1967-10-03 Regular"1070 October 3, 1967 The City Council of the City of Okeechobee, Florida met in regular session at the City Hall on the above date at 7:00 P.M. with the following present-. Mayor Dunham, President Gardner, Councilmen Hunt, Padgett, Walker and Watford with Attorney Hendry and Clerk Spivey. Minutes of the meeting held September 5, 1967 were read and approved as read. Williams requested that tool storage boxes be installed on Street Department pickup truck and reported the cost to be approximately $150.O0. After discussion Councilman Wal kef moved to grant request and authorized Supt. Williams to purchase same, seconded by Councilm~n Padgett and unanimously carried. A request was reported from Hubert Harden for a culvert at Pensacola~ Street and Seventeenth Street to give access to property that he expects to develope. Councilman Padgett moved to purchase and install 30 feet of 36 inch culvert at above location, secovMed by Councilman Walker and cax~ied. A request from Charles Freeman for culvert at Kissimmee Street and Fourteenth Street for drainage purposes was discussed. Councilman Walker moved/install 12 inch culvert under spur track at above location, seconded by Oouncilman Padgett and carried. Supt. Fortner reported a request from George Dempsey to relocate a fire hydrant in front of his new hc~e in Mc Mullen Woodland Park Subd. due to it being in driveway. Supt. Fortner stated it would cost approximately $100.00 to relocate said hydrant. After discussion Councilman Walker moved to relocate said hydrant providing Mr. Dempsey pays the City $100.00, seconded by Councilman Padgett and carried. ~upt. Fortner reported the need of a tractor and backhoe to be used in relocating water lines due to street construction, stating that the equipment can be rented from a company in Orlando at a cost of $240.00 per week. After discussion, Councilman Watford moved to rent said machine for the necessary time seconded by CounciLman Walker and unanimously carried. Councilman Watford moved that Attorney Hendry prepare Ordinance prohibiting houses to be moved into city limits and that houses moved from one location to another in city would have to be in sound condition and inspected by the Building Inspector, seconded by Councilman Walker and ca~ied. The new ~ingo law was discussed afterwhich the Council requested Attorney Hendry to study law further and report. Attorney Hendry inquired if he was expected to represent the Cit~ in case - City vs Lucille Jones. The Council requested him to do so. in the amount of $5,801.34 Councilman Padgett moved to accept proposal/offered by W. H. Croft, Sr. and Cecil T~ner for the purchase and installation of signal lights to be located at intersection of 441 and 70, seconded by Councilman Watford and unanimously carried. The Uouncil agreed unanimously that in the future bids would be taken on a project of this size and involving this amount of money. Roger Jones was present regarding the progress being made in preparing amendment to Zoning 1072 Ordinance. The Council advised Mr. Jones that amendment was in process of being prepared. Re-Zoning applications were received from Roger L. Jones, David Allgood and Carl Hammond. The Council authorized notices of public hearing to be published in the Okeechobee News. NOTICE OF INTENTION TO AMEND CITY ZONING ORDINANCE #271 ' Notice is hereby given that the City Council of the City of Okeechobee, Florida, a municipal corporation, will consider rezoning from Residential (R-2) to Agricultural and to amend accordingly the Comprehensive Zoning Ordinance #271 adopted November 21, 1955, the following described real property, situate, lying and being within the cor- porate limits of the City of Okeechobee, Florida, to-wit: Lots 1 to 9 incl., and 16 to 24 inclusive, Block E, Central Park Subdivision and that a public hearing in relation thereto will be held at 5:30 P. M. on the 31st da~ of October, 1967, in the City Council room, City Hall, Okeechobee, Florida, at which time all parties in interest and citizens shall have an opportunity to be heard. " Councilman Watford moved to sell other ceiling fan for $10.00, seconded by Councilman Padgett and unanimously carried. The Civil Defense program discussed. Councilman Watford moved to include $300.00 in 196~ Budget for Civil Defense, seconded by Councilman Hunt and carriede Councilman Padgett moved to proceed with plans on new city barn with details being worked ' out by Building Inspector White and Street Supt. Williams, seconded by Councilman Hunt and carried. M. October 2, 1967, for the purpose of reviewing and equalizing the City Tax Assessment Roll for the year 1967, as prepared by the City Tax Assessor. ANY AND ALL PERSONS having any objections to the valuation placed on their property by the City Tax Assessor, as shown by the Assessment Roi1, are hereby notified to file their objections with the City Clerk or to appear in person before the City Ccuncil at said meeting on the aforesaid date. The City Tax Assessor presented the City Tax Assessment Roll for the year 1967 for review and equalization. President Gardner announced that the Council would receive and consider objections to the valuations as fixed on said Tax Roll by the City Tax Assessor. No objections were received. Mr. and Mrs. James V. Dykes were present discussing the tax situation but did not enter their discuss- ion in the form of an objection. After discussion Councilman Warlord moved that the City Tax Assess- ment Roll for 1967 as prepared by the City Tax Assessor be accept and said roll returned to the City Tax Assessor for completion, seconded by Councilman Padgett and unanimously carried.
