Breland, Donald L. Burk, Russell V. Domer, Edward W. Douglas and Ernest H. Hunt with Attorney J. Edward Ca~rren, City Clerk Lorena Spivey and Deputy Clerk Sandra Bennett. It being in order the oath of office was administered to Councilman Donald L. Burk, ~h~ssell V. Domer and Edward W. Douglas by Mayor Aud/ey Dunham. Councilman Hunt acting as temporary Chairman opened the meeting stating that nominations were in or~er for the election of a President of the City Council. Councilman Domer nominated Councilman Burk as President of the City Council. Nomination seconded by Councilman Douglas and upon vote Councilman Burk was elected President of the Council. President Burk stated that nominations were in order for a President Pro-Tem of the City Council. Councilman Breland nominated Councilman Hunt as President Pro-Tem, nomination seconded by Councilman Douglas and upon vote, Councilman Hunt was elected President Pro-Tern of the City Counci Councilman Hunt moved to re-employ J. Edward Curren as City Attorney for the next two years, seconded by Councilman Douglas and unanimously carried. Douglas Kenneth Matthews, School Superintendent and members of the School Board were present regarding connecting new elementary school on Wolff Road to existing sewer line on a cost-sharing basis. Th~ existing sewer line is a distance of approximately 1~.. miles from school site. Mr. M~tthews q~oted estimated fi~.~re~ on various s~es of both gravity and forced main. The Council agreed to study city finances and would in the near future invite the School Board to meet with them for f~rther discussion. Po].~.ce Chief Thomas appeared before the C~uncil with representatives from Motorola Commnr~icat~ .ons, requesl, ing the city to purchase new radios for his department as they were having a considerab~.e amount of trouble wi. th present units which are nine and eleven years old. The representa±ive uro~ed the city to replace the present police communication set-up with a seperate representative UHF system. The Council agreed to place/on agenda in near futmre after they have had time to acq]lain~ themselves with city proceedure. Jf.m Lashley~, new President of Okeechobee Chamber of Commerce, requested permission to use benches located in various places in'the parks and on sidewalks for the Chamber of Commerce to sell advert!sing space as a source of revenue. The Council was unable to grant request at this time, due to the 2uestdon of ownership of benches. Mr. Lashley was advised to contact ~lilding Official White for Fossib]e ~nformation as to ownership. Also Mr. Lashley inq~ired as to the progress the committee ~ad mad~ in renaming city streets. The Counc~! ~dv~ed him to contact J. C. Fewell on 1E,70 L. E. Harbert a?pered before th~. Council reporting on conditions and treatment of dogs at dog pound and informed the Council that he had notified the -West Palm Beach Humane Society of what h~ had seen at the pound. The Council agreed to +,ake this m~t~ter ~ander consideration. Wi~'re Chiee Godw~ n reql.~ested the Council to employ a third fireman for his department. Matter to be discussed further at workshop meeting. President Burk welcomed the news media to all City Council meetings. A letter was re~d from Brockway, Owen and Anderson Engineers, Inc. requesting a work order to prepare application on air pollution as required by law. After cliscussion Councilman Hunt moved that the work order be si~ned, seconded by Councilman Domer and unanimously carried. SI]pt. Fortner s~bmitted Water Treatment Plant monthly operating report to the Council. The Counczl authorized that a copy of the monthly water department report be given to +,he Okeechobee No, ws. The Council discussed acquiring additional insurance on city buildings. Councilman Domer moved that the local agents be notified to revaluate City Hal. l, Fire Station and Water Plant to assure adequate insurance coverage, seconded by Councilman Breland and unaraimously carried. Councilman Breland reported a request from Frank Altobello for a street light in alley behind his new building ir. Block 168. Matter referred to light committee, Councilman Douglas and Councilman Breland for investigation. Councilman Hunt reported the need of check co-signers. Councilman Hunt moved to appoint Councilman Russell V. Domer as co-signer of Finance Chairman, Councilman E. H. Hunt; Councilman Edward W. Douglas as co-sf gner to Donald L. Burk, President of Council and Sandra Bennett as co-signer to City Clerk, Lorena Spix,~ey, seconded by Councilman Breland and unarkimously carried. Supt. Fortner d~ scussed an offer from a company to inspect sewer lines and demonstrate cleaning and repairing sewer lines. The Council agreed to meet with the representative in near future. Councilman Hunt moved to have clutch in Massey-Werguson tractor repaired at an approximate cost of $2~0.00, ~econded by Councilman Domer and unanimously carried. A rezoning appl5 cation was received from Olen C~dwin requesting that Lots 1 to ih incl., Block 7 and Lots ! to !1 incl., Block 80keechobee Heights be rezoned from Residential (R-i) to Residential. (R-3). The Council authorized that the notice of public hearing be published in Okee- chobee News.
