1970-12-08 Regular Adjourned Upon motion the Council adjourned to meet December 8, 1970.~ ~ ~~ --' - CITY CLERK~ ~ : December 8, 1970 The City Council of the City of Okeechobee, Florida, met in regular adjourned session at the City Hall on the above date at 7:OO P. M. with the following present: President Gardner, Council- men Breland, Hunt, Padgett and Walker with Attorney Curren, Clerk Spivey and Supt. Fortner. Minutes of the meetings held November 10, 16, and 24, 1970 were read and approved as read. Tave Waldron appeared before the Council in reference to obtaining a contract from the City for picking up trash. The Council suggested that Mr. ~aldron prepare and present his proposition to the new Council January 5th. Mr. Courtney Rduolph, representive from Goo~body and Company was present also representative from Arch W. Roberts and Company, requesting permission to m~ke a preliminary survey on the General Obligation Bonds. Said bonds mature January l, 1972. After discussion. Councilman Padgett moved to authorize Arch W. Roberts and Company to proceed with preliminary plans on General Obligation Bonds also preliminary survey and Water and Sewer Bonds, seconded by Councilman Walker and unanimously carried. A group of Okeechobee Jaycees were present, speaker for the group was Gene Wood, requesting a donation of $?50.00 from the City to help purchase Christmas decoration for decorating one park. Storage of the decorations was discussed with the Jaycees stating that the decorations would be stored and taken care of. After discussion Councilman Padgett moved to donate $500.00 to the Okeecbobee Jaycees for the purchase of Christmas decorations, seconded by Councilman Breland and carried. Councilman Walker voted No. Supt. Fortner reported the condition of pump used to pump raw water from the lake and stated the need of a new 500 gallon per minute centrifugal pump. The cost of pump two years ago approximately $80~.00. Councilman Walker, Chairman of Water Committee recommended that Supt. Fortner get prices on needed pump and purchase same. The Co~ncil agreed to place tees for fire hydrants on water line to new school on Wolff Road but no hydrants outside city. Supt. ?ortner reported the need of a typewriter. The Council authorized the purchase of a portable typewriter. Supt. Fortner reported that sand in the sewer lines was causing a lot of trouble. Advising that a machine to clean sewer lines of sand could be purchased at approximate cost of $~,000.00. No action taken at this time. Supt. Fortner reported that the 7~0 gallon sludge tank was rusted out and was beyond repair. The cost of a 1,000 gallon tank appro×imately $20~.00. For a larger tank it would require a change in the axle on trailer. After discussion Councilmar Padgett moved, seconded by Councilman Bre~and snd unanimously carried to authorize Supt. Fortner to get several prices on 1,000 gallon tank and purchase same also to install larger axle on trailer. Supt. Fortner advised that the water tank on street sweeper was rusted out. The approximate cost of a new tank is $883.00. Supt. Fo=tper was of the opioion that the old tank could be repaired. The Council authorized Supt.. Fortner to remove the old tank and have a new bottom put in it. Supt ~or ,net reported that, a Building Contractor had constructed four houses on Petit and Pensacola St. and requested that the streets be opened. Said opening of streets would require a ].ot of fi]].. Also Supt. Fortner stated the need of fi]] for use on new installed culverts. Councilman Breland offered to help Supt. Fortner to locate fi].]. The Council agreed to open the the above streets ss requested and to fill in as/fill is available. A letter was read from the Board of County Commissioners, advising that due to increase cost of operating County Road Department, it will be necessary to place a minimum charge of $1.25 per y~rd with a $5.00 minimum cost of shell obtadned by the City from the County Shell Pit. Supt. Fortner reported that. the clutch had gone bad in the tractor which had the motor over- hauled in recently. No action taken. The Council authorized the purchase of two grader tires. The Council authorized Supt. Fortner to clean alleys in residential areas, providing ~ bull- dozer is needed. Supt. For±.ner advised that the Engineers would have plans and specifications completed and an estimate on cost of water improvement project in the very near future. Councilman Padgett moved to authorize the President of the City Council to execute all documents from the Department of Transportation, presenting the following Resolution and moved its adoption and upon being seconded by Counci~an 'Walker was put to a vote and unanimously adopted: RESOLUTION WHEREAS, the City of Okeechobee from time to time makes application to the State of F]orid~ Department of Transportation for authorization to use right of way under the Department of Transportation's jurisdiction for municipal utilities and other p%zrposes; and ~EREAS, no utility may be installed, located or relocated upon or within public right of way under the jurisdiction of the Department of Transportation unless auth- orized by a writLen permit issued by that authority; and WHF~EAS, Use permits issued by said Depar~ent of Transportation require due execution thereof by the grantee/applicant prior to its issuance by the Department of Transportation and as a condition precedent to its issuance; NOW, THEREFORE~ BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OKEECHOBEE, FLORIDA: That the President of the City Council, and the City Clerk, and their successors in Office, are hereby authorized and directed to execute and attest, respectively, any and ail right of way use or utility permits applied for from time to time by the City of Okeechobee and issued by the State of Florida Department of Transportation pursuan~ thereto. The Council authorized the request to be added to the requested street light list. Councilman Breland moved to increase temporarily the Water Superintendent salary to $175.00 Supt. of per week, d~e to assuming duties of/Street and Sanitary Department, seconded by Councilman Padgett and unanimously carried. Cotmci]man Breland moved to authorize payment of overtime to policemen while attending police school in F~. Pierce, seconded by Councilman Padgett and carried. Councilman Padgett moved to pay Grader Man in Street Department $120.00 per week, seconded by Councilman Hunt and unanimously carried. Counci]man Breland moved to increase the fee for climbing water tank from $15.00 to $25.00, seconded by %unc~lman Padgett and unanimously carried. The reason for climbing the water tank is to change light bulb on tank and check float. Councilman Hunt moved to authorize $15.00 Christmas bonus to each city employee, seconded by Councilman Breland and unanimously carried.
