Mayor Dunham reoorted complaints of garbage being dura.pod in Markham~ Brothers water pits west on north 441 near city limits. The Council requested Mayor Dunham to take care of this matter. A letter was read from the Okeechobee Ministerial Association re~arding the issuing of a permit to tents coming into the City. Jim Waite, Reoresentative of Mc Cain Sales of Florida, Inc. was present regarding the sale of street signs. Councilman Pad~ett recommended that Supt. Williams and Mayor Dunham prepare list of needed signs. Supt. ~ortner reported on street construction in Douglas Park which involved the relocation of w~ter lines. The Cornel! agreed to delay the relocation of water lines until the street right 9~of way had been secured, Supt. Fortner reported that a Water & Sewer O~eration Chemistry short course was being held in Fort Pierce one night a week for approximately three months and requested permission to drive the city truck to attend said course. The Council agreed for the truck to be used. Coumcilman Hunt reported that he had met with the County Commissioners and they had agreed addit~9~n~~ requested to oay one-half of the salary for one full time / ~ .......... AGREEMENT The A~reement made this ~t,h day of M~rch , 1969, by and between the County of Okeechobee acting through its Board of County Commissioners herein cai!ed the County and the City of Okeechobee acting through its City Council herein called the City, ~TNESSETH: For and in the consideration of the covenant herein contained to be kept and performed by the respective parties, said parties agree as follows: 1. The City agrees to employ one (1) additional full time Fireman to assist the present Fire Chief, 2. The City agrees to continue to provide fire fighting service in Okeechobee County outside the corporate limits of the City of Okeechobee. ~. The County agrees to pay one-half of the salary of the Fireman employed as provided in paragraph one (1) above. [~. Nay - Councilman Breland. Councilman Hunt moved to discontinue the $728.00 per year for weekly fire relief, seconded by Councilman Breland. Councilman Hunt moved to install a larger light at corner of llth Street and Meredith Street seconded by Councilman Breland. The following vote was taken: Yea - Councilman Hunt and Breland Nay-Councilman Padgett and President Gardner. Motion failed to carry. The Clerk was instructed to notify the Florida Power and I,ight Comoany by letter action taken in February h, 1969 minutes regarding said light. Chief Thomas reported several request from residents on Riverside and Riverview Drive for the erection of childred playing signs along said streets. The Council agreed to install signs in this area. Mrs. H. H. Raulerson, Jr.,appeared before the Council requesting the Council to waive the set back requirement in order for a swimming pool to be constructed at her residence in Sherman Height~. Building Inspector White recommended that the Council grant request, providing, Mrs. Raulerson sign agreement stating that the Ci~vwould not be held liable for any damage that might occur to the pool, due to the set back requirement being reduced. Mrs. Raulerson agreed to this and Attorney Hendry requested to prepare Agreement for Mrs. Raulerson's signature. Therefore, Councilman Padgett moved to per~tt pool to be constructed seconded by Councilman Breland and unanimously carried. Councilman Breland reported a request from J. Robinson to open Pensacola St. from ~th Street to Third Street. No action taken at this time. Co~ncilman Breland stated that Chief Thomas had reported to him that Policemen Waldron and Arnold had completed their six months probation period and had been promised at the time of their employment an increase in salary at the end of the six months period. Matter to be discussed at workshoo session. Attorney Hendry reported that the State Road Traffic and Planning Division had agreed to make the requested traffdc survey at intersection of Riverside Drive and State Road #70. Also reported on new s~raet oamstruction projects for the near future. President Gardner reported a request for larger light at the corner of 5th Street and Osceol~ Street. The Council agreed to add location to requested street light list. Co~ncilman Hunt reported that he had information that the City Clerk and Chief of Police could pay Social ~ecurity under'self mmployment~ also the Clerk could go back and pay Social Security for three years and get on a current basis. Councilman Breland moved that the City pay the Social Security for the past three years for City Clerk and begin January 7, 1969 and pay one-half Social Security for .Chief of Police and City Clerk as being self employed, seconded by Councilman Padgett and unanimously carried. ^ re-zoning application was received from Mrs. Grace C. Bland requesting a change in Zoning from Residential (R-l) to Commercial, Lots 3 and k, Block 219, Wirst Addition to the City of Okeechobee. Attorney Hendry stated that the owner of River Lake Estates, Mr. Aliff had offered to give the City of Okeechobee the River Lake Estates water line providing the City would agree to extend the water line within the Snbdivisiou when needed. The Council instm~cted Supt. Fortner to in- vestigate the approximate cost of extending water lines within Subdivision. The Conncil agreed to pay Curtds Phelos January, February and March Police uniform allowance which a ~ter / it would be on monthly basis.
