from Residential (R-2) to Residential (R-3).
Attorney Curren advised that a minimun of 15,O00 square feet are required to conform with District
Re~ulations and this property falls short of this amount. After discussion the Council advised that
the Petitioner be advised of the insufficient number of square feet in this area. Action deferred for
further investigation.

Director Fortner presented March 21, 1972 Memorandum of needed stock replacement items.
Councilman Hunt moved to purchase items as listed on the above mentioned Memorandum, seconded by
Councilman Domer and unanimously carried.
Director Fortner submitted March 21st Memorandum on "stop" and"children playing" signs
needed for entire city, survey of needed signs requested by the Council March 14, 1972. A discussion
followed on advertising for bids on stop, children playing, and street signs. Councilman Breland
moved to advertize for bids on the above signs and purchase as needed, seconded by Councilman
Douglas and carried.

A letter was received from Farmers Home Adminstration approving Estimate No. 1 to LaGrow
Irrigation Systems, Inc. in the amount of $32,370.33 and Pittsburg Des-Moines Steel Company Estimate
No. I in the amount of $2~,823.52. The loan closing instructions had been given to Attorney for
preparation.
Councilman Hunt moved to authorize the Clerk to transfer from the Cigarette Tax Fund to
Water Works Improvement Program Fund $58,293.85 for Estimate No. i to LaGrow Irrigation Systems, Inc.
and Esti~mte No. I to Pittsburg Des-Moines Steel Company in the amount of $32,370.33 and $25,823.52
respectively, plus $100.00 to keep the account current seconded by Councilman Domer and carried.
Attorney Curren reported on his review of C. A. T. V. Franchise and suggested an amended
Franchise as new rules and regulations had been adopted since the adoption of the present Franchise.
Councilman Domer suggested that OkeAirCo prepare amended Franchise. The Council requested Attorney
Curren to contact Attorney Woods and work out the amended Franchise.
Director Fortner reported that a generator in the excess of 200 kilowatts would be re-
Guired for water treatment plant. Director Fortner authorized to go to the Government Surplus Center
at Stark, Florida.
Director Fortner also reported that the meter reader had quit and that the radio represent-
ative had not come as requested.
Councilman Domer brought before the Council the fact that the action taken February 22, 1972
extending the additional 4.5% salary increase to employees covered by the retirement plan, did not
cover a .~ood number of the city employees and felt the action was not exactly satisfactory. Payment
of Health Insurance by the City considered. The Clerk was requested to check number of employees
covered by Health Insurance that is partly funded by the City. Attorney Curren requested to check
with the Internal Revenue Service on matter.
Councilman Domer reported a request from Fire Chief Godwin for two telephone extensions
at the fire station, one in the kitchen and one in the front part of fire station building. ~e
Council requested Councilman Domer to check out request.
Councilman Breland discussed dog pickup in the county, due to city having no jurisdication
in county. President Murk suggested that the Council request from the County Commissioners a letter
advising what their situation is and what they expect from the dog -~arden. Attorney Curren requested
to take this matter up with Commissioners.
Councilman Breland also reported that the truck used by the Dog Warden was burning an
e×cessive amount of oil. It was suggested that Director Fortner look for a truck on his trip to
Star~ also be on the look out for a good used truck locally.
Councilman Douglas reported on Marvin Mobley alleyway request. After discussion Councilman
Douglas moved to open alley in Block 163 and make passable, seconded by Councilman Breland and carried
