M. w~.th the following present: M~yor Dunham, President R,ark, Councilman Bro.]a~d Domer, Douglas and Hnnt with Attorney Curren, Clerk Spivey, Deputy Clerk Benne.+,+~ an~ ~pt. Fortner. A~cb Rober±s, Bonding Co~pany Representative was present discussing the progress being made on refunding bonds rmo~,ra~ advising the Council it wou].d be necessary for the City to have a bond referendum, r~que~ting permission For Frank Watson, Bond Council to prepare a Resolution for referendum. Mr. Rob,~rts also stated that he wou!d prepare a brochure to be mailed to the '.~oters explaining the ma~ ter and purpose of referendum. After discussion and upon recommendation of Attorney C~]r~ar,~, Councilman Hnnt moved to a~thorize Frank Watson, Bond Council to prepare Reso].~tion for referendur and present at February 9th meeting, seconded by Councilman Douglas and unanimously carried. Councilman Bre] and mcved to appoint Rev. Donald F. Keys as official City Council Chaplin and that each regular Co~nci! meeting be opened wS. tb prayer, seconded by Councilman Hunt and unanimously carried. A+. this ~ime Rev. Keys led in prayer. F~.re Chief Godwin submiT,ted to the Council Fire Report for year ]970. Councilman Dome? moved to e~]oy R~chard Holt as third regular fireman at $92.00 per week, seconded by Councilman Breland and unanimously carried. Supt. ?ortner ~!isc~ssed paying overtime to Street Department employees. Councilman Domer moved to pay overt. J-:e on a temporary basis to Street Department Employees, seconded by Councilman Douglas and unanimously carried. Supt. Fortner r~-,ported that the Parish Septic Tank Company had requested permission to dump the waste '~rom sepidc tanks into the sewer plant and stated that they were willing to pay a fee for this priveledge. Supt. Fortner was requested to check with the Health Department and get their recommendation alse to discuss request with City Engineers. The Council agreed that the request be considered and investigated. The Council authorized Supt. Fortner to pay grader man $12.g.O0 per week. Kenneth Matthews, Superintendent of Board of Public Instruction was present advising they would need a vo].umn of water at the new elementary school in about a month. The Council ..... Pr~sident ~k requested persons desiring t~ appear before the Council to notify the Clerk and be placed on agenda. Attorney ~ren requested to investigate the proceedure used by other mu~cipalities in regard to ch~.ng churches utility t~. PRES~T CI~ CO~CIL ATTEST: - - CI~ CLERK /~ ~ January 19, 1971 The City Council of the City of Okeechobee, Florida, met in workshop session at the City Hall on the above date at 5:30 P. M. with the following present: President Burk, Councilman Breland, Dom,'r, Douglas and Hunt. with Attorney Curren, Clerk Spivey and Supt. Fortner. Charles A. Anderson and Don Osha of Brockway, Owen and Anderson, Engineers, Inc. were present, advising the Council on status of water improvement program, presenting plans and spec~ficatior~ for State Board of Health approval. The Council authorized that the plans and specificaticr~ be forwarded to State Board of Health for their approval. The Engineers were instructed to prepare balance of water works improvement project and present to the Council as soon as possible. The Council also agreed to make application to F. H. A. for needed funds. A1 Stokes was preseDt regard~.ng CATV, presenting a model Franchise Ordinance for the Council's consideration and st~.dy, and requested a meeting in the near future wi~b the Council. The Council s~greed to meet with M~. Stokes when he is ready. Councilman Domer reported a street light request from J. G. Kelly at Florida Palms Trailer
