1972-02-29 Regular Recessed " . February 29, 1972 ,. The City Council of the City of Okeechobee, Florida, met in regular recessed session at the City Hall on the above date at 6:30 P. M. with the fc~llowing present: President Donald Burk, - Councilman Charles L. Breland, Russell V. Domer, Edward W. Douglas and E. H. Hunt, with Attorney J. Edward Curren, Clerk Lorena Spivey, Deputy Clerk Sandra Bennett &Director of Public Works L. C. Fortner, Jr. President Burk opened the meeting with prayer. Philip Y. Berger of Berger Insurance Agency was present as requested by the Council in reference to up dating the insurance coverage for city, stating that he and Attorney Curren had been working together on this ~latter. Mr. Berger recommended that the Bodily Injury Liability coverage be increased to $100,000.00 and Property Damage Liability coverage increased to $300,000.00 an increase in cost of $132.00 per year. Also Mr. Berger reported that Aetna Insurance Company had a.Treed to write Property Damage Policy which the city has never had, recommending $50,000.00 Property Damage coverage at a cost of $950.00 per year and Medical Payments Insurance at $315.00 per year. After discussion_ . Councilman' Breland moved to instruct Berger Insurance Ias~amee Agency to increase the General Liabiiity coverage as recommended above and write new policy for $50,000.00 Property Damage at cost. of $950.00 and Medical Payments Insurance at cost of $315.00 per year, seconded by Councilman Domer and unanimously carried. Councilman Hunt reported on his contact with suggested Trust Agreement Board members. President Burk appointed the following persons to serve as members of the Retirement Trust Agreement. Tommy Gaughan Attorney Curren stated that according to the best. information available any qualified retirement, plan wherein the employer contributes through the employee directly to the plan the employees share, referred to as is exempt from Phase ll controls. Therefore, the plan as adopted January l, 1972 which has been now implemented by Trust Agreements should be fully funded retroactive to January 1st to the extent of an additional h.5% to employees. Upon recommendation of Attorney Curren, Councilman Breland moved to extend the additional h.5% salary increase to employees covered by the retirement plan seconded by Councilman Do~gla~ and unanimously carried. I~irector Fortner submitted copy of letter to Lake Dodge-Plymouth, Inc. in reference to payment of water main damage on their property. Matter referred to Attorney and to advise Council at next regular meeting of action taken. Also Director Fortner submitted copy of letter to Arnold Ramos, District Engineer, --~ Department of Transportation regarding request to place one hour parking signs and no parking signs in front of fire hydrant on Parrott Avenue at the Daniels Building. Director Fortner reported on a water tap that was made in September and through oversight hadi not been paid. The tap was installed and meter locked waiting for construction to begin. During lapse of time lock disappeared. Due to circumstances involved Councilman Hunt recommended that Hubert Harden be allowed to pay the old tap fee rate of $h5.00 and Sh.o0 for lock. The Council was in accord with Councilman Hunt's recommendation. Attorney Curren was requested to prepare Resolution adopting new street names. Councilman Domer reported that the Postmaster was pleased with the new street map. Councilman Breland reported that Donald Edgar, Animal '~arden had requested permission to take his vacation at this time. The Council granted request providing Mr. Edgar gets someone to relieve him. A letter and proposal from Signal Leasing Corporation regarding signalization at intersection of State Road 70 and Osceola Street was submitted to the Council for study. A letter of February 23, ].972 was read from LaGrow Irrigation Systems, Inc. regarding changing coverage of water line along South Park Street. Director Fortner explained the letter. President Burk recommended that the Council should followup on action taken by Building Official Spray in news article in reference to Ordinance No. 32h and get the clean up program organized. Councilman Hunt reported that Farmers Home Adminstration representative had advised that he had received no monthly progress reports on water works improvement operations. Director Fortner requested to contact City Engineers regarding this matter. Councilman Domer moved to accept the proposal from Rockwell Manufacturing Company and purchase wate-~ meters in 1972 at the 1971 bid price secouded by Councilman Breland and carried. Minutes of the meetings held December 7, lb, 21, 28, 1971 and January !3, 1972 were read an~ upon motion by Connci!man Domer was approved as read, seconded by Councilman Breland and carried. President Burk opened the meeting with prayer. ~ger Mc Carthy, representative of Advanced Business Products was present, submitting letter re~arding the sound system that he had installed in the Council room, stating that after spending hours of flaring and trial and error attempts to correct the problem, it is found that this system is not suitable for City's need. Mr. Mc Carthy inclosed with his letter brochure of equipment recommended by the sound, en~.neer at Flamingo Electronics, Inc. of West Palm Beach, and requested the Council to consider purchasin~ only the Sony Recording equipment and then possibly seek bids on a sound system. The Council a~vised +,hat they would give him their decision soon. Mrs. Beatrice Fullick, local photographer was present regarding p~tographers coming into ;City and working without a license. Mayor Dunham presented a copy of Ordinance governing peddlers, solicitors and canvassers for the Council's study. Matter referred to workshop. ~enn Prescott resident of ~st South Park Street was present voicing his complaint of the noise from the trucks at Para Marine Distributors, Inc. truck parking lot located across the street from his residence. After discussion the Council requested Attorney Curren to make a research on co~Dlaint.
