1972-01-13 Regular Recessed 1,4ll January 13, 1972 The City Council of the City of Okeechobee, Florida, met in regular recessed session at the City Hall on the above date at 6:30 P. M. with the following present: Mayor Audley Dunham, President Donald Burk, Councilman Charles L. Breland, Russell V. Domer, and E. H. Hunt with Clerk Lorena Spivey, Deputy Clerk Sandra Bennett and Water Supt. L. C. Fortner, Jr. President Burk opened the meeting with prayer by Councilman Breland. Councilman Domer discussed the requirements to lower insurance rates as set forth in letter from Southeastern Underwriters Associatio~ recommending that the Engineer check this out. Councilman Hunt suggested getting a current list of requirements. Mayor Dunham requested to write letter to above association for this information. Councilman Domer discussed the Council reque~ing a meeting with Department of Transportation officials in Ft. Lauderdale to endeavor to find out the status of four laning ~l south in reference to the right of way in order for the city to replace water transmission main from water plant to water tank. Matter referred to Councilman Hunt to arrange meeting with proper offficals. In the absence of Councilman Douglas, President Burk discussed the Seventh Day Adventist Church School on west Twelfth Street and the need for a designated school zone area and speed limit signs, if legal to do so. Mayor Dunham reported that this would be governed by Department of Transportation regulations. Mr. Jim Tomey, Okeechobee News Editor offered to take pictures of the childred and school area in an effort to get the public conscious of the school site. Mayom Dunham requested to contact Department of Transportation on this matter. Councilman Breland reported that he had talked with Ernest Evans in reference to purchase of water line stating he as in favor of selling and terms could be negoiated. Aslo Mr. Evans requested a meeting with the Council. Matter referred to Councilman Hunt. Director of Public Works Fortner, requested permission to issue purchase orders for the departments under his supervision. The Council granted request, providing the purchase orders did not exceed $100.00. For purchases over $100.00 the approval of the Council is required. Director of Public Works Fornter discussed the purchase of a truck for the meter reader and need of radio in said truck, stating that he would like to organize a system so that the meter reader could change meters and do some minor meter repair relieving the water department from this work. The Council authorized Director Fortner to get prices and style of truck. Director Fortner discussed the need of additional truck in water department suggesting that he furnish his own conveyance and be granted expense allowance and turn his present truck over to the Water Superintendent. The Council agreed to look into this further. Additional radios would be needed at an approximate cost of $500.00 each. Dir. Fortner also reported trouble with the present radio reception. The Council requested him to contact Motorola Inc. and request a representative to meet with Council at next meeting. Councilman Breland suggested paying the radio and equipment contract to save interest. Director Fortner reported the bids for chemicals and water meters had expired but the companies would extend the present bid price for additional year. Matter referred to Attorney Curren to advise the legality. Mayor Dunham reported that he had checked with other towns and was advised that it was not feasible for restaurants to prepare meals for prisoners. Mayor Dunham advised that Fireman Reutebuch offered to prepare the meals in Fire Department kitchen for added compensation. Councilman Domer to discuss ~tter with Fireman Reutebuch. President ~rk expressed appreciation to M~or Du~am for his study on this ~tter. Mayor ~am reported that he had been unable to contact ~. Walton in regards to the key to the dump area. Director Fortner discussed W. L. To~inson request for adjusted tap fee in ~nta Park Subdi~sion, stating t~t if the Council granted an adjusted rate the other sub~Sion developers would expect the same. After discussion the Council unanimous~ agreed to de~ W. L. To~inson request and keep the tap fees the same as set forth in Ordinance No. 3~8. Director Fortner ad~sed to check with Attorney Curren regarding title change and salary increase.
