Councilman Domer recommended the NO TURN ON RED sign be removed from the south side of
traffic light at corner of Osceola Street and North Park Street. Matter referred to Sept. 10th meetinE.
Supt. Fortner reported that a licensed tree trimmer had approached him in regards to trimminE
and removing dead trees from city parks. No action taken.
The erection of NO TRUCK PARKING sign on North Park Street in front of Hodges Real Estate
office discussed.
A request from Joe Lawson Contractor, for a letter from the City to F. H. A. confirming
that the city will grade and maintain 16th Street as needed was granted by the Council.
There being no further business the Council adjourned.

The City Council of the City of Okeechobee, Florida, met in regular session at the City
Hall on the above date at 7:00 P. M. with the following present: Mayor Dunham, President Burk,
Councilman Breland, Domer and Hunt with Attorney Curren, Clerk Spivey, Deputy Clerk Bennett and
Supt. Fortner.
President Burk opened the meeting with prayer.
Minutes of the meetings held July 6 and 20th, 1971 were read and approved as read.

Pursuant to notice published in the Okeechobee News regarding a public hearing to consider
rezoning from Residential (R-2) to Commercial Lots i and 2, Block 126, Original Town of Okeechobee,
President Burk asked if there were any objections to the rezoning. No objection was heard or filed.
Therefore, Councilman Hunt moved to rezone the above described property from Residential (R-2) to
Commercial, presenting the following Ordinance and moved its adoption and upon being seconded by
Councilman Breland was put to a vote and unanimously adopted:
ORDINANCE NO. 271 -
ORDINANCE AMENDING ORDINANCE NO. 271, BEING AN ORDINANCE ESTABLISHING
ZONING REGULATIONS FOR THE CITY OF OKEECHOBEE, FLORIDA, AND PROVIDING
FOR THE ADMINSTRATION, ENFORCEMENT AND AMENDMENT THEREOF PURSUANT TO
THE PROVISIONS OF CHAPTER 176, FLORIDA STATUTES, 1953.
WHEREAS, application has been made by J. P. Deloney, President of
Okeechobee County Farm Bureau, requesting this Council to rezone from
Residential (R-2) to Commercial Lots I and 2, Block 126, Original Town
of Okeechobee, and
WHEREAS, notice of intention to amend City Zoning Ordinance No. 271,
regarding said application was duly published according to law, and
WHEREAS, on the 10th day of August, 1971, a public hearing was held in
the City Council room pursuant to said notice, and
WHEREAS, it is deemed to the best interest of the City of Okeechobee
to grant said application; now therefore
BE IT ORDAINED BY THE CITY COUNCIL OF l~tE CITY OF OKEECHOBEE, FLORIDA:
SECTION 1. That Lots I and 2, Block 126, Original Town of Okeechobee,
be and are hereby rezoned from Residential (R-2) to Commercial effective
August 10, 1971.
SECTION 2. That the application requesting rezoning and proof of
publication to amend Zoning Ordinance No. 271 published in connection
with the above application be attached to this Ordinance and become a part
hereof.
SECTION 3. That the City Clerk make the appropriate change on the
City Zoning Map in accordance with this Ordinance.

Supt. Fortner presented the rate schedule on water deposits as requested by the Council.
Also a schedule of water deposits from other cities for comparison. Councilman Hunt recommended
to hold information until workshop meeting.
Building Official Spray presented quarterly report from Building Department in the amount
of $~03,771.00. The Council advised Mr. Spray that a report submitted quarterly would be sufficient.
Councilman Domer moved to remove NO TURN ON REB sign on south side of traffic light at
intersection of North Park Street and Osceola Street, seconded by Councilman Hunt and carried.
Councilman Breland reported that the improvements at dog pound were almost complete.
Supt. Fortner reported that the pipe and material was on hand for connection of water
lines at west State Road 70 and Eagle Bay Drive but the delay was due to the wet condition.
President Burk discussed a request from Alphonso Crowell, stating that the residents of
Dean' s Court was interested in promoting a cleanup program and requested the City to furnish a
truck and driver to haul off trash from this section. The Council felt this to be a step forward
and granted request. At this time Mr. Crowell appeared before the Council and was advised to work
up the program with the people and notify the City when ready for the pickup to begin. Mr. Crowell
expressed his appreciation to the Council for their cooperation.
Pursuant to notice published in the Okeechobee News as a Notice and Instructions to Bidders,
to provide for complete construction of water mains, elevated storage, altitude valves, pressure
facilities and all items set forth in plans and specification on file. Sealed bids were received,
opened by the Council and upon request of President Burk, read by Den Osha, Consulting Engineer,
from the following:

President Burk requested Mr. Osha to tabulate bids and report August l?, 19?l at 6:00 P. M. meeting.
Pursuant to notice published in the Okeechobee News regarding a public hearing to consider
rezOning Lots 10, ll and 12, Block 87, Original Town of Okeechobee from Residential (R-l) to
Residential (R-2). Attorney Curren advised the Council that the legal notice published in the
Okeechobee News was incorrect and advised that it would be necessary to publish the notice again.

Councilman Domer moved to appoint Frank Bennett 111 as Street Superintendent, seconded by
Councilman Breland and unanimously carried.
Councilman Domer moved to employ Tare Waldron, L. P. Sanitation for one month beginning
August h, 1971 for the sum of $900.00 for a general clean-up program within the city, seconded by
Cotmcilman Breland and unanimously carried.
Attorney Curren reminded the Council of the meeting to be held at 1:00 P. M. August 22,
1971, for the purpose of accepting proposals for the purchase of all, but not less than all, of
$280,500 City of Okeechobee General Obligation Refunding Bonds, dated January 1, 1971.

After consideration Councilman Domer moved to accept the bid from Signal Construction Company, Inc.
in the amount of $9,943.00, pending any items the Council decided to delete, seconded by Councilman
Breland and unanimously carried.
Councilman Domer discussed briefly the annexation of Madray Property south of the city limit~
recommending an investigation of the pros and cons to determine its feasibility. Also Councilman
Domer stated Mr. Madray was willing for his property to be annexed.
Attorney Curren reported that Mrs. Betty Everrett had made application for a license for a
travel trailer park, explaining the recommendation of the Board of Adjustment regarding Mrs. Everrett'
property Lots 5 and 6, Block l, Royal Oak Addition. Mayor Dunham expressed his views against permitti:
a travel trailer park at this location. The Council postponed official action until August 17, 1971.
Attorney Tom Conely lll, appeared before the Council in behalf of Petitioners, Board of
Public Instruction of Okeechobee County, requesting the Council to vacate the following street and
alleys:
That portion of Kissimmee Street lying between Eighth Street and Ninth Street
and the alleys in Block 27 and 28, in the Plat of First Addition to South
Okeechobee, according to plat thereof recorded in Plat Book l, page 17,

Mr. Diggs, School Superintendent was also present. After discussion the Council postponed action
for further study to September 17th meeting.

through their undersigned attorney, and respectfully shows unto the Honorable
Board of City Council of Okeechobee County, Florida, that:
1. In the Plat of First Addition to South Okeechobee, according to Plat ·

portion of Kissimmee Street, lying between Eighth Street and Nineth
Street, and the alleys in Block 27 and 28, First Addition to South
Okeechobee aforesaid, have been accepted as dedicated, but have'never
been opened, maintained or used as public rights of way.

Assistant Fire Chief Godwin reported on several instances of disturbance at fires in Douglas
Park. The Council agreed for Assistant Chief God~n to adxrJ, se the County Commissioners and the
Sheriff' s Department of this matter and instructed the Fire Department not to go to a fire in Douglas
Pa~k without Sheriff Department protection.
A letter of appreciation was read from Ralph Diggs, School Superintendent, expressing
appreciation for cooperation in the Elementa~r Summer Recreation l~ogram.
A petition was presented and read by Clerk Spivey from the Safety Committee requesting
15 mile speed limit sign on exSsting children at play signs and one cb.ridden at play sign with 15
mile speed limit and sidewalk, all to be on Stafford Place Street. Matter postponed due to absence
of Street Comraittee Chaimnan Councilman Douglas.
The Council authorized flowers to be sent to Ralph Reutebuch, Water Department employee.
Councilman Domer reported a request from W. D. Coker to clean up street shoulders on east
State Road #70 also discussed trash and debris on all streets and shoulders. The Council agreed to
use city prisoners to clean up main thoroughfares, also agreed to work up a program to use p~q. sOners
regulator in Street Department
The Council agreed to discontinue the purchase of tobacco for prisoners.
The Council requested Mayor Dunham to talk with the Department Heads on overtime in their
departments.
Councilman Hunt and Councilman Domer requested to work out a schedule on employees sick pay.
Upon motion the Council recessed to Tuesday, August 17, 1971 at 6:00 P. M.

Don Osha, Consulting Engineer, was present submitting tabulation of bids received by the
City of Okeechobee on August 10, 1971 for Contract Division A and Division B, Phase I - Water Works
Improvements program. Contract Division A - consists of water transmission main along Parrott Avenue
from the south corporate lirrd, ts to southeast 2nd street and aslJong South Park from Parrott Avenue
to Hiwassee Street. Contract Division B - consists of a new 250,000 gallons elevated storage tank
with controls east of City Hall and altitude control valve and controls for the existing elevated
storage tank, with a letter of recommendation from the Engineers that the contract for Division A
be awarded to La Grow Irrigation Systems, Inc. of Lake Placid, Florida in the amount of $57,617.24.
Stating they ,rill begin work in ten (10) calenda~ days and complete within 75 calendar days.
