OCTOBER 20, 2015 — REGULAR MEETING - PAGE 2 OF 7 COUNCIL ACTION - DISCUSSION -VOTE the important role played by municipal government in our lives, by spreading the word and conveying to all the Citizens of Florida that they can shape and influence government through their civic involvement; and WHEREAS, the Florida League of Cities and its member cities have joined together to teach students and other citizens about municipal government through a variety of different projects and information. NOW THEREFORE, I James E. Kirk, by virtue of the authority vested in me as Mayor of the City of Okeechobee, Florida, do hereby proclaim the week of October 18 through 24, 2015, as 'FLORIDA CITY GOVERNMENT WEEK' and encourage officials and employees to promote civic education throughout the community." Council Member Watford moved to approve the September 2015 Warrant Registers, in the amounts: General Fund, five hundred sixty-eight thousand, eight hundred twenty dollars and sixty-five cents ($568,820.65); General Fund Centennial Account, two thousand, one hundred four dollars and zero cents ($2,104.00); Public Facilities Improvement Fund, sixty-one thousand, five hundred ninety-nine dollars and sixty-four cents ($61,599.64), Capital Improvement Projects Fund, six thousand, three hundred twenty-seven dollars and eighty cents ($6,327.80), Community Development Block -Economic Grant Fund, three thousand, nine hundred thirty-nine dollars and twenty-nine cents ($3,939.29), and Law Enforcement Special Fund, one hundred fifty dollars and zero cents ($150.00); seconded by Council Member O'Connor. Mixon, presented the monthly update with highlights being: the Creative Writing Contest has been distributed and the deadline is November 13, 2015, for school grades 3rd to 12th. He requested they share this information. The Festival of Lights will be December 4th at City Hall. This exciting festival will combine the annual tree lighting with an opportunity for each City Department to offer an open house, and tours of their facilities with police, fire and public works safety demonstrations. Santa will be on hand in his workshop and Mz. Centennial will be available for photos at her booth. There will be a snow play area, music, refreshments, and to conclude the evening, there will be a family Christmas movie. OCTOBER 20, 2015 - REGULAR MEETING - PAGE 3 OF 7 475 VIII. CENTENNIAL UPDATE CONTINUED A. Monthly update from the Centennial Celebration Ad Hoc Committee continued. IX. NEW BUSINESS A. Presentation of new development of the Guy Harvey Outpost RV Resort and Marina on Lake Okeechobee — Mark Ellert, President. There are additional items for the festival, provided the logistics can be worked out. They are the Dedication Ribbon Cutting Ceremony for the Centennial Commemorative City Hall Front Walkway Project and the Dedication of the Centennial Time Capsule. The Christmas Frolic will be held December 11 at the Historic County Courthouse; come and celebrate 100 years of music and dance. Two temporary street closings for the Festival of Lights and the Christmas Frolic are being requested. Other events presented were: OHS Marching Band "Award Winning" Show, Postcards from Okeechobee, has two more performances on October 30, and November 6 (which are the last home football games). Trunk or Treat is October 31, in Flagler Park, there will be a Centennial booth and candy donations are being accepted at the City Clerk's Office. The GFWC Jr. Womens Club free monthly movies in the park are to be November 14, (movie, The Fantastic Mr. Fox) and December 4 (movie to be determined). The OKMS Top of the Lake Christmas Festival starts December 4'n, continues through the 5th, and the Lighted Parade is December 5th. Council Members Watford and Chandler moved to temporarily close a portion of East South Park Street between 2nd and 3rd Avenues, a portion of Southeast 2nd Avenue between North and South Park Streets, and a portion of Southeast 3rd Avenue between North and South Park Streets, on December 4, from noon to 10 P.M., for the Centennial Festival of Lights, (event time for South Park Street portion would be as agreed upon with adjoining property owners: Visiting Nurse Association and the Doctor's Clinic). VOTE: KIRK — YEA CHANDLER — YEA O'CONNOR — YEA RITTER — ABSENT WATFORD — YEA MOTION CARRIED. Council Members Watford and Chandler moved to temporarily close a portion of Northwest 2nd Street between 3rd and 4th Avenues, a portion of Northwest 3rd Avenue between 2nd and 3rd Streets, and a portion of Northwest 4th Avenue between 2nd and 3rd Streets, on December 11, from noon to 11 P.M., for the Centennial Christmas Frolic, (event time is subject to BOCC authorization). VOTE: KIRK — YEA CHANDLER — YEA O'CONNOR — YEA RITTER — ABSENT WATFORD — YEA MOTION CARRIED. Mr. Mark Ellert, President of the Guy Harvey Outpost RV Resort, presented a Power Point of the vision for the Okeechobee Guy Harvey Outpost RV Resort and Marina, operating through a long-term lease with the Board of County of Commissioners for the Okee-Tantie facilities, to be set out in a three-phase plan, with an estimated opening date of July 4, 2017, and total completion within five years. Highlights began with the introduction of the "team" consisting of Elite Resorts, Guy Harvey Outpost Collection and Tin Fish. IX. NEW BUSINESS CONTINUED A. Presentation of new development of the Guy Harvey Outpost RV Resort The teams brand essence and vision is coastal casual with a conservative concern, to provide inspiring hospitality and Marina on Lake Okeechobee continued. on the traveler's terms, at all times, for all reasons. These attributes will be implemented into the resort utilizing the natural resources of Lake Okeechobee and enhancing the community as the best public recreation and RV resort destination. The proposed project will create new or rebuilt RV pads, cabins, expansion of the marina, the development of a beach lagoon, and the additions of a marina tiki bar, 75-foot slip boat barn, a 40-foot slip floating dock, an amphitheater, a 10,000 square foot club lodge, a splash pad, and pool and sport amenities. The current Lightsey's Restaurant will be renovated to be used as the Outfitter shop for retail, marketing and guide services. This development will create a family resort attracting the Northerners in the winter and Florida residents in the summer, bringing people in all year round, while promoting festivals and tournaments. Mr. Ellert then opened the floor for questions, to which the inclusion of air boaters was discussed. He said it is still a work in progress with an alternative being the pathway across the river in the Glades County area, but he is aware of the concern, and they are hoping to find a win -win solution. It was asked whether the boat slips, boat storage and boat ramps will be accessible to the public or only those staying at the resort; they will be available to both and there will not be a charge to use the boat ramps. Lastly, he confirmed this will be the only Guy Harvey Resort of its kind on Lake Okeechobee. Mr. Ellert had distributed to the Mayor, Council, and everyone in the audience, Guy Harvey Outpost Fishing Team stickers, adding everyone is now part of the team. Mayor Kirk then presented to Mr. Ellert, on behalf of the City, a gift basket filled with a City Centennial shirt, Centennial Commemorative Tervis Tumbler, City coffee mug and pen, My City sticker and pin, a Centennial lapel pin and a City of Okeechobee lapel pin. The Mayor and Council thanked him for the presentation and extended their enthusiasm for the project. B. Discuss the implementation of the opening of the City Centennial Time Administrator MontesDeOca began the discussion stating staffs recommendation for the Centennial Time Capsule Capsule —City Administrator (Staff recommends 100 years). in 100 years so it coincides with the Centennial theme, but then added 50 years may be another consideration. Council Member Chandler favored 50 years with the reasoning the younger ones, such as his grandson attending the ceremony, may be around for the time capsule opening and will be able to reminisce and share about the experience. Council Member Watford added he understood that point, but offered that 100 years could have more of an impact when opened. Mayor Kirk and Council Member O'Connor stated they were open to either option. Council Member Chandler moved to implement the opening of the City Centennial Time Capsule to be 50 vears after the closina/dedication: second by Council Member O'Connor. Discuss the potential adoption of a non -ad valorem assessment to partially fund fire services — City Attorney. D. Consider a Temporary Street Closing application submitted by Okeechobee Main Street to close Southwest 3rd Avenue and Southwest 4th Avenue between North and South Park Streets, from 5:00 P.M., on December 4, 2015, to 10:00 P.M., on December 5, 2015, for the Top of the Lake Christmas Festival — City Administrator (Exhibit 2). E. Consider a Temporary Street Closing application submitted by First Baptist Church of Okeechobee to close Southwest 2nd Avenue to Southwest 6th Avenue between North and South Park Streets from 3:00 P.M. to 10:00 P.M., on October 31, 2015, for Trunk or Treat — City Administrator (Exhibit 3). Attorney Cook discussed that he and Fire Chief Smith have had discussions this summer regarding a non -ad valorem assessment for fire service. There has been minimal to no increase in property tax since 2008, and this might be an avenue of interest for the City. Some citizens pay little or no property taxes, but still receive fire services. Currently, the County has an Emergency Medical Service (EMS) Fire Assessment within the City. Should the City choose to entertain this idea, Florida Statutes requires a resolution be adopted by January 1, 2016, The City would have until September 15, 2016, to decide whether to implement the assessment and the amount. Attorney Cook added a rough estimate of revenue would be $400,000.00 a year (using the county fire assessment rates with the number of dwelling units paying the City Solid Waste non -ad valorem assessment). At this time, he is seeking direction from the Council. Mayor Kirk recommended this be considered. Council Member Watford remarked since funding resources continue to decline, such as communications tax, and business tax receipts, it is time to consider other sources of revenue than just through property taxes, but through those using services provided. Council Member O'Connor added the citizens need to realize they have to pay for services, there is no free ride. The consensus of the Council was to authorize Attorney Cook and Administrator MontesDeOca to move forward and present the Resolution for consideration. Council Members Watford and Chandler made a motion and second to approve a Temporary Street Closing application submitted by Okeechobee Main Street to close Southwest 3rd and 4th Avenues between North and South Park Streets, from 5:00 P.M., on December 4, 2015, to 10:00 P.M., on December 5, 2015, for the Top of the Lake Christmas Festival. VOTE: KIRK — YEA CHANDLER — YEA O'CONNOR — YEA RITTER — ABSENT WATFORD — YEA MOTION CARRIED. ITEM ADDED TO AGENDA: G. Consider a motion to award the purchase of thirteen (13) 2016 Dodge Charger Police Package Cars to Auto Nation Chrysler Dodge Jeep Ram of Pembroke Pines, Florida, at a cost of $282,622.00, under the Florida Sheriffs Association purchasing process — Police Chief Davis (Exhibit 4). ITEM ADDED TO AGENDA: H. Consider a motion to approve the purchase of related equipment for the cars, including light bars, consoles, and parts necessary, including the installation thereof from Dana Safety Supply (corporate headquarters in Greensboro, North Carolina), at a total cost of $34,488.00 — Police Chief Davis (Exhibit 5). Council Member O'Connor moved to re -appoint Mr. Daryl Roehm as the City's Appointed Member to the City General Employees/Okeechobee Utility Authority Pension Fund Board of Trustees, term beginning January 1, 2016 through December 31, 2019; seconded by Council Member Chandler. Council Member Watford moved to award the purchase of twelve 2016 Dodge Charger Police Package Cars and one 2016 Dodge Charger V-8, to Auto Nation Chrysler Dodge Jeep Ram of Pembroke Pines, Florida, at a cost of two hundred eighty-two thousand, six hundred twenty-two dollars ($282,622.00), under the Florida Sheriffs Association purchasing process (State Contract No. 15-23-0904); seconded by Council Member O'Connor. It was discussed whether our current vehicles have sold and were our local dealers offered the opportunity to submit a bid. Police Chief Davis answered yes to both questions. The V-8 vehicle is for the use of the Administrator, options for the disposal of the Ford Escape are still being considered. Highlights included, the Creative Writing Contest's deadline is November 13, 2015. Please share this information. The Festival of Lights is December 4tn and 5th at City Hall. This exciting festival will combine the annual tree lighting with an opportunity for each City Department to offer an open house, and tour City Hall, Fire and Police Department facilities with police, fire and public works safety demonstrations. Santa will be on hand in his workshop and Mz Centennial will be available for photos at her booth. There will be a snow play area, plenty of music refreshments, and cap off the evening by sitting on the lawn watching a Christmas Movie with the family. The Christmas Frolic will be held December 11 at the Historical County Court House, come and celebrate 100 years of music and dance. Requesting to approve two temporary street closings for the Festival of Lights, and the Christmas Frolic. Other events you don't want to miss are: OHS Marching Band Show, Postcards from Okeechobee, to be October 30, and November 6, (last home games). Trunk or Treat, October 31, in Flagler Park. There will be a Centennial booth. Candy donations are being accepted at the City Clerk's Office. The GFWC Jr. Womens Club, free monthly movies in the park are to be November 14 and December 4. You are an inspiration to me to continue working in this realm of public service. As with all municipalities, we are in need of several items to continue serving our community while on tight budgets. Stating that; from•.my past -position with your fair city, you have a surplus street sweeper which has not been utilized in over a year. A new unit was purchased due to the increased repair costs and available funding. The unused street sweeper does require some rehabilitation and repair and has been marked as surplus for auction. However, in lieu of you auctioning the street sweeper, I would humbly request the City of Belle Glade assist another Lake Okeechobee municipality and donate the surplus sweeper. The City of Okeechobee does have staff and members of the community that are willing to contribute to the repair and the sweeper if it were to be donated to Okeechobee. Its usage would be to clean our major thoroughfares and prior to events. Our current contractual sweeping is costly and this would make for a cost effective alternative.
