ATTEST ~ ~~. ~ ~ PRESIDENT CITY COUNCIL September 8, 1970 The City Council of the City of Okeechobee, Florida met in regular session at the City Hall on the above date at 7:00 P.M. with the following present: Mayor Dunham, President Gardner, Councilmen Breland, Hunt, Padgett and Walker with Attorney Curren, Clerk Spivey; Water Superintendent Fortner and Street Supt. Williams. Minutes of the meetings held August 4, ll, 1970 were read and approved as read. Lucille Bass and Mrs. Eugene Wright appeared before the Council reporting that their grandchild had been bitten by a dog, stating that they were unable to find out if the ~g had been vaccinated and requested the dog to be picked up. The Council agreed that the dog be picked up and held for required number of days and incident to be reported to the State Board of Health in order for them to observe the dog for required time to deter~ne if it is r~id. Gino Boromei appeared before the Council requesting that the alley in Block 204 be cleared, offering to maintain said alley after it is cleaned up. The Council requested Supt. Williams to make a survey of alley and report to Council. Several members of the Volunteer ~re Department were present with Jacob Weeks acting as spokesman for firemen, stating the need of ad~tional fire fighting equipment for the ~re Department. The Council agreed to meet in workshop session ~esday, ~ptember 15th and ~ggested that a list of needed equipment be sub~tted at that time. Pursuant to notice published in the ~eechobee News regarding a public hearing to consider rezoning Lots 7, 8, 9 and 10, Block 182, Original Town of Okeechobee from ~sidential (R-2) to Residential (R-3), President G~dner asked if their were any objections. No objection was heard or filed. Councilman Padgett moved to rezone the above described property, presenting the following ~nance and moved its a~ption and upon being seconded by Councilman Breland was put to a vote and unanimously adopted: ] I ORDINANCE NO. 271- (61) ORDINANCE AMENDING ORDINANCE NO. 271, BEING AN ORDINANCE ESTABLISHING ZONING REGULATIONS FOR THE CITY OF OKEECHOBEE, FLORIDA, AND PROVIDING FOR THE ADMINSTRATION, ENFORCEMENT AND AMENDMENT THEREOF PURSUANT TO THE PROVISIONS OF CHAPTER 176, FLORIDA STATUTES, 1953. WHEREAS, APPLICATION has been made by Carl P. Arant, requesting this Council to rezone from Residential (R-2) to Residential (R-3) Lots 7, 8, 9 and 10, Block 182, Original Town of Okeechobee, and WHEREAS, notice of intention to amend City Zoning Ordinance No. 271, regarding said application was duly published according to law, and WHEREAS, on the 8th day of September, 1970, a public hearing was held in the City Council room pursuant to said notice, and WHEREAS, it is deemed to the best interest of the City of Okeechobee to grant said application; now therefore BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OKEECHOBEE, FLORIDA: SECTION 1. That Lots 7, 8, 9 and 10, Block 182, Original Town of Okeechobee, be and they are hereby rezoned from Residential (R-2) to Residential (R-3) effective September 8, 1970. SECTION 2. That the application requesting rezoning and proof of publication to amend Zoning Ordinance No. 271 published in connection with the above application be attached to this Ordinance and become a part hereof. SECTION 3. That the City Clerk make the appropriate change on the City Zoning Map in accordance with this Ordinance. PASSED AND ADOPTED this 8th day of September, 1970. No objection was heard or filed. Councilman Breland moved to rezone the above described property, presenting the following Ordinance and moved its adoption and upon being seconded by Councilman Padgett was put to a vote and unanimously adopted. Williams reported that the Ferguson 35 Tractor needed overhauling, approximate cost of overhaul $400.00. After discussion Councilman Padgett moved to authorize tractor repair (overhaul) seconded by Councilman Walker and unanimously carried, The Council authorized Supt. Williams to prepare specifications on new truck and present to Council. Supt. Williams also reported needed repair on mowing machine. The cost of a new machine approximately $3O0.00. The Council requested Supt. Williams to get estimate on cost of repair. Supt. Fortner reported that the unit on the refrigerator at Sewer Plant had burned out. The Council agreed to purchase a new small refrigerator. Sutp. Fortner requested permission to employ one additional man for a couple of months in the Water Department. The Council granted request. Councilman Walker moved to advertize for bids on 3000 feet of 6 inch cement asbestos pipe with necessary fittings and connections, for water line to new school north of Wolff road, seconded by Councilman Hunt and unanimously carried. Councilman Walker moved to authorize Brockway, Owen and Anderson Engineers, Inc. to proceed with the design phase for the following itemized waterworks improvements: (1) Interconnection with 6" Beach Association main at the municipal water treatment plant, (2) Interconnection of 6" Beach Association main on Wolf Road to the municipal distribUtion system in the vicinity of the elevated storage tank, (3) Installation of new 12" water transmission main from south corporate limits to 2nd and Parrott Avenue and (4) Installation of elevated water storage tank and inter-connecting piping in vicinity of City Hall, seconded by Councilman Hunt and unanimously carried. The specifications shall allow the City to perform parts of this work if it is in their best interest. Item 2 is of immediate urgency and you are requested to engineer this item as quickly as possible. Councilman Breland moved to employ Larry Mobley and Archie Hancock as Policemen on six months probationary period at $100.00 per week, seconded by Councilman Padgett and unanimously carried. The City'Council authorized the City Attorney to retain additional legal Council to defend the City in the suit filed in the Federal Court. Upon motion the Councilmen adjourned.
