The City CounCil of the City of Okeechobee, Florida, met in regular session on the above date at
~-- 7:00 P. M. at the City Hall with the following present: Mayor Mack, President Mc Crocklin, Councilmen
Gardner, Hunt, Walker and Warlord with Attorney Hendry and Clerk SPivey.
Minutes of the meetings held December 15, 22 and 29, 1964 were read and approved as read.
Bills in the 'amount of $ 2,909.96 and $ 3,863.01 were approved and ordered paid when
funds are available:

M. F. Kinsaul was preSent expressing his appreciation to the City for awarding the Garbage Franchise
to him. Councilman Gardner discussed with the Council reimbursing Kinsaul for picking up garbage in
November, due to the majority of customers having paid in advance Ideal Sanitation, therefore, Eimsaul
had given service without ~ompensation. Matter to be discussed further at Jan. 19 meeting.
Mayor ~ack reported te
importance of domestic and irrigation water on Lake 0keechobee and against a Proposal by the Department
of Interior to the Ccr~ of Engineers of an open resolution to draw 7/lOth of a foot of water from Lake
0keechobee as many times a year as would be necessary to furnish water to Everglades National Park. The
Council agreed that Mayor Mack take this matter up with all interested persons to acquaint the public
with the above proposal. Councilman Walker moved to adopt the following Resolution and upon being seconded
by Councilman Gardner was ~ut to a vote and unanimously adopted:

WHEREAS, the City of Okeechobee obtains its municipal water supply directly from Lake
Okeechobee; and
WHEREAS, the economic balance of the ~ity of Okeechobee depends on the well-being of
the Lake of Okeechobe$ Everglades Agricultural Area; and
WHEREAS, great demands have been and are being placed upon the water available from
Lake Okeechobee, to t~e extent that such withdrawls would probably effect the quality of
municipal water and pessibl~ jeopardize the municipal water supply; and
WHEREAS, such great demands would probably affect the water available from Lake Okee-
chobee for irrigation of the agricultural area and such lack of water would affect the
economical well-being of the City of Okeechobee;
NOW, THEREFORE, ~E IT RESOLVED, that the Corps of Engineers carefully consider the
problem of distribution and allocation of the water in Lake Okeechobee in such manner to
insure that the quali~y of municipal water will not be adversly affected, to insure that
the water supply of t~e municipality will not be jeopardized and that such allocation and
distribution be so ma~e that it will not jeopardize the economic well-being of the agricultural
area.
BE IT FURTHER RE~LVED, that the Corps of Engineers insure an adequate water supply from
Lake Okeechobee be ma~e available to the municipality as well as the agricultUral area to en-
courage the continure~ development of the area similar to that which has been sustained
since the authorization of House Document No. 643.

Councilman Gardne~ moved to pay Mayor Mack's expenses for attending meet~ings concerning the
above matter, seconded by G~uncilman Walker and unanimously carried.
Fire Chief Godwin presented to the Council a list of needed equipment as per instruction in
man
Dec. 22 minutes. After discussion and upon recommendation of Council/Hunt, Councilman Gardner moved
to accept the proposition as in minutes of Dec. 22, 1964 from Okeechobee Volunteer Fire Department, Inc.
and purchase 7 - gas masks, 1 - 1½ inch fog nozzle, remodel connection on fire pump and build rack on
fire truck for firemen's equipment seconded by Councilman Hunt and unanimously carried.
Fire Chief Godwin reported Plmmbing conditions in jail. Councilman Hunt, Chief Godwin and Building
Inspector White %o make inspection of condition and report to Council.
Fire Chief Godwin requested a uniform allowance. COuncilman Hunt and Chief Godwin to discuss matter
in detail and re~ort to Council.
Chief Godwim reported that their were 1/3 less fires in year 1964.
Upon motion the Council adjourned.

The incomin~ City Council of the City of Okeechobee, Florida, met in regular session at the City
HaL1 following a4journment of the retiring Council with the following present: Mayor Donald R. Mack,
Clyde
President/Mc Cro~klin, Councilmen Claude Gardner, E. H. Hunt, Franklin Walker and Alto Watford, Jr. with
Attorney W. L. Hendry and Lorena Spivey, City Clerk.
'It being in order the oath of office was administered to Councilmen E. H. Hunt and'Alto Watford, Jr.
by Mayor Donald ~. Mack.
Councilman ~alker reported a request for water line extension to property of Ann Wilson in Block C,
Evans Addition, Southwest section of city, requiring approximately 300 feet of l½ inch pipe. Councilman
Walker moved to ~rant request and make extension, seconded by Councilman Gardner and' carried.
Councilman Walker read a letter from Rockwell Manufacturing Company regarding a 6% increase in price
on water meters after January 15, 1965. Matter to be studied by Water Committee and Water Superintendent
and report at neZt meeting.
Councilman Walker reported and discussed the condition of water department truck. Councilman Gardner
moved to advertise for bids on water department truck upon completion of specifications seconded by
Councilman Walke~ and unanimously carried:

heavy duty seatcovers, heavy duty rear shock absorbers, rear
sprin~s at least 4200~ 5- 7:50 x 17 8 ply tube type tires,
55 amp generator, under coating, black paint, heavy duty radiator
Said bids will be opened in the Council Chamber in the City Hall il Okee-
chobee, Florida, at 7:00 P. M. on Tuesday, February 2, 1965. The Council reserves
the right te reject any and all bids.
