Councilman Walker moved to advertize for bids on 3000 feet of 6 inch cement asbestos pipe
with necessary fittings and connections, for water line to new school north of Wolff road, seconded
by Councilman Hunt and unanimously carried.
Councilman Walker moved to authorize Brockway, Owen and Anderson Engineers, Inc. to proceed
with the design phase for the following itemized waterworks improvements: (1) Interconnection with
6" Beach Association main at the municipal water treatment plant, (2) Interconnection of 6" Beach
Association main on Wolf Road to the municipal distribUtion system in the vicinity of the elevated
storage tank, (3) Installation of new 12" water transmission main from south corporate limits to 2nd
and Parrott Avenue and (4) Installation of elevated water storage tank and inter-connecting piping
in vicinity of City Hall, seconded by Councilman Hunt and unanimously carried. The specifications
shall allow the City to perform parts of this work if it is in their best interest. Item 2 is of
immediate urgency and you are requested to engineer this item as quickly as possible.
Councilman Breland moved to employ Larry Mobley and Archie Hancock as Policemen on six
months probationary period at $100.00 per week, seconded by Councilman Padgett and unanimously
carried.
The City'Council authorized the City Attorney to retain additional legal Council to defend
the City in the suit filed in the Federal Court.
Upon motion the Councilmen adjourned.

Councilman Padgett presented the following Resolution and moved its adoption and upon
being seconded by Councilman Walker was put to a vote and unanimously adopted:
RESOLUTION
WHEREAS, the City of Okeechobee owns and operates a certain municipal sewer
utility system; and
WHEREAS, C. J. King owns and is developing a certain tract of land located on
State Road 70 West in Okeechobee County, which tract is i~ediately west of and
contiguous to the western boundary of the City of Okeechobee, and
WHEREAS, C. J. King desires to connect his tract of land, including a trailer
court containing approximately 24 unites, and including other commercial businesses
including a laundermat, to said municipal utility at a point at the west municipal
limit, and
WHEREAS, C. J. King is aware that said utility is not presently extended to said
municipal limit, and such an extension is not presently contemplated by the City, and
WHEREAS, C. J. King, to induce the City to extend its sewer utility to a point of
connection to said improved tract, has offered to pay the entire cost of the extension
of said sewer utility from a feasible near point on the existing system West along an
ex~ sting city alley to a point of connection with the improved tract, including all
cost of pipe, connectors, lift stations and other necessary materials, and also in-
cl~ding all cost of engineering and all other costs necessary to said sewer utility
extension, except that the city would provide necessary labor through its own employees
for said sewer utility extension,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OKEECHOBEE, FLORIDA:
That said proposed sewer line extension would be in the present and future best
interests of the city and of its utility system, and therefore this Council conditionally
accepts the proposal made by Mr. C. J. King, and gives its preliminary approval to the
undertaking, and it is
Further resolved, upon Mr. Kings, undertaking to provide engineering services at
his cost, that the city's consulting engineers, Brockway, Owen and AnderSon Engineers,
Inc., be authorized to proceed to engineer said proposed sewer line extension, and pre-
pare a preliminary cost analysis, including material costs, engineering costs, con-
struction site clearing costs and actual costs of construction including labor, equip-
~e~t needs, and speciality items contemplated. Upon receipt of engineers' stud~ the
Council shall further consider said proposal in the light of the actual and potential
co, ts to the city of said sewer utility extension.
DONE, RESOLVED and made effective at the regular meeting of the City Council of
the City of Okeechobee, Florida, held on the 6th day of October, 1970.

the cost to repair present mower would be approximately $200.00. After discussion Councilman Padgett
moved to purchse new rotary mower at cost of $260.00 from Okeechobee Tractor Company, Inc., sec-
onded by Councilman Walker and unanimously carried.
Supt. Williams discussed transferring all work on sewer lines and lift station from the
Street D=partment to Water Department, due to labor situation. Councilman Walker recommended that
this req. uest be studied by the Council but at present matter to be worked out with Supt. Fortner to
give any available help possible.
Councilman Hunt reported that Fire Chief Godwin had requested that the kitchen and apart-
ment be painted. The Council requested Councilman Hunt to get estimate on cost and report to Council.
Pursuant to notice published in the Okeechobee News bids were received, opened and read ~
for the purchase of one Special Police Car as per specifications. Only one bid was received.
Okeechobee Motor Company submitted the following bid:

After consideration and discussion Councilman Breland moved to accept the bid from Okeechobee Motor
Company for the purchase of one 19?l Mercury Police Interceptor at bid price of $3,698.00, seconded
by Councilman Hunt and unanimously carried.
Councilman Breland discussed the matter of cleaning vacant lots in the city. Attorney -~
Curren explained present Ordinance governing same. Councilman Padgett moved to authorize Attorney
Curren to prepare necessary Ordinance appointing the Building Official as Sanitary Inspector,
seconded by Councilman Breland and unanimously carried.
A Petition was presented from Okeechobee Safety Committee. The Council felt it was not
proper to consider any Petition except in its Original Form.
A bill from the Okeechobee General Hospital in the amount of Shg~.h5 for Eddie Daniels
was received and referred to Attorney Curren for investigation.
The Contract AEreement between City and Board of Public Instruction, previously approved
has been fully executed by all proper parties effective September 30, 1970 and is as follows:
AGREEMENT
This agreement entered into this ~Oth day of September, 1970, by and between
the City of Okeechobee, Florida, and Municipal Corporation, hereinafter referred to
as City, and the Board of Public Instruction of Okeechobee County, Florida,
hereinafter referred to as School Board, witnesseth:
Whereas, the School Board is desirous of obtaining an extension of the Municipal
Water Utilities System beyond the Municipal limits to furnish water to the new
elementary site, and has offered to share the costs of ~such extension, and --~
Whereas, the City Council adopted a resolution on February 10, 1970, declaring
the desirability and necessity for the extension of the Municipal water system to the
school site for the promotion of the public health, safety and welfare, and
Whereas, the proposed cost sharing between the contracting parties is deemed
by each to be a reasonable arrangment considering the relative benefits to be derived
by each,
Now, therefore, in consideration of the mutual covenants and agreements here-
inafter contained, the parites hereby agree with each other as follows:
1. City shall authorize Brockway, O~en and Anderson Engineers, Inc. to
immediately proceed to design a six inch cement asbestos water distribution
line connecting the city's elevated storage tank by such water main running south
on Miami Street to Wolff Road, then West on Wolff Road to the South West corner of
the Elementrary School property.
2. City agrees to advertise for bids on pipe, connectors and other water line
materials, according to Engineer's Specifications and purchase such based upon lowest
responsible bid.
3. City further agrees to install such water line at the City's expense to
engineering specifications and current requirements of the State Board of Health,
and pay all engineering fees, legal advertising fees and inspection fees.
~. School Board agrees to pay all cost of materials in connection with the
construction of said water line, including approximately 3100 lineal feet of six
inch concrete asbestos water main, connectors, gate valves, valve basins, fire
hydrants, and other fittings. A list of estimated materials for such water line,
with approximate cost is attached hereto for the purpose of estimating such cost of
water line materials.
5. School Board shall pay the City for actual material costs upon final in-
spection by engineers and State Board of Health certification. Title to said
materials shall be and remain in the City of Okeechobee.
