Thc City Council of the City of Okeechobee, Florida, met in regular adjourned session at
the City Hall. on the above date at 5:30 P. M. with the following present: President Gardner, Councilma~
Breland and Hunt with Clerk Spivey.
Councilman Breland moved to aopoint Clayton White as Building Official of the City of Okee-
chobee with an increase in salary of $15.00 per week and an increase in weekly expense of $10.00,
seconded by Councilman Hunt and carried.
Co',mcilman Hunt moved to employ J. Edward Curren as City Attorney for one year, seconded by
Councilman Breland and carried.
Upon request of the Okeechobee County Commissioners Councilman Hunt moved to adjust Civil
Defense (Old County Jail Building) water bill to six months average, seconded by Councilman Breland
and carried.

The City Council of the City of Okeechobee, Florida, met in regular adjourned session at
the City Hall on the above date at 5:30 P. M. with the following present: President Gardner, Council-
man Breland, Hunt, Padgett and Walker with ~ttorney Curren and Clerk Soivey.
Assistant Fire Chief Godwin oresented soecifications on fire truck chassis. After consider-
ation, Councilman Hunt moved to advertize for bids on the following I - 2 ton truck chassis, seconded
by CouDcilman Breland and carried.
NOTICE
NOTICE is hereby given that the City Council of the City of Okeechobee, Florida,
will receive sealed bids for the purchase of the following:
I two ton truck, 132" chassis & cab, 2 door, heavy duty industrial engine,
horse power rating 210 minimum, not over 250 HP, 900 x 20 10 ply military tread
tires, wheels solid steel, 6 nut wheel bolts, 5 speed transmission, synchronized
6000 lb. front axel, 4 wheel drive, heavy d~ty battery, not less than 120 amps,
65 amp alternator and regulator, heat, oil and amp meter gauges, heavy duty fan
and radiator, hand throttle, 3000 lb. front springs, 11,550 lb. rear and auxiliary
springs, left and right hand west coast mirrors, heavy duty seat, front tow hooks,
heavy duty front and rear brakes, brush type grill, heavy duty clutch, cab of truck red.
Trade in allowance on 1961 International I and ~ ton, four wheel drive, model B-160 series.
Said bids will be ooened in the Council Chamber at the City Hall in Okeechobee, Florida,
at 8:00 P. M. February 10, 1970. The Councils reserves the right to reject any and all bids.~

discussing the water line extension %o the new elementary school site. After discussion the City
agreed tc install pipe from water tank to school site providing the Board of Public Instruction
purchases pipe and pays Engineering Fee.

At+orney Curren reported information on social security for Chief of Police and Clerk, statin
he would sec~e aSd~tional information in the near future. Also discussed the report of borrow pits
being excavated on street right of way north of l~th street. The Council instructed Attorney Curren
to make a search of the records on streets in above area.
John Hostetter was present requesting the Council to consider a sewer line extension
to Okeechobee Estates presenting a yetition signed by approximately ~0 property owners in said sub-
division. After discussion the Council agreed to have the Engineers prepare a preliminary survey in
the near future. Also Mr. Hostetter reported on unsanitary drainage conditiOn at his residence ~n
Okeechobee Esiates. After discussion the Council agreed for Supt. Williams to contact the Department
of Transportation Maintenance and endeavor to eliminate condition.
Pursuant to notice published in the Okeechobee News bids were received from the following

The Council agreed to postpone awarding of the bid until February 2}a, 1970 in order for the bids to
be studied %'rther.
One bid was recoived for the purchase of a soda-ash machine. Said bid being from Wallace
and Tiernan in the amount of $1,5h1.00 less $75.00 if start-up service is not desired. '~fter consider-
ation Councilman Walker moved to purchase the soda-ash machine from Wallace and Tiernan in the amount
of $1,5h1.00 less $75.00 (start-up se~,ice not desired) seconded by Councilman Hunt and carried.
Chief Thomas presented Police Department 1969 Activity Report.
The Council agreed to continue the purchase of Chemicals from the same Company (Apperson
Chemical Inc.) at the present bid price.
Supt. Fortner reoorted that he had located a 1966 Chevrolet pick-up truck for sewer departmen'
use. The Council agreed to investdgate matter ~urther.
Supt. Fortner also reported that the floating cover over the digester at the sewer plant
needed repairing and would cost approximately $500.00 to repair or the cover could be removed and a
guard rail iDstalled for approximately $75.00. Mr. Fortner stated that the removal of the cover would
not impair the digester operation. The Oouncil advised Supt. Fortner to get letter from State
Board of Health regarding the removal of floating cover. ~_~
Request for water bill adjustment from H & H Builders (Harry M. Weiss) and Mrs. J.R. ~
Minehan, Sr. were reported by Councilman Walker. After study the Council agreed to grant adjustment
to Minehan and bill for 5~,000 gallons and H. & H Builders (Harry M. Weiss) bill for ~,000 gallons.
Councilman Hunt reported a request from the Methodist Church for a larger street light at
church. Request to be added t~ requested street light list.
The C].erk was requested to arrange a meeting for the Council with Mar-~in Arrants, Manager of
Florida Power and Light Company for 3:00 P. M. Tuesday, February 17th.
^ request for a Traffic Director at intersection of Riverview Drive and State Road #70 for
approximately three hours a day was presented. The Council agreed to refer matter to Chief Thomas,
Mayor Dunham and Councilman Breland.
A request for 25 mile speed limit to be placed on "Children At Play" signs at several areas
was presented. Matter postponed due to request not being in proper "orm.
A rezondng aopli~.ation was received requesting the rezondng of Lots h, 5 and 6, Block 2,
South Okeechobee from Residential (R-l) to Commercial. The Council authorized the publication of
notice on public hearing .

Councilman Walker presented the following Resolution and moved its adoption and upon being
secor~ied by Councilman Hunt was ~t to a vote and unanLmously adopted:
RESOLUTION
WHFREAS, the Okeechobee County School Board met with the City Council of the
City of Okeechobee, Florida, on January 13, 1970, and as a body requested the City
to extend its municipal water and sewer utilities beyond the city limits to the
Elementary School site; and
WHEREAS, it was proposed t~at if the City would purchase necessary pipe and
install a water line to the school site the School Board would pay all engineering
costs and reimburse theUity for the cost of the pi~e; and
WHEREAS, this Council has considered this cost-sharing proposal in light of
the desirability and necessity for the extension of the municipal water system
to the school site for the promotion of the public health, safety and welfare:
NOW, THEREWORE, BE IT RESOI.VED BY THE CITY COUNCIL OF THE CITY OF OKEECHOBEE,

That the municipal water utility be extended from the most accessible point
on the system by water lines of sufficient size to meet present and future demand
beyond the municipal limits to the new Elementary School site near West 15th Street
and Okeechobee Avenue, upou the cost-sharing basis agreed to between this Council

Pursuant to notice published in the Okeechobee News regardinga public hearing to consider
rezoning from Residential (R-l) to Commercial, Lots h, 5 and 6, Block 2, South Okeechobee, President
Gardner asked if their were any objections. No objection was heard or filed. Therefore, Councilman
Padgett mo~ed to rezone the above described property as requested, presenting the following Ordinance
and moved its adoption and upon being seconded by Councilman Breland was put to a vote and unanimously
adopted:

ADMINSTRATION, ENFORCEMENT AND AMENDMENT THEREOF PURSUANT TO THE PROVISIONS
OF CHAPTER 176, FLORIDA STATUTES, 1953.
WHEREAS, application has been made by Owen C. Cone, Mrs. Owen C. Cone and Rose
Marie Bonnell, requesting this Council to rezone from Residential (R-l) to Commercial
Lots h, 5 .and 6, Block 2, South Okeechobee, and
WHEREAS, notice of intention to amend City Zoning Ordinance No. 271, regarding said
application was duly published according to law, and
WHEREAS, on the 2hth day of February, 1970, a public hearing was held in the City
Council room pursuant to said notice, and
WHEREAS, it ds deemed to the best interest of the City of Okeechobee to grant said
application; now therefore

The Council discussed the bids on 2 Ton Cab and Chassis (fire truck) and upon recommendation
of Fire Chief Godwin, Councilman Hunt moved to accept the bid from the Okeechobee Motor Company ~n
