NOTICE IS HEREBY GIVEN that the City of Okeechobee Centennial Cele-
bration Ad Hoc Committee (CCAHC) will conduct a regular meeting on Mon,
Oct 26, 2015, 5:30 PM, or as soon thereafter as possible, at City Hall, 55
SE 3rd Ave, Rm 200, Okeechobee, FL. The public is invited and encouraged

A. Review the Profit and Loss Reports as of September 30, 2015, ATTACHMENT #1
Attachment One contained a record provided by City Finance of revenues totaling $77,257.80 with
$45,562.56 in expenditures or obligated costs, leaving a balance of $31,695.24. No official action was
required on this item.
VI. REPORTS AND UPDATES
A. Updates on Official Centennial Events and Approved Partnered Events
1. GFWC Jr. Womens Club Free Centennial Monthly Movie in the Park, November 14 and December
4 — Chair Mixon
Chair Mixon informed the Committee the November movie will be "The Fantastic Mr. Fox." The
December movie will be Christmas themed but has not been decided yet. The City will be spraying
the park for mosquitoes prior to the movies, as requested.
2. Frolic & BBQ: Celebrating 100 Years of Music & Dance — Member Elsken
Attachment Two, distributed at the meeting, contained an overview from Member Elsken on the
Christmas Frolic. The venue has been confirmed as the street front of the historic courthouse and in
the field to the south. The street and field will be closed and blocked off starting at noon on the day
of the event. Mr. Jim Clark, or Mz. Centennial, will be the master of ceremonies for the event and
will provide short blurbs in between music on what was happening during that time period.
The OHS Band Boosters, B.R.A.T. Club, Elks Lodge and Our Village have been confirmed as food
vendors. Space is still available for more food booths. The Okeechobee County Sheriffs Office is
providing a 40 x 20 foot tent, ten tables and sixty chairs for the food area.
Quotes were received for a sound system from DP Productions for $700.00, Feedback Sound
Services for $900.00 and FOR Okeechobee for $1,000.00. Member Cable made a motion to award
the sound system contract to DP Productions in the amount of $700.00; seconded by Member
Turgeon. Motion carried unanimously. Mr. Dowling Watford will provide recorded music for the
Virginia Reel, the OHS Jazz band will be playing the 20s, 30s and 40s, Mr. Carl Cable will be
performing the 50s and Mr. Clark will play the 60s. Additional entertainers for the 70s, 80s and
modern are needed but a disc jockey may be used in the event they cannot be secured. Mr. Frank
DeCarlo is donating two flatbeds to use as stages.
Sources for power are being investigated as the street will be very dark at night and lights will be
needed as well as extension cords, generators and other equipment. The courthouse will already be
decorated for Christmas, but quotes have been requested from One Stop Party Shop and Weddings
by Charley to decorate the food tent and stages. A costume contest is being put on featuring styles
from pioneer days to the nineties. Those competing will take a picture in the photo booth present at
the event. Contestants' pictures will be submitted to Facebook for judging, with winners from each
period to be awarded Centennial themed gift baskets.
The courthouse will be open during the Frolic and will have an art show as well as the Time Line
Banners and Creative Writing entries on display to the public. Okeechobee Main Street will be
coordinating the display, with the Okeechobee Historical Society providing additional photos and
items to showcase. The courthouse restrooms will be available for use during the event, however
Member Elsken informed the Committee she has requested quotes for porta -a -lets to add as
additional options in case of crowding.

VI. REPORTS AND UPDATES CONTINUED
Vendors have been asked to provide their own garbage cans at their booths and OCSO will be
providing cans for the tent area. Waste management will provide recycling bins and the county
dumpster is also available to use. An inmate crew will take care of clean -up on Saturday.
The sponsor signs will be displayed on the courthouse lawn and additional signs will be needed for
promotion of the Frolic. It was agreed that printed Programs would be useful; Member Elsken will
type it and send to the Clerk's Office to produce the copies and have them at the event.
Advertisements will be coming out in the November and December editions of Going Out Magazine,
newspaper coverage will continue and WOKC will be making radio announcements for the event.
The Chamber of Commerce and Main Street are good options for advertisement in their email
bulletins. The Facebook, Twitter and Instagram will be updated with a flyer to advertise the event.
Volunteers will be needed to help with: photo booth, food tent and inside the courthouse to ask
visitors to sign in.
B. Capital Improvement Projects to Commemorate the Centennial
1. City Hall Front Walkway Project - Member Hoover /Administrator MontesDeOca
The first order consisting of: 251 4x8- pavers and 33 replicas; 114 8x8- pavers and 35 replicas has
been sent. All future paver orders will be included in the second order. Public Works Director Allen
indicated that any future orders involving special spacing will have an increased price of $75.00.

1. Tervis Tumblers: Sold 450 as of October 20, 2015. The tumblers continue to be a great item and
they will be available to purchase at the Festival of Lights and the Christmas Frolic.

1. As of October 20, 2015, the Facebook page has 2,187 fans. A Time Capsule advertisement has
been posted on the City's Centennial Page to remind citizens to donate items.
E. Time Capsule Update — Member Gaiser
1. Consider changing the Time Capsule Dedication date — Clerk Gamiotea
Clerk Gamiotea expressed concerns with dedicating the Capsule before the completion of the
December Centennial events. With the dedication this early, possible submissions from both the
Christmas Festival and the Frolic could not be included in the Capsule. The Consensus of the
Committee was to defer the dedication of the time capsule until after January 1. Member Domer
requested the exact dimensions of the Capsule as well as the location be sent to him so that he
may make preparations for it. Clerk Gamiotea will show him the location after the meeting adjourns;
Administrator MontesDeOca will be providing the dimensions.
VII. UNFINISHED BUSINESS
A. Discuss research and merits of adopting an official City Flag, and consider a recommendation to City
Staff to present the item to the City Council for consideration — Chair Mixon
1. Chair Mixon distributed seven design options for a City flag. Each design contained the same colors
which would represent different aspects of Okeechobee. Green was chosen for agriculture, blue for
the lake and gold for commerce. Six of the designs contained two intersecting lines which represent
State Road 70 and Highway 441's intersection as the heart of the city. Chair Mixon proposed a point
ranking system with each Committee member choosing their top three favorite designs. The
"ballots" with the points by all members present, excluding Member Elsken, were collected by Clerk
Gamiotea. Option number three received the highest number of votes. Options six and seven were
tied for the next highest. Chair Mixon will follow up with Administrator MontesDeOca with the
recommendations and presentation to City Council.
ITEMS ADDED TO AGENDA: VIII. NEW BUSINESS
A. Motion to approve the donation of Centennial Commemorative items as door prizes for the Okeechobee
Blood Round -up — Member Cable
1. Member Cable suggested donating five Tervis Tumblers as door prizes for the Blood Round -up.
Member Domer made a motion to approve the request; seconded by Member Turqeon. Motion
carried unanimously.
B. Discuss making a request to the City Council to consider a monetary contribution to the Okeechobee
Community Theatre and the OHS Marching Band for their participation, support, and activities with the
Centennial Celebrations and Events — Member Cable
Following a brief discussion, the item was deferred to the next meeting.

AGENDA ITEM & TOPIC: VI. Reports & Updates, A. 2.Frolic, December 11
VENUE - The party will be held in the street in front of the historic courthouse and the field opposite
the courthouse. The City Police and Public Works Department's will close the street starting at noon.
We will also need the entrances to the field blocked. The entrances and path through the field is not a
street - it's county property - but people drive there anyway, so we will need to block it to avoid
accidents.
PROGRAM - Jim Clark (and /or Mz. Centennial) will be the master of ceremonies. In between musical
performances, we will have short notes on what was happening in local history in that area.
FOOD VENDORS - Food vendors signed up so far include OHS Band Boosters, BRAT Club, Elks
Lodge and Our Village. Booths will include: popcorn, sno- cones, cotton candy, pizza, hot dogs,
walking tacos, hamburgers, boiled peanuts, Sloppy Joe sandwiches, nachos and Christmas cookies
4.4..as well as sodas, water, iced tea, etc. (No alcohol may be sold at this event.)
Space is available for more booths.
Food vendors asked to provide garbage cans for their customers' use.
TENT - The OCSO will provide a 40 by 20 ft tent (which will be set up with lights as it was for the
kickoff), ten tables and 60 chairs, along with six garbage cans for the tent area. The tables will be
available for those who wish to sit down after purchasing food from the vendors. OCSO inmate work
crew will set up the tent on Friday and take it down on Saturday.
SOUND SYSTEM - Quotes have been requested from the local vendors.
MUSIC —
- Fiddler? (Phyllis Bass is looking for one for us).
- Dowling Watford will provide recorded music for Virginia Reel.
- Jazz band will play 20s, 30s, 40s.
- Carl Cable will perform 50s music.
- Jim Clark will perform 60s music.
- more entertainers sought for 70s, 80s and modern (can use DJ as a backup).
STAGES - -- Frank DeCarlo will loan us two flatbeds to use as stages.

POWER - This is the big issue as there are no electrical outlets. Also, there will be no moon that nightie✓
according to the almanac.
- - Teresa Bishop is coordinating use of two light towers from Waste Management.
- - Request has been made to OUA to borrow two large generators with lights.
- - Medical Reserve Corps will loan us six stand lights, and also has a generator if needed.
- - Wayne Cunningham will be Frolic committee member in charge of coordinating power layout.
- - Does city have heavy duty extension cords or other electrical equipment? Anything we can borrow
is one less expense.
- - Can we request City Fire Department and or City Police supervise generator areas to ensure public
safety?
-- We need a source for fuel for the generators.
DECORATIONS - Frolic decorations will include the food tent and stages. The county will decorate
the courthouse for Christmas.
-- bids have been requested for decorations from One Stop Party Shop and Weddings By Charlie
(formerly Let's Party).
- - The OHS band has offered the large "postcards" from their show as additional decorations at the
Frolic.
COSTUME CONTEST - Those who attend the Frolic will be encouraged to come in costume. Prizes
will be given for the best costumes from Pioneer Days, Roaring 20s, World War II, the 50s, the 60s,
the 70s and the 80s. The seven contests will need prizes? Do we want to give cash again ($50 for
each category?) or ask businesses to donate prizes?
- - Instead of a traditional costume contest, we will use a photo booth. Those who wish to be in the
contest can stop by the booth (the kind that prints out the four photos). They will receive the souvenir
photos. A disc of all of the photos will be given to the committee. This can be uploaded to our
facebook page, and the photos with the most "likes" in a certain time frame (maybe one week ?) will
be declared the winners.
ART SHOW and HISTORIC exhibit - The courthouse will be open during the Frolic. The historic
timeline will be displayed inside the courthouse. Also on display will be original artwork by OHS
students with "then and now" images of Okeechobee. Okeechobee Main Street will coordinate the
display. Okeechobee Historical Society will provide some additional photos and items to showcase.
RESTROOMS - The courthouse will be open during the frolic, so those restrooms will be available.
- - We need contact numbers for "port a potty" vendors.
VOLUNTEERS - We will need volunteers to help:
* at the photo booth (vendor will supply an operator so this is more for crowd control);
* the food tent, to make sure tables are wiped off between use, and to empty garbage cans as
needed during the event;

*...* at the recycling bins to encourage people to recycle and to direct them to garbage cans for food
waste,
* inside the courthouse to ask visitors to sign in;
- - Leah Suarez with Our Village Okeechobee is helping to recruit high school students who need
volunteer hours.
GARBAGE -
- - Vendors are asked to bring garbage cans for use at their booths;
-- OCSO will provide garbage cans for the tent area;
- - Waste Management will provide recycling bins;
-- The county dumpster can be used to dispose of garbage;
-- An inmate clean -up crew will also do clean up on Saturday;
-- The city has extra trash barrels, can they be brought to the site & placed & picked back up on
Monday.
SIGNS -
- - We will display the sponsor signs at the frolic -- could place them on the courthouse lawn;
- - We will need additional signs to promote the frolic;
- - Printed programs would be a nice touch.

- - Newspaper coverage will continue;
