bration Ad Hoc Committee (CCAHC) will conduct a regular meeting on

A. Motion and second by Members Turgeon and Cable to dispense with the reading and approve the
Summary of Committee Action for the regular meeting of September 29, 2015. Motion carried
unanimously.

A. Updates on Official Centennial Events and Approved Partnered Events
1. Debriefing of Adam Bryant Minimal Regatta — Chair Mixon
Chair Mixon reported, Friday night was a great success from previous years with the help of the
Mixon Real Estate sponsored fireworks show. The Saturday festivities were full of family fun. The
theme was "Celebrating 100 Years of Okeechobee" and was incorporated into the plaques and
trophies featuring mascot Captain Adam riding a Brahman bull. There were very creative boats
referencing the theme such as two old- fashioned paddle boats and one designed after the
locomotive that brought President Hoover to Okeechobee.
2. Debriefing of Heritage Festival — Members Williams /Cable
Member Cable reported that the Festival had a very nice showing with lots of interesting booths,
demonstrations and food areas. The Historical Play, "Spirits of Okeechobee," was a great hit. By
coincidence the play featured the Ashley Gang and a local amateur archaeologist had a booth with
real artifacts from the actual Ashley Gang itself. As usual, the Time Line banners were a popular
exhibit. Dale Barrett had a great display of items from the schools. The discovery of an arrowhead's
true origins as a 2,000 - 3,000 year old ceremonial piece from the Calusa Indians was also a very
neat surprise for all.
Furthermore, Member Cable added that the Marker Dedication, held October 3 at the grave sites of
pioneers Peter and Louisiana Raulerson, went very well and had higher than expected attendance
from the community and officials. She also requested that consideration be made to submitting a
donation to the OHS band and the Okeechobee Community Theatre for their hard work and effort at
Centennial events.
3. GFWC Centennial Monthly Movie in the Park, November 14 and December 4 — Chair Mixon
The Movie in the Park for October was the Book of Life and played this past Saturday, following the
Heritage Festival. Chair Mixon reported attendance around 30 to 40 and reiterated the importance
of the great family time the movies represent. Chair Mixon also requested consideration be put into
spraying the park for mosquitoes prior to the next event on November 14.
4. Festival of Lights, December 4 — Clerk Gamiotea
This item was withdrawn from the agenda.
5. Top of the Lake Christmas Festival and Lighted Parade, December 5 — Member Turgeon
Member Turgeon reported that everything is on track for the event. Applications for the parade have
already started trickling in, including some new vendors who have not participated in any events
before.
6. Creative Writing Contest, November 13 — Member Enfinger, ATTACHMENT #1
Attachment one contained the final draft of the rules and entry form for the Centennial Creative
Writing Contest. Member Enfinger informed the Committee that the Clerk's Office had the flyers and
entry forms printed last week and she distributed them today to all public, private and
homeschoolers. The Clerk's Office has also distributed copies on social media and through email.

A. 6. Creative Writing Contest continued.
The contest is open to all Okeechobee County students in grades 3 to 12. The entries are to be a
creative fictional narrative portraying an interaction with one of the historical figures or their
involvement in a historical event listed on the flyer. A $100.00 cash prize will be awarded to the
winners, with three award levels, grades 3rd to 5th, 6th to 8th, and 9th to 12th. All entries will receive a
certificate of participation. Additionally, a copy of the winning essays will be included in the Time
Capsule. The judging criteria will be on creativity, clarity, sincerity of thought, and appropriate
grammar, spelling and essay construction. The CCAHC thanked Member Enfinger and the Clerk's
Office for their diligence in this project. No official action was required.
7. Set a Deadline for Submittals to Time Capsule — Member Gaiser
Member Gaiser reported that collection for the Capsule has been slow going with only a small
handful of items collected so far. She is reaching out to churches, Friends of the Okeechobee
Battlefield, Patrick Mesmer, AnaJane Osteen and Terry Burroughs for help with information about
possible items or submissions from themselves personally and also suggested some radio
advertising on WOKC may be helpful. She informed the Committee that after speaking to some of
the public at the Heritage Festival, emphasis needs to be put on notifying citizens that "everyday
life" items are just as important for the capsule as historical artifacts. Some items received included:
autographed Battlefield books and items, a silk purse containing fifteen 2015 pennies, and a Rotary
Club pin.
Administrator MontesDeOca indicated that the plans for the placement of the capsule have been
underway, with intentions to have the capsule encased in concrete under the front entrance of City
Hall towards the side wall of the new walkway. He also added that pictures might be a good item to
push to people who are unsure of what to donate. Pictures of the entire City Staff from each
department were offered as suggestions. Following a brief discussion, the consensus of the
Committee was to designate November 6 as the deadline for Time Capsule submissions.
8. Trunk or Treat Centennial Booth — Clerk Gamiotea
Clerk Gamiotea reported that her vehicle will be used for the Centennial's booth at Trunk or Treat
hosted by First Baptist of Okeechobee in FLAGLER PARKS. Candy donations are still being
accepted at the Clerk's Office.
B. Capital Improvement Projects to Commemorate the Centennial
1. City Hall Front Walkway Project - Member Hoover /Director Allen. No new reports at this time.
2. Centennial Park (no report at this time)
ITEM ADDED TO AGENDA: VI. NEW BUSINESS
A. Chair Mixon presented for consideration the creation of a city flag to commemorate Okeechobee as well
as the Centennial year. A flag can bolster community pride and incorporate or reference important
events into its design. He referenced a Technology, Entertainment, Design (TED) video by Roman Mars
which explained the significance of good flag design and what design options make a flag good or bad.
Members were asked to research this topic for further discussion at the next meeting.

Deadline and Requirements
All entries must be submitted by Friday, November 13, 2015.
Send your completed essay and entry form to your school office by the end of the school day or deliver to the Office of
the City Clerk, City Hall, 55 SE 3`d Avenue, Room 100, by 4:30 PM. Entry forms are available at the schools, City Hall and
online www.citvofokeechobee.com or Facebook /OkeechobeeCentennial. Email or facsimile submittals will NOT be
accepted. Essays will become the property of the City of Okeechobee, Florida and will not be returned.
Creative Writing Contest Eligibility
All students in public, private, and home schools in Okeechobee County, in grades 3 -12, are eligible and invited to create
a fictional narrative portraying their personal interaction with a historical figure or their involvement in a historical
event. Award levels are as follows: Grades 3 -5, Grades 6 -8, Grades 9 -12.
• All students entering the contest will receive a certificate of participation.
• Winners at each award level will also receive a prize ribbon.
• Grand prize winner at each award level will receive $100.00 and have their entry placed in the City of
Okeechobee Centennial Time Capsule which will be dedicated on December 4, 2015.
Writing Contest Theme
Students are to choose a historical figure or a historical event listed below. All research conducted is for background
information and is not cited. All entries are to be fictional narrative style and must portray the student's interaction with
the chosen historical character or event. The setting can be in the past, present or future.
Students are to choose one of the following prompts:

Henry H. Hancock, Captain Tom Bass, William "Pogy Bill" Collins, Will Harp, David R. McNeill, Dan McCarthy, Dr. Roy

Historical Events: the Okeechobee Land Company plans the Town of Okeechobee, the railroad comes to Okeechobee,
the early stores and businesses on North and South Park Streets, the early churches, the early schools, the hurricane of
1928, and these early industries: newspaper, fishing, lumber and sawmill, canning plant, cattle, citrus.
Writing Contest Rules and Guidelines
All entries must be original works of students and must be accompanied by a completed entry form.
• Entries from grades 3 -5 may be printed or typed double- spaced, but can be no more than 100 words.
• Entries from grades 6 -8 must be typed doubled- spaced, but can be no more than 500 words.
• Entries from grades 9 -12 must be typed double- spaced, but can be no more than 1000 words.
• All entries will be judged by an independent panel of judges.
• Judging criteria will be on creativity, clarity, sincerity of thought, and appropriate grammar, spelling and essay
construction.
