Councilman Walker also reported a request from J. J. Boyd to park a trailer for approximately! tJ~ree months of the year on his property on north State Road khl. The Council agreed to abide for Ordina~ce No. 292. Councilman Padgett reported a request From Mrs. George A. Sage, Sr. to have the owner of Lot 6, Block 85 clean brush off of property as it created a menance to her adjoining property. Councilman Padgett was requested to get a price on spraying said area. P. Evans appeared befere the Council requesting permission to place four canvas "Vote fo~ :Wallace" signs at the intersection of State Road 441 and 70. The Council requested Attorney Hendry to check law governing said matter. Representatives from Hughes Feed and Grain Company were present requesting permission to install an additional siding on 14th Street adjoining warehouse. After discussion Attorney Hendry was ~ ~i requested to contact the State Road Department relative to any problems of street improvement ~gma~ that might occur if the siding was installed. Councilman Hunt moved to authorize paYment of Estimate No. I in the amount of $22,211.77 to E. N. Murray, Contractor on water transmission main to new high s~hool and payment to Brockway, Owen and Anderson, Engineers, Inc. in the amount of $888.47 for Engineering services in connection with above seconded by Councilman Padgett and unanimously carried. Councilman Padgett moved to approve plans and proceed with the construction of City Barn at approximate cost of $13,000.00 seconded by Councilman Walker and unanimously carried. Councilman Warlord moved to employ Lonnie Waldron and William Arnold, Jr. as Policemen at $90.00 per week, seconded by Councilman Hunt and unanimously carried. CouncilmAn Hunt moved to authorize two weeks additional pay for Building Inspector White for vacation that he was unable to take due to his duties also one week additional pay for City Clerk Spivey who was unable to take all of vacation due to her duties seconded by Councilman Watford and unanimously carried. Councilman Watford presented the following Ordinance and moved its adoption and upon being seconded by Councilman Padgett was put to a vote and unanimously adopted: ORDINANCE NO. 330 AN ORDINANCE PROVIDING FOR THE LEVY AND COLLECTION OF TAXES FOR THE YEAR 1968 FOR THE CITY OF OKEECHOBEE, FLORIDA. BE IT ORDAINED BY TNE MAYOR AND TNE ~ITY COUNCIL OF THE CITY OF OEEECHOBEE, FLORIDA: SECTION 1. That the City of Okeechobee, Florida, hereby levies a tax of 7 mills on each dollar valuation of real and personal property within the corporate limits of the City of Okeechobee, Florida, for the year 1968; such taxes shall be assessed and collected in the manner provided by law, PROVIDED HOWEVER, that no taxes shall be assessed against homesteads, having a valuation of not more than $5,000.00 for the General Fund of said City. SECTION 2. That 5 mills of such tax be used for General City purposes and 1124 shall be assessed for the General Fund of said City. That 2 mills of such tax be assessed for the interest and sinking fund for the payment of interest and principal of Gemeral Refunding Bonds, Issue of 1942, of said City. SECTION 3. It shall he the duty of the Tax Collector of said City and the City Clerk of said City, to divide the proceeds received from said taxes as aforesaid, into the funds set out in Section 1 of this Ordinance and keep full and correct account of same as they may be directed by the City Council. SECTION 4. ~All ordinances, or parts of Ordinances, in conflict herewith be, and they are herey repealed. SECTION 5. Councilman Padgett reported that he had had a number of persons requesting that the City make the position of Chief ef Police elective instead of appointive. Therefore, Councilman Padgett moved to elect rather than appoint the Chief of Police, seconded by Councilman Hunt. The following vote was taken: Yea - Councilmen Hunt, Walker and Padgett - Nay - Councilman Warlord and President Gardner. Councilman Padgett moved that the Chief of Police be included in the December 1968 City Election seconded by Councilman Hunt. The following vote was taken: Yea, Councilmen Padgett and Hunt. Nay, Councilmen Walker, Watford and President Gardner. Councilman Walker moved to elect the Chief of Police in December 1970, seconded by Council- man Watford. The Council authorized the purchase of 6 - 12 inch culverts. J. V. Dykes appeared before the Council stating that the bridge ~ on Okeechobee Street ~R~~ to his propert~was in bad condition and requested a culvert to replace bridge. Supt. Councilman Watford presented the following Ordinance and moved its adoption and upon being seconded by Councilman Hunt was put to a vote and unanimously adopted: ORDINANCE NO. 331 AN ORDINANCE PROVIDING FOR THE ~CTION OF A CHIEF OF POLICE AND PROVIDING THAT WHEN SAID CHIEF OF POLICE IS REMOVED FROM OFFICE BY THE MAYOR, HE CAN ONLY BE REINSTATED AFTER TRIAL BY THE COUNCIL AND UPON THE UNANIMOUS VOTE OF SAID CITY COUNCIL. BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF OKEECHOBEE, FLORIDA.. SECTION 1. The Chief of Police of the City of Okeechobee shall be elected by the qualified electors of the City of Okeechobee. SECTION 2. The Chief of Police of the City of Okeechobee shall be elected at the same time that other City Officials are elected, beginning December, 1968. SECTION 3. The term of office of the Chief of Police shall be for a period of four (4) years, beginning on the first (lst) Monday of January following said election. SECTION 4. The Chief of Police of the City of Okeechobee shall be subject to re- moval frGa office by the Mayor of the City of Okeechobee, in accordance with the Charter of the City of Okeechobee, and shall not be reinstated except after trial by the City City Council, when said Council, by unanimous vote authorizes his reinstatement.
