W. O. Bailey was present voicing a complaint o£ noise and odor due to calves being l:~nned up on
property next to his residence located on Tenth Street, requesting the Council to investigate
matter.
Upon motion the Council adjourned.
December 9, 1969
The City Council of the City of Okeechobee, Florida, met in regular sessdon at the City Hall on
the above date at 7:00 P. M. with the following present: President Gardner, Councilman Breland, Hunt,
Padgett and Walker with Attorney Curren and Clerk Spivey.
Minutes of the meetings held November 4 and 18, 1969 were read and approved as read.
Kenneth Mathews, Supt. of Public Instruction and Frank Platt, School Board member were present
discussing with the Council and requesting a water line extension to the new school site, south of
South Fourteenth Street, said site being approximately 2000 feet from water tank. After discussion
the Council agreed to request meeting with Okeechobee Beach Water Association to discuss the possibilit
of the school getting water from the Association due to this line being much closer to school site.
Also a request for sewer line extension to school site was discussed. The Council advised that due to
distance and m~ount of money involved to make such a extension it was ~mpossible for the city to
grant request.
Pursuant to notice published in Okeechobee News in regards to public hearing to consider
amending Ordinance No. 326, President Gardner asked if their were any objections to the amendment.
No objection was heard or filed, therefore, Councilman Walker presented the following Ordinance and
moved its adoption and upon being seconded by Councilman Breland was put to a vote and unanimously
adopted:
ORDINANCE NO. 335
AN ORDINANCE AMENDING ORDINANCE NO. 326, BEING AN ORDINANCE AMENDING THE
DISTRICT REGULATIONS ESTABLISHED UNDER THE CITY OF OKEECHONEE'S ZONING
ORDINANCE NO. 271, PROVIDING FOR TRAILER RESIDENCE USES UNDER AGRICULTURAL
(A) ZONING BY AMENDING SUB-PARAGRAPH "b" THEREOF TO REDUCE MINIMUM LOT
STREET FRONTAGE FROM 75 FEET TO 50 FEET, AND BY AMENDING SUB-PARAGRAPH "c"
THEREOF TO REDUCE MINIMUM SET-BACK REQUIREMENTS THEREIN FROM 35 FEET TO
BE IT ORDAINED BY THE CITY GOUNCIL OF THE CITY OF OKEECHOBEE, FLORIDA:
SECTION 1. That Ordinance No. 326, which amended the District Regulations which are
part of Ordinance No. 271, of the City of Okeeohobee, Florida, be and the same is hereby, c
changed and amended as follows:
1. Sub-paragraph "b" of Ordinance No. 326 of the City of Okeechobee, Florida, is
hereby amended by reducing minimum street frontage from 75 feet to 50 feet so that said
sub-paragraoh "b" shall read as follows:
(b) No trailer shall be located on prooerty having a street frontage
of less than 50 feet and a depth of less than 120 feet, and such
dimensions shall be minimum area for each trailer.
2. Sub-paragraph "c" of Ordinance No. 326 of the City of Okeechobee, Florida, is
hereby amended by reducing minimum set back requirements therein from 35 feet to 25 feet,

so that sub-paragraph "c" shall read as follows:
(c) Trailers shall be set back from the front property line at
least 25 feet; from the side and rear property lines at least
10 feet; and shall be affixed to a permanent foundation.
SECTION 2. That this Ordinance shall be in full force and effect from and after the
date of its passage.

Charles Strebin of Okeechobee TV Cable Corooration was present requesting a TV Cable franchise .
Copies of proposal having been delivered to Attorney Curren and City Council at an earlier date. The
Council agreed to consider proposal along with the other proposals that had been presented to them.
Marvin Arrants, Manager of Florida Power and Light Company was present as requested by the Council
to discuss the installation of additional street lights. Due to the strike involving Florida Power
and Light Company workers matter was postponed to later date.
R. M. Faglie was present regarding article in Okeechobee News regarding trailers. The Council
and Attorney Curren endeavored to explain trailer Ordinance to Mr. Faglie. ,,~
Also Bill Newall was Present inquiring about requirements of trailers in Agriculatural Zone.
Pursuant to notice published in Okeechobee News bids were received from the following for the
purchase of police car:
1. Gilbert Chev. Co., Inc. $2,250.00 Chevrolet
2. Lake Dodge-Plymouth, Inc. 2,246.53 Fury 2
3. Okeechobee Motor Co. 2,396.54 Mercury
After discussion and consideration Councilman Breland moved to accept the bid from Gilbert Chevrolet
Company, Inc. for Chevrolet oolice car in the amo~mt of $2,250.00 seconded by Councilman Padgett
and unanimously carried.
Mrs. Mona B. Cornett was present regarding her request of October 7, 1969 to close alley in
Block 12, South Okeechobee. The Council authorized the Clerk to publish notice of public hearing
to consider closing said alley.
NOTICE
NOTICE IS HEREBY GIVEN that the City Council of the City of Okeechobee, Florida, ~,
has received a Petition requesti~ that the City Council officially close that
part of fifteen foot alley located in Block 12, South Okeechobee, 1.7~ng South of ~
Fourth Street according to Plat Book 3, page 37, Public Records of St. Lucie ~
County, Florida.
A Public hearing will be held at the City Hall, Tuesday, January 6, 1970 at
{{ persons who wish to be heard either for or against said Petition.

PUBLISH IN OKEECHOBEE NEWS: December 18, 1969.
Supt. Fortner reported that Henry Williams located on north Florida Avenue was considering the
the construction of rooming quarters for workers at above location and would need at least two water
connections but the present water line was insufficient to take care of the extra rental units. After
consideration and discussion Councilman Walker moved to replace approximately 600 feet of present two
inch line seconded by Councilman Hunt and carried.
The City Council commended the Volunteer Fire Department, Inc. on Christmas decorations. Council-
man Padgett moved to reimburse the Volunteer Fire Dept., Inc. $72.h0 for Christmas decoration,
seconded by Councilman Walker and carried.
A request for uniform allowance for Fire Chief and Assistant referred to workshop meeting.
Lorena Spivey, City Tax Assessor presented to the City Council for examination the City Tax
Assessment Roll for 1969 as completed by her. After examination Councilman Padgett moved to accept
1969 City Tax Roll as prepared and presented by the City Tax Assessor, seconded by Councilman Hunt
and carried.
