The Clerk explaimed a Sewer Tap Fee collected from C. L. Box. Due to the circumstance
the Council agreed no charge should be made, therefore, the Clerk was authorized to refund $20.00
Sewer Tap Fee to Mr. Box.
Councilman Walker moved to paY curtis Phelps $90.00 per week, seconded by Councilman Padgett
and unanimously carried.
It was reported that the signal light at 0sceola Street and Third Street had been turned
school
back on due to su~er/classes.
Due to the number of fires in the county, the Council authorized Councilman Hunt to meet
with the County Commissioners to discuss the Fire Department expense and request the County t.
share the expense.
Attorney Curren advised the Council that no Agreement was necessary between Meline and City
as per minutes of June 9, 1970, due to plans uot materializing.
Charlie McClead appeared again before the Council regarding his request as oer minutes
of May 5, 1970. ~

The City Council of the City of Okeechobee, Florida, met in regular session at the City
Hall on the above date at 7:00 P.M. with the following present: Mayor Dunham, President Gardner,
Councilmen Breland, Hunt and Padgett with Attorney Curren and Clerk Spivey.
Minutes of the meeting held July 7, 1970 were read and approved as read.

Councilman Breland reported a complaint from Mrs. J. R. Minehan, Sr. of cars parking in
front of her residence and blocking driveway, east on State Road #70. The Comncil agreed for Supt.
Williams to erect "NO PARKING BETWEEN SIGNS" at this location.
Councilman Breland moved to advertize for bids on Police car, seconded by Councilman
Padgett and carried.
NOTICE
NOTICE is hereby given that the City Council of the City of Okeechobee,Florida,
will receive sealed bids for the purchase of the following:
1 Special Police Car, 2 door, heater, tinted glass, turn signals,
back-up lights, air conditioning, spot light, heavy duty automatic
transmission at least 60 AMP, low cut in alternator, minimum of
360 HP engine, tan with white top, black interior, power brakes,
power steering, and padded dash. Body style to be equal to Belair
Chevrolet or Custom 500 Ford. Trade in allowance on 1969 Fury 11

Councilman Breland moved that employees required by the Department Supervisor, to work
on legal holidays, be paid extra or allowed day off at some other time, seconded by Councilman
Padgett. The following vote was taken: Aye - Councilman Breland, Padgett and President Gardner.
Nay - Councilman Hunt. The five legal holidays are: New Year, July ~th, Labor Day, Thanksgiving
and Christmas.
Supt. Fortner reported and discussed street construction in the near future in Douglas
Park and the need to move water lines. The Council requested Supt. Fortner to work up cost
estimate and present to Council.
Mayor Dunham discussed with the Council the proposed irrigation system at Library.
Councilman Padgett moved to furnish ils'' galvanized pipe and fittings necessary to complete the job,
seconded by Councilman Breland and carried.
Pursuant to notice published in the Okeechobee News regarding a public hearing to close
the following: That portion of Fourteenth Street located North of and adjacent to Block 57,
City of Okeechobee, extending from the East right of way line of North Parrott Avenue, or U. S.
#khl highway, to a Northerly extension of the West boundary line of Block 56 - That portion of
Tallahassee Street located between the East boundary line of Lots 1 through 3, inclusive, of
Block 57, and the West 'boundary of Lots 11 through 13, inclusive, of Block 56 - That portion of
the Alleyway located between the West boundary line of Lots 1 through 3, inclusive, of Block 57,
and the East boundary line of Lots 11 through 13, inclusive, of Block 57. Subject to a reserva-
tion of utility easement by the City of Okeechobee along said alleyway. Ail of the above descrip-
tions being according to the plat of the City of Okeechobee, as recorded in Plat Book 2, page 17,
St. Lucie County, Florida, Public Records, President Gardner asked if their were any objections.
No objection was heard or filed. Therefore, Councilman Padgett moved to close the above describ-
ed portions of streets and alley~ presenting the following Ordinance and moved its adoption and
upon being seconded by Councilman Breland was put to a vote and adopted:

Councilman Padgett presented the following Resolution and moved its adoption and
upon being seconded by Councilman Hunt was put to a vote and unanimously adopted:
RESOLUTION
WHEREAS, the City of Okeechobee has received an offer from the
Okeechobee Beach Water Association, fnc.~ under which the city has
the opportunity to purchase the associations' West Okeechobee Extension,
to~lether with all easements and rights of the association therein and
thereto; and
~HEREAS, the acquisition of such extension by the city, together
with its easement from the city's plant North to a point close to the
city's water tank, would be beneficial to the city's water system and
to the users of the system; and
~HERFAS, the immediate acquisition of said extension would afford
the city a water line adjacent to the new elementary school site which
the city has already resolved to connect to the system, thus serving a
present need of the community as well as contemplated future needs;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
OKEECHOBEE, FLORIDA:
That a contract be negotiated with the Okeechobee Beach Water
Association, Inc., for the conveyance by it to the City of its
West Okeechobee Extension, together with all easements and rights in
connection therewith, for a price based upon the present value of the
extension as depreciated less the unpaid balance of its mortgage in
connection therewith.
Upon Council approval of the terms of such agreement, the President
of the Council is authorized to execute such agreement in behalf of the
City, which due execution shall be attested by the City Clerk.
