The City Council of the City of Okeechobee Florida, met in regular adjourned session
at the City Hall on the above date at 5:30 P.M. with the following present: President Gardner,
Councilmen Hunt, Padgett and Walker with Attorney Curren and Clerk Spivey.
Pursuant to notice published in the Okeechobee News, President Gardner stated that
the Council would hear complaints from anyone having had their name stricken from the City
Registration Book. The following name was requested to be restored to the Registration Book
having been stricken in error: Ruth E. Humphries. Councilman Walker moved to restore to the
City Registration Book the name of Ruth E. Humphries,seconded by Councilman Hunt and
unaimously carried.
The resignation of Leon Williams, Supt. of Street Dept. was received and read to
be effective November 15th, matter to be discussed in workshop meeting November 3, 1970.
Councilman Padgett moved to purchase 1969 Dodge pickup truck in the name of Bruce
Bennett from Chrysler Credit Corp. at $1,115.30, Bennett to receive City owned 1956 Chevrolet
~ ton Pickup truck,seconded by Councilman Breland and carried.
Councilman Breland moved to pay C. A. Thomas Chief of Police 2 weeks additional
pay for vacation he was unable to take due to duties and shortage of help and seconded by
Councilman Padgett and unanimously carried.
Councilman Hunt moved to pay Lorena Spivey, City clerk, 1 week extra pay for
vacation time she was unable to take due to duties and shortage of clerical help, seconded
by Councilman Walker and unanimously carried.
Councilman Breland moved to pay Curtis Phelps $150.00 additional compensation for
the time he was employed in the Street Department, seconded by Councilman Padgett and carried.
The Council authorized the following bid notice to be published in the Okeechobee

Sealed bids will be received by the City Council of the City of Okeechobee,
?lorida, at City Hall, until 8:00 P. M., November 10, 1970, at which time the
bids duly submitted will be opened and read, for furnishing and delivering the
following material~ required in th~ construction of water main extension to
new Elementary School site:
Thirty one hundred feed (3100;) of six inch (6") Cement Asbestos Water
Main; One - 10 X 10 X 6 inch MJ Tapping Tee; One - 6 inch MJ Tapping Valve;
One - 6 ~ 6 inch MJ 45° Elbow; Two - 6 inch MJ Repair Couplings; Five -
6 X 6 X 6 inch MJ Tees; Four - 6 inch MJ Plugs; Three - 6 inch MJ Gate Valves;
Two - 6 inch MJ 3 - way traffic type Hydrants with 4~ inch valve and 36 inch
bury; One - 6 X 6 X 3 IM inch MJ Tee; Five - 36 inch length screw type Valve
Boxes; One - 3 inch Threaded Gate Valve; One - 2 inch R W Meter Meter; One -
6 X 6 inch 90° Elbow.
The said materials on which bidding is invited must conform to the following
.~pecifications:
Cement asbestos pipe and couplings shall conform to the requirements of
Federal Specifications SS-P-351, current edition. Pipe and c§uplings shall

shall be dasigned to withstand a working pressure of not less than 150 pounds
per souare inch and all pipe and fittings shall be tested in accordance with
Specification SS - P - 351. Pipe joints shall, be the rubber ring pressure
compression type with asbestos cement couplings.
Specials and fittings shall be Class D, cast iron as specified ~rein
except that fittings shall have all bell connections of Standard American
Water Works Association dimensions, or special dimensions as required, or
shall be equipped with adapters of the proper class for the suze of pipe as
recommended by the manufacturer, Fittings and specials shall be cement lined,
in accordance with lining describe& in Federal Specifications WW-P-h21-b.
Gate valves shall be iron body, bronze mounted, solid wedge or double
disk, non-rising stem gate valves. Gate valves shall conform to the current
AWWA Standard Specifications for Gate Valves for ordinary water work service.
Gate valves shall be Class 125, mechanical joint ends, with 2 inch square
operating nuts.
Adjustable cas~ iron valve boxes of suitable length shall be provided
for sub-surface valves. Valve boxes shall conform to standard AWWA
Specifications and include bas~ center section, adjustable top section with
drop cover marked "Water".
Guaranteed delivery date must be stated in each bid. The City of
Okeechobee reserves the right to reject any or all bids or to accept the
proposal deemed most advantageous to the City.

Don Peterson, Director from Indian River Community College, was present discussing
a crime laboratory and training center at Indian River Community College, explaining that
Federal and Junior College funds would establish the program, and operate it for 28 months
after which surrounding areas will be solicated for 50 % of staffing costs. Mr. Peterson
requested a letter from the City to confirm their possible interest after the above period
of time. Councilman Breland moved that the City attorney write the letter as requested,
seconded by Councilman Pa~gett and carried.
Chief Godwin expressed his appreciation to the Council for painting kitchen and
apartment also for flowers sent during his confinement in hospital.
Councilman Walker reported a request for a larger street light at corner of ~th
Street and Osceola. The Council agreed to grant request. The Clerk was instructed to
notify Florida Power and Light Company to exchange present light for gas vapor light.
Councilman Breland moved to appoint Building Official White Sanitary Inspector,
Seconded by Councilman Padgett and unanimously carried.
Councilman Breland discussed overtime for policemen while attending school. ~att~r

consider rezoning from Agricultural to COmmercial the following described property:
Commencing at the Northeast Corner of Government Lot 3~ Section22~ Township 37° South~

Lot 3, for a distance of 96.0~ feet to P.O.B. Thence continue S 0° 07' 11" E along said

consider rezoning from Res. (R-1) to Commercial Lots 1 to 12 incl. of Block 30 of First
Addition to South Oke~chobee according to Plat thereof recorded in Plat Book L page 17~ Publie
records of Okeechobee County, Florida, President Gardner asked if there were ~ny objections
to the above rezo~ing. No objection~ Mas heard or filed, therefore, Councilman ~alker moved
to rezone the above described property from Res. (R-~) to Commercial, providing the applicant
shall use the property for Cabinet Shop only and that construction of said Cabinet Shop shall
begin within 90 days from this date otherwise property will revert to its original classification,
seconded by Councilmao Padgett and carried.
