1970-12-01 Regular December 1, 1970 The City Council of the City of Okeechobee, Florida, met in regular session at the City Hall on the above date at 7:00 ?. M. with the following present: President Gardner, Councilmen Breland, Hunt, Padgett and Walker with Clerk Spivey. At this time President Gardner stated the Council would sit as a canvassing Board to canvass the election returns of the General City Election held December l, 1970. The following is the count in accordance with Talley Sheet as presented by Official Election Clerk and upon motion by Councilman Walker, seconded by Councilman Padgett and unanimously carried, the count was accepted as per Talley Sheet prepared and presented by the Official Election Board. Franklin Walker 1..58 Alto (Bubba) Watford, Jr. 98 FOR CITY CLERK: Lorena Spivey 17 ~ Councilman Hunt presented the following Resolution and moved its adoption and upon being seconded by Councilman Walker was put to a vote and unanimously adopted: RESOLUTION WHEREAS, the City Council of the City of Okeechobee, Florida, sitting as a board of canvassers, has canvassed the returns of the General City Election held December l, 1970, and WHERF~S, Audley Dunham received the highest number of votes for Mayor, Donald, L. Burk, Russell V. Domer and Edward W. Douglas received the highest number of votes for Councilmen and Lorena Spivey received the highest, number of votcs for City Clerk. NOW, THEPEFORE, BE IT RESOLVED, that Audley Dunham be, snd he is hereby declared e!ec~ed for four (;~) years as Mayor; that Donald L. Burk, Russell V. Domer and Edward W. Douglas be, and they are hereby~ declared elected for four (h) years a.~ City Councilmen; ~nd that Lorena Spivey be, and she is hereby declared elected City Clerk for four (h) years. BE IT MIRTHER RESOLVED that the Gity Glerk be, and she is hereby instructed to issue and deliver certificates of election to each of the above persons. Fortner. ~nutes of the meetings held November 10, 16, and 24, 1970 were read and approved as read. Tare Waldron appeared before the Council in reference to obtaining a contract from the City for picking up trash. ~e Council ~ggested that. ~. Waldron prepare and present his proposition to the new Council Janua~ 5th. ~. ~urtney Rduolph, representive from ~o~body and Company was present also representative from Arch W. ~berts and Compaq, requesting peri,sion to ~ke a preli~na~ survey on the ~neral Ob~gatio~ ~nds. Said bonds ~t~re Janua~ l, 1972. After ~scussion Councilman Padgett moved to authorize Arch W. ~berts and Compa~ to proceed with preli~na~plans on ~neral Obligation Bonds also prelimina~ survey and ~ater and Sewer Bonds, seconded by Councilman Walker and una~mously carried. A group of Okeechobee Jaycees were present, ~eaker for the group was ~ne Wood, requesting a donation of $750.00 from the City to help purchase Christmas decoration for decorating one park. Storage of the decorations was ~scussed with the Jaycees stating that the decorations would be stored ~nd t~en care of. After ~scussion Councilman Padgett moved to donate $500.00 to the Okeecbobee Jaycees for the purchase of ~ri~tmas decorstions, seconded by Council~n Brela~d and carried. Counci~man Walker voted No. ~pt. Mortner reported the con~tion of p~p used to p~ raw water from the l~e and stated the need of a new 500 gallon per ~nute centrifugal pump. ~e cost of p~ two years ago approximately $805.00. Councilman W~ker, Chairman of Water Co~ttee reco~ended that Supt. Fortner get prices on needed p~p and p~chase s~e. ~e Council a~eed to place tees for fire hydra, ts on water line to new school on Wolff Road but no hydrants outside city. Supt. Mortner reported the need of a t~ewriter. The Council authorized the p~chase of a portable t~e~iter. ~pt. Mortner reported that sand in the sewer lines was causing a lot of trouble. Ad, sing that a machine to clean sewer lines of sand could be p~chased at approximate cost of $4,000.00. No action t~en at t~s time. ~pt. Fortner reported that the 750 gallon sludge ta~ was rusted out and was beyond rep~r. ~e cost of a 1,CO0 gallon ta~ approximately $20B.00. For a larger ta~ it would require a change in the axle on trailer. ~ter discussion Councilma~ Padgett moved, seconded by Councilman Bre~a~d snd ~animously carried to authorize Supt. Fortner to get several prices on 1,0OO gsllon ~ank and purchase same also to instal~ larger ~le on trailer. Supt. Mortner ad~sed that the water ta~ on street sweeper was r~ted out. ~e approximate cost of a n~.w ta~ is ~83.00. Supt. Fo=t~er was of the opinion that the old tank could be repaired.
