T. E. Nipper, owner of Nipper's Taxi Service was present regarding the City issuing another ta~
license, stating that he u,'.derstood the City had agreed not to issue additional taxi license until the
matter of a franchise or more detailed qualifications were adopted. The Council regretted the mis-
present
understanding but stated that if a person applied for a license and passed the/qualifications the
City was unable to deny license. After discussion Councilman Hunt moved to refer matter to workshop
agenda seconded by Councilman Padgett and ~nanimously carried.
Representative of Micanopee Cable T. V. was present in regards to installing cable T. V. in
0keechobee, having appeared before the Council approximately six month ago regarding this matter~ and
inquired into the progress the Council had made over this period of time in issuing a franchise for
cable T. V. After discuss.~on the Council advised that they would be in touch with his company at a
later date.
Cour. ty Commissioner Jack Williamson appeared before the Council reporting on a meeting with
State Road Department members in connection to installing a sighal light at State Road ?O and River~
Drive, stating the pe~,it had been denied. A new survey is to be made and the Mayor was requested to
send report on all accidents which had occured at this ooint to State Road Department. It was suggested
by the State Road Departme~t to have a blinking caution light on S. R. 70 and blinking red light on
present
Riverview Drive entrance, also the State Road Department stated that the/light installed at this
location was not a recogonized light. After discussion Councilman Walker .moved to purchase necessary
flasher light as recommended by State Road Department, seconded by Councilman Padgett and unanimously
carried.
Tom Conely lll was present requesting that the signal ldght at Third Street and Osceola Street
be turned off after school hours and on week ends. Matter to be investigated.
Supt. Fortner again reported the need of a chemical storage building, stating that the
B~!ding Inspector had submitted an estimate of $4,500.00 to construct building. The Council agreed
to meet with Supt. Fortner and Building Inspector White at water plant and work out plans and details.
Fire Chief Godwin presented prices on pumps for 19~ Reo Truck leased from Florida Forest
Service as follows:

The Council agreed to study matter further at workshop meeting to be held Sept. 16th.

i,J. L. Hendry tendered his resignation as City Attorney. The Council accepted his resignation
~td voiced ~'heir appreciatSon to Mr. Hendry for hSs services and cooDeration during time served.
Councilman Hunt moved to employ Edward Curren as City Attorney. The Council members stated
that they were under the ~apression that none of the other local Attorneys were interested in job
but them ha~! been ~nfo~med the other Attorneys would consider and wanted the job. CouncS]anan Breland
recommended that the matter be referred to workshop meeting. Cmmcilman Hunt wJ. thdrew motion.

Councilman Padgett moved to increase John w. Bermett s~4]sry $1Oo00 Der week, seconded by

An ai'~lication for re-zoning Lots 1, 2, 3 and 1~, ~lock 2, Xoyal Oak from Residential (R-I) to
Residential (R-]) for the ~rpose of a trailer ~.rk was submitted from Gilbert Culbreth. The Council
authorized notice cf public hearing to be p~blished:

same, Drior to returning the equi~ent to the DI~SION.
The COOPE~R Ag~es:
(1) To maintain current liability and pro,rrM d~age insurance for each piece
of equi~ent liatad on th~
(2) To make the equi~ent available for inspe=tion q'aarterly by a representative
of the DI~SION.
(3) That the equi~ent may not be sold~ ju~ed, or traded, but must be returned
to the DI~SION for final disposition..
It Is Mutually Agreed:
(1) ~e ~anen% DI~SION license plate will continue to be used on the equi~ent.
(2) The equi~en% will be marked in a ma~er that will indicia~ the cooperation
between the COOPE~TOi{ and the DIVISION.

This agreement will be effective from the date of execution by the Director,
Divisi~u of Forestry, and will continue in force from year to year unless terminated
bM either party by thirty (30) days written notice to the other, provided, however,

The City Tax Assessor presented the City Tax Roll for the year 1969 for review and equalization,
Pres. Pro-Tom H~mt announced that the Council would receive and consider objections to the valuations
as fixed on said Tax Roll by the City Tax Assessor. No objections were heard or filed. After
discussion Councilman Padgett moved that the City Tax Assessment Roll for the year 1969 as prepared
by the City Tax Assessor be accepted and said roll returned to the City Tax Assessor for completion
seconded by Councilman Walker and unanimously carried.
CounciLman Walker presented the following Ordinance and moved its adoption and upon being seconde~

BE IT ORDAINED }~'f THE MAYOR AND THE CITY COLq~CIL OF THE CITY OF OKEECHOBEE, FLORIDA:
SECTION 1. That the City of Okeechobee, Fiorida~ hereby levies a tax of 7 mills on
each dollar valuat~c~ of real and personal property within the cur,orate limits of the
City of Okeechobee, i~'iorida, for the year 1969; such taxes shall be assessed and collected
in the manner provided by law, P~ROVIDED HOWEVER, that no taxes shall be assessed against
homesteads~ having a valuation of not more than $~OOO.OO for the General Fund of said
City.
