The City Council of the City of Okeechobee, Florida, met in regular session at the City
Hall on the above date at 7:00 P.M. with the following present: Mayor Dunham, President
Gardner, Councilmen Hunt, Padgett, Walker and Watford with Attorney Hendryand Clerk Spivey.

Water Supt. Fortner reported he was having difficulty running P. H. test on water due
to lack of proper equi~ent and presented data on P. H. meter machine recommended by Joe Woolf at
an approximate cost of $145.O0. After discussion Councilman Walker moved to purchase P. H. Meter
machine at approximate cost of $145.00 seconded by Councilman Watford and carried.
Water Supt. Fortner reported the need of B. O. D. Incubator for sewer plant at an
approximate cost of $550.00. After consideration Councilman Padgett moved to purchase said machine
at approximate cost of $550.00 seconded by Councilman Walker and carried.

Police Chief Thomas requested the Council to purchase two riot guns/at approximate cost
cost of $75.00 each. Councilman Watford moved to grant request and purchase two riot ~uns at
approximate cost of $75.00 each, seconded by Councilman Walker and unanimously carried.
The hour of 7:30 P. M. having arrived President Gardner stated the Council would conduct
a public hearing for the purpose of considering an amendment to the schedule of District Regulations
in Zoning Ordinance No. 271 and asked if there were any objections to the amendment. No objection
was heard or filed. Councilman Watford moved to amend Zoning Ordinance No. 271 and presented the
following Ordinance and moved its adoption and upon being seconded by Councilman Padgett was put
to a vote and unanimously adopted:

ORDINANCE NO. 326
AN ORDINANCE AMENDING ORDINANCE NO. 271, BEING AN ORDINANCE ESTABLISHING
ZONING REGULATIONS FOR THE CITY OF OKEECHOBEE, FLORIDA, AND PROVIDING FOR
THE ADMINISTRATION, ENFORCEMENT AND AMENDMENT THEREOF, PURSUANT TO THE
PROVISIONS OF CHAPTER 176, FLORIDA STATUTES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OKEECHOBEE, FLORIDA:
The District Regulations are amended as follows:
AGRICULTURAL (A) - USES AND STRUCTURES:
A - 2 House Trailer Residence - Permitted uses, in areas of the City of Okeechobee
now zoned Agricultural, are hereby extended to include trailer residence uses subject
to the following requirements:
a. Trailers shall be located only upon the real property, recorded title to whic~is
in the name of the occupant of the trailer.
b. No trailer shall be located on property having a street fontage of less than 75
feet aad a depth of less than 120 feet, and such dimensions shall be the minimum
area for each trailer.
c. Trailers shall be set back from the front property line at lease 35 feet; from
the side a~d rear property lines at least 10 feet; and shall be affixed to a
perminent foundation.
d. No trailer shall be located within this district unless said trailer be connected
to both the municipal water system and the m~icipal sewer system.
e. A building permit is hereby required for each trailer before said trailer shall be
located within said district.
f. No commercial activity or business of any kind or nature shall be permitted within
said trailer residence or on the premises where a trailer is located within this
district.
g. No livestock of any kind shall be permitted within or on the premises occupied by
a house trailer; provided, however, that this shall no preclude the keeping of
domestic household pets.
h. Ail water and sewer lines serving said trailer use district shall be i~stalled
at the expense of persons or corporations other than the City of Okeechobee.

A sewer line extensiom to new library was discussed. Supt. Williams reported that
approximately 500 feet of sewer pipe and two manholes would be required. Matter referred to workshop
meetimg.
Councilman Hunt reported several complaints of old ice boxes being kept or stored outside
cm~mercial places. Attorney Hendry read the law governimg this matter. The Council agreed that
the law be enforced. Matter referred to Mayor Dumham and Police Officers.
Councilman Walker moved te advertise for bids on purchase of gas and diesel seconded by
Councilmam Hu~t and carried:

A request was reported from J. E. Cone for a street light at his residence om south
Osceola Street. The Council authorized his name to be added to the list of street light request.
Councilman Watfor~ moved to increase police uniform allowance $5.00 per month ($25.00)
retro-active to January 1, 1968, seconded by Councilmam Walker and carried.
Attormey Hendry reported that the Board of Public Instruction had adopted a Resolution
pertai~ing to the availability of funds for water line extensiom to new school site om north 441.

The Council agreed that the city and county dog agreement should be studied further by the

Water Supt. Forn~er stated that it would require approximately 220 feet ef pipe for water

Water Supt. Fortner reported on sewer line investigation at Markham Brothers Canning Pla~t.
After discussion an~ consideration Councilman Walker moved that the sewer line controlling the
industrial waste from the canning plant be discontinued but to leave all domestic lines connected
to sewer, seconded by Councilman Padgett and unanimously carried.
Attorney Hendry explained the injunction filed by the State ~oard ef Health against the
City of Okeechobee. The Council instructed Atty. Hendry to reply to the State ~oard of Health
during the time specified in regards to the injunction.
CounciLman Walker reported a request for signal light at the corner of Meredith
Street and State Road 70. No action taken at this time.
Supt. Williams instructed to contact the State Road Department regarding the erection
of No truck parking signs on State Road. 70 between Cherokee Street and Tallahassee Street on
North side of highway (post office area) and north on State Road 441 between Ninth and Tenth
street on east side cf highway (Seven Day Adventist School area) and request a school
crossing for Seven Day Adventist School.
Mayer Dunham reported on condition of Zollie Aldridge property. It was agreed by
the Council that Ordinance No. 324 be enforced.
