The November 19, 2015, Technical Review Committee meeting was called to order at 10:04 a.m. by Chairperson Montes De Oca. II. STAFF ATTENDANCE — Secretary. AGENDA — Chairperson. Chairperson Montes De Oca asked whether there were any requests for the deferral or withdrawal of items on today's agenda. There being none the Agenda stands as published. IV. MINUTES — Secretary. Public Works Director Allen moved to dispense with the reading and approve the Minutes for regular meetings held July 16, 2015, and September 17, 2015; seconded by Building Official Newell. Motion carried unanimously. V. NEW BUSINESS — Chairperson. A. Site Plan Review Application No. 15- 007 -TRC, regarding the construction of a 1,800 square foot proposed professional office building with associated parking and drainage on approximately .33 acres, Lots 9 and 10, Block 168, City of Okeechobee, Plat Book 1, Page 10, and Plat Book 5, Page 5, and located at 210 Southwest 2nd Street, Okeechobee, FL. - Senior Planner. Planning Staff Report: Planner Brisson explained the property owner, Mr. Shannon Murray, is proposing to construct a premanufactured insurance office on the two undeveloped Tots. The building will face to the South, with an asphalt drive (access off Southwest 2nd Street), a six space parking lot and dry retention area, all to be located in the front of the office (or south side of Lots 9 and 10). TRC - November 19, 2015 - Page 2 of 5 V. NEW BUSINESS CONTINUED. Site Plan Review Application No. 15- 007 -TRC continued. Adequacy of public facilities appear to have been or will be met. While the Applicant did not specifically address traffic in the site plan submission, the total traffic generation from a general office is expected to only increase slightly and will not burden the City's roadway system. The dimensional standards review appears to meet the requirements with the exception of the 20 -foot wide access driveway instead of the required 24 feet width. The consensus of the Committee Members was that this would be acceptable. The plans show a five -foot wide sidewalk to be constructed along the front of the property within the Southwest 2nd Street right -of -way. A formal photometric lighting plan is not necessary due to the number of required parking spaces, although the location of light fixtures should be indicated. No dumpster location or how solid waste pickup will be accommodated has been provided. Planner Brisson noted for the record, the parking calculations were based on office use, and should the use change in the future to a more intensive one, then the required number of parking spaces would need to be adjusted accordingly. Mr. Steven Dobbs of SLD Engineering, LLC, was present for Mr. Murray and added, there will be flood lights provided on the outside of the building. He requested allowing the smaller garbage cans provided by Waste Management placed at the curb instead of a dumpster, as other small offices have in the area. The Technical Review Committee (TRC) members all agreed. A lengthy discussion ensued regarding the placement of the sidewalk along Southwest 2nd Street and drainage for the property. It was determined by the TRC that the sidewalk would need to be adjusted to accommodate a telephone pedestal and a ground sign that has existed on the property for many years. Drainage for the property would need to be configured to minimize run -off into the alleyway located north of the lots. County Environmental Health Department: No issues were received. OUA: No issues were received. Building Official: No issues were received. Public Works: Other than the previously discussed issues with the sidewalk and drainage, no additional issues were received. Police Department: No issues were received. Fire Department: No issues were received. Chairperson Montes De Oca asked whether there were any comments or questions from those in attendance. There were none. Chairperson Montes De Oca asked Committee Members to disclose for the record whether they had spoken to anyone else regarding the application or visited the site. Building Official Newell disclosed he had conversations with Mr. Murray regarding the actual structure, Destiny Builders, to verify the structure was a modular unit with a foundation and not a mobile unit, and with the sales associates at Central Mobile Homes (where unit is being purchased). Motion and second offered by Chief Smith and Building Official Newell to approve the site plan review for the construction of a 1,800 square foot proposed office building with associated parking and drainage on approximately .33 acres, Lots 9 and 10, of Block 168, City of Okeechobee, Plat Book 1, Page 10, and Plat Book 5, Page 5, Public Records of Okeechobee County, Florida, and located at 210 Southwest 2nd Street with the following conditions: 1. Revise the plans pertaining to a sidewalk along Southwest 2nd Street showing the adjustment needed to accommodate a telephone pedestal and a ground sign. 2. Submit electrical plan showing the location of the flood lights on the building. 3. Revise the drainage plans to configure and minimize drainage run -off to the alleyway located north of Lots 9 and 10. Motion carried unanimously. B. Site Plan Review Application No. 15- 008 -TRC, in regards to the construction of a 2,997 square foot proposed Taco Bell restaurant with drive -thru service and associated parking, drainage and utilities on approximately 1.035 acres, Lots 4 to 9, Block 150, City of Okeechobee, Plat Book 5, Page 5, Public Records of Okeechobee County, Florida, and located at 501 North East Park Street (State Road 70 East), Okeechobee, FL. — Senior Planner. Planning Staff Report: Planner Brisson explained the applicant, Luihn Four, Inc., is proposing to construct a Taco Bell restaurant on the four undeveloped lots, which are divided by a 15 -foot wide alleyway running east to west. The building's main entrance will face east with access from either North East Park Street or Northeast 5th Avenue. Parking will be to the east of the building with a dry retention area to the north. Special Exception No. 14- 007 -SE was approved by the Board of Adjustment on October 16, 2014 to allow drive thru service. The dimensional standards review appears to meet the requirements with the exception of the off - street parking, which was erroneously computed using the County's standards. Mr. Brisson notified Mr. Michael Palmer, the Director of Facilities, of this issue. To correct this, the project engineer, Mr. Andres Boral of Maastricht Engineering, Inc., provided an email to TRC Secretary Burnette stating the building will be reduced to 2,690 square feet, which meets the City's requirement for 36 parking spaces. In regards to landscaping, while the overall requirement for shrubs is met, Mr. Brisson offered the suggestion that some shrubbery be provided between the parking spaces and the eastern property line. There is a sidewalk along North East Park Street only. A photometric lighting plan has been provided, and the solid waste dumpster is located at the northeastern corner of the parking lot. Adequacy of public facilities appear to be available. Regarding potable water and sanitary sewer, the applicant should obtain a letter from Okeechobee Utility Authority (OUA) documenting there is adequate capacity and facilities, the County has confirmed a considerable level of excess capacity available to serve the solid waste disposal needs, the applicant has supplied an engineer's report addressing drainage and other aspects of the proposed project. A Traffic Impact Study (TIS) was not submitted. The applicant did a "Project Traffic Statement ", which based on the Institute of Transportation Engineers (ITE) Trip Generation Manual, 9th Edition, TRC - November 19, 2015 - Page 4 of 5 V. NEW BUSINESS CONTINUED. Site Plan Review Application No. 15- 008 -TRC continued. would generate 98 trips in the evening peak hour and 136 trips on the morning peak hour. The evening peak hour trips will be adjusted to accommodate to the reduction in the building size. The Site Plan application requires that should a proposed use generate 100 or more peak hour vehicle trips, a TIS must be prepared. Planner Brisson suggested the Engineer research the situation to determine whether the ITE morning peak trip generation factor is appropriate for application to a Taco Bell as they are generally based more towards McDonalds or Burger King restaurants. Should Mr. Boral submit practical data that would prove the number is not over 100 trips, the TRC may consider substituting this information for the TIS. County Environmental Health Department: No issues were received. OUA: Executive Director Hayford requested a floor plan that identifies the inside plumbing for the grease trap. In addition, he had concerns with the location of the drive -thru lanes in relation to the alley. He inquired whether an Alley Use Agreement was being considered and that language be included to protect the OUA interests. Those interests being access to their utilities and lift station located on the eastem -end of the block. Building Official: Building Official Newell called attention to the bypass lane located west of the drive -thru lane, asking whether it was needed and recommended eliminating it as it has caused safety issues on similar sites. Mr. Boral responded the lane was there in case someone needed to drive around the drive -thru lane and his client would like for it to remain. Public Works: Public Works Director Allen requested copies of the Department of Transportation (DOT) permits. He further noted, a right -hand turn only exit sign onto North East Park Street from the site will be required. The sidewalk installation along Northeast 5th Avenue is to be the entire length of the property line; trees located in the northwest corner will have to be removed. A lengthy discussion ensued in regards to the drainage swale required along the sidewalk sloping to the north. Police Department: Major Peterson commented he agreed with Public Works Director Allen's suggestion with having a right -hand turn only exit sign onto North East Park Street. Fire Department: No issues were received. Mr. Boral commented he would submit revised plans showing a right -hand tum only exit sign onto North East Park Street, a sidewalk and swale along Northeast 5th Avenue, and floor plan of the building showing the reduction in size from 2,997 to 2,690 square feet. He was currently working with OUA on obtaining letters confirming adequate capacity to provide the needed water and wastewater demands for the project. Revise plans showing the square footage of the building needed to support the parking available. 5. Floor plan showing the inside utility plumbing for the grease trap. 6. An Alley Use Agreement between the City and the property owner. 7. Letters from OUA confirming adequate capacity to provide water and wastewater demands for the subject property. 8. Project Description: This parcel is 0.33 acres in size and is located in Sections 15, Township 37 South, Range 35 East. It is located in the City of Okeechobee, on the north side of SW 2nd Street mid -block between SW 2nd and SW 3rd Avenue, on the following parcel (Parcel ID 3- 15- 37 -35- 0010- 01680 - 0090). The site is currently undeveloped. The site is flat with a City ditch on the south side of the parcel. Storm water currently flows to the ditch to the south. There is an inlet at the NE corner of SW 2nd Street and SW 3rd Avenue where the drainage will be directed. This culvert system flows to the west and ultimately to the SW 7th Aven0t Ditch The drainage calculations and routings to address the required water quality treatment volumes and anticipated surface water stages for the proposed site improvements will be provided. Proposed Use: This request is for a single phase construction permit to build an 1,800 sf premanufactured building with parking, drainage and asphalt drives. The storm water system will be sized to supply water quality and water attenuation for both phases. Potable water and gravity wastewater will be provided by the existing tie in locations in the rear of the lot by Okeechobee Utility Authority (OUA). This project will incrementally increase the existing potable water demand on OUA. Drainaie Considerations: To attenuate the runoff generated by the existing and proposed improvements and to meet water quality requirements, all drainage will be routed through the dry retention area. The dry detention area will be controlled at elevation 29.4 NGVD `29 which is 0.4' above the bottom of the detention area and the same elevation at the swales south of the project.. The wet season water table is located approximately 1 foot below natural ground, which is also at elevation 28.0 NGVD. This project will discharge through a proposed new discharge location into the adjacent City ditch on SW 2nd street. Additionally, a perimeter berm or pavement elevations will be constructed at an elevation to contain the 25 year, 3 day storm event on the site, around the perimeter of the property. The Soils Map for Okeechobee County indicates that this parcel's soils are made up of Immokalee Fine Sand, which is a very poorly drained "D soil" in the natural state and a better drained "B soil" in the developed state. The Soils Map information also indicates that the anticipated wet season water table is approximately 1.0 feet below natural ground. The site is located in the S -133 Basin. The proposed outfall for the project will be on the south side of the proposed dry retention area that will discharge through an adjacent ditch located on SW rd Street. This ditch flows west through the City Culvert System that discharges into SW 7th Avenue Ditch, which discharges into the rim canal north of the lake, through S -133 and into Lake Okeechobee. The allowable discharge for the S -133 Basin is 15.6 csm (cfs /sq. mile) for the 25 year 3 day event: Q = 15.6 csm / 640 acres /sq. mile x Project Area Q = 15.6 csm / 640 acres /sq. mile x 0.33 acres = 0.01 cfs 2 A. Water Quality Water quality treatment is provided in the form of dry retention for the project drainage area. Since the proposed water quality system is dry retention, the volume required is 50°%o of the calculated volume, however since this project discharge into an impaired water basin and with a presumption of compliance with nutrient control by adding an additional 50% to the water quality volume the total water quality volume is 0.02 acre -feet. The dry pretreatment criteria of (0.5 ") is less than the (1 ") water quality requirement, therefore the system meets the pretreatment criteria as specified under Section 5.2.1 of the SFWMD's Environmental Resource Permit Information Manual Volume IV and the required water quality volume. Based on the attached stage storage spreadsheet, the water quality volume (0.18 acre -feet) is met at elevation 30.84 NGVD '29. B. Water Quantity This project is located in the S -133 Basin which discharges ultimately into Lake Okeechobee. The allowable peak discharge rate in this basin is 15.6 csm. The allowable peak discharge rate for this project, based on the 25 -year, 72 -hour storm event was calculated to be 0.09 cfs. The actual maximum discharge rate for the 10- year, 72 -hour storm event was calculated to be 0.177 cfs, which is greater than maximum allowable peak rate, but discharging through the proposed 3" minimum bleeder. To demonstrate conformance to this criteria, the proposed project was flood - routed using AdICPR. The 10 year, 24 hour storm (5.0 ") w/ discharge, the 10 year, 72 hour storm (7.0 ") w/ discharge, and the 100 year, 72 hour storm (10.0 ") w/o discharge, were evaluated based on the proposed plan. Please refer to the attached AdICPR flood routing input/output parameters. A summary of the flood routings is provided as follows: 10 Year, 24 Hr. Storm (5.0 ") 10 Year, 72 hr. Off -Site Drainage: There are no offsite flow through this property. Nutrient Analysis: As previously stated, the project proposes to provide 150% of the required water quality treatment volume in the dry detention system in order to meet the nutrient removal requirements. In addition, a nutrient analysis was completed using BMP Trains Model version 7.4, which indicates an additional 0.008 acre -feet of retention are required to meet the nutrient load reduction. This will be achieved discharging at elevation of 29.4 NGVD '29, which gives an additional 0.09 inches of retention. With this additional retention, the system will be left at elevation 16.8 inches above wet season water table. From the soil survey, the K -sat is 72 micrometers per second or 10.2" per hour. This would require less than 2 hours to recover to wet season water table. Flood Plain Analysis: As shown on the attached FEMA Panel 12093C0480C, a minor portion of the project is located in Zone "C ". There project is outside the flood plain. Construction Recommendations: Runoff and /or any water generated by short-term dewatering during construction will be contained on -site. However, there is some potential for transport of sediment to off -site areas should heavy rainfall occur. In order to reduce the potential of any off -site transport of sediment or turbidity we recommend installation and maintenance of temporary silt fence inside the southerly property line in the area of the proposed paving of the existing rock road and upstream of the existing control structure until site work has been completed and the site has been stabilized. (The existing perimeter berm should prevent any potential off -site transport of sediment from other areas of the site during construction.) Conclusions: In my professional opinion, the proposed construction should have no impact to existing drainage patterns off -site and should have no impact on off-site areas. The recommendations above should be followed during and after the site work until such time as the ground surface has been adequately stabilized to prevent the off -site transport of any soil or suspended solids. Following is the Staff analysis of the project's consistency with the various City require- ments and regulations. Instances where the Staff believes the submission to be deficient are highlighted. During the Board of Adjustment public hearing on the Special Exception for a drive -in /drive -thru restaurant, the Staff Report noted that utilities are available and the specifics would be addressed during the site plan review stage. The Applicant should obtain a letter from OUA confirming that it has adequate capacity to provide service for the proposed use. Applicant is obtaining letters. SOLID WASTE DISPOSAL: On a number of occasions the County has confirmed a considerable level of excess capacity available to serve the solid waste disposal needs of other developments in the City. It appears reasonable that the volume of solid waste associated with a development of this size can also be accommodated within the capa- city of the County's Solid Waste Facility. DRAINAGE: The Applicant has submitted the drainage calculations in a Report entitled "Taco Bell Okeechobee Drainage Calculations" prepared by Maastricht Engineering. The report states that "...the water management system will be designed such that the post - development discharge during the 3 -day, 25 -year design storm is equal to or less than the calculated pre - development discharge." TRAFFIC GENERATION AND IMPACTS: ACCESS AND EGRESS: The Applicant did a "project Traffic Statement" which, based on the ITE Trip Generation Manual, 9th Edition, would generate 98 trips on the PM Peak Hour and 136 trips on the AM Peak Hour. Item #29 on the Site Plan Application requires that if a proposed use will generate 100 or more peak hour vehicle trip ends a Traffic Impact Study (TIS) must be prepared. No TIS has been submitted with the Application. I discussed the matter with Andres Boral and he is researching the situation to determine if the ITE AM Peak trip generation factor is appropriate for application to a Taco Bell or if Taco Bell study data may be more appropriate in determining the traffic impact of a Taco Bell Restaurant in the AM Peak.
