The CdtM Council og the City of Okeechobee, Florida, met in workshop session at the City
Hal.! on the above date at 6:00 P. M. with the following present: President Burk, Councilman Breland, --~
Doper, Douglas and Hunt with Clerk Spivey and ~ater Supt. Fortner.
The p!~rpose of the pectin6 was for preliminary work on 1972 Water and Sewer Budget.
Discussion was heard on the posstbility of creating a Public Wo~ks Department and promoting
the Water ~?erintendent +,~ said p~sition..

The City Council of the G~.ty of Okeechobee, Flor~da~ met. in workshop session at the City

James 'Landriscina, reprosentative of New York Kife Insurance Compar~v was present, as
', requested by the Council, +.o discuss in dotail the pension Fund plan. Stating it would take approximate-
ly $1] ,000.00 of city funds to initiate the plan. The fund would be reimbursed by the State appro×imate-
.~y $2,000.00 for Police Department, and $1:OO0.00 for Fire D~martment money derived from insurance
p~!icies written in city amd the employees would pay ~% of salary. Said monies would be deposited
in special account. Trustoes would administer funds. The Board of Trustees for Police Department
wm~l.d be Wavo~; Po?.ice Chief and t.wo Policemen. The Board of Trustees for Fire Department, Council.man~
Fire Chief and Assistant. The City Employees Board of Trustees, Councilman~ Head of Departments
and resident voter of city to be on each Board of Trustees. The City Attorney would represent the
three boards and wou]d be paid by the city. The Ordinances and Tm.~st Agreement would be sent to the
State for rebate system. After a lenghty disc~ssion M~. Landriscina requested permission to proceed
with paper work with no obligation to city. The Council granted request.
Don Osha, Engineer was present, presenting a preliminary ma~ of street re-naming. The
Council authorized the completion of plan. Mr. Osha also recommended that the City give some
thought on the preparation of a preliminary report on the present city sewer system for future use.
Also ,Mr. Osha reported that, he had informed Mr. J. G. Kelly that he could not represent
him as Engineer on his requested sewer line extension to Florida Palms Trailer Park, due to him
betng employed by the City. The Co~Jnci]., agreed that they had no objection to Mr. Kelly connecting
to city sewer line providing he pays all cost of extension.
President, Burk reported that he had a confidential cable T. V. report from OkeAirCo
and ewcnsed al! ~resent that were not directly involed.
