1967-03-07 Regular1046 Mr. W. L. Hullinger appeared before the Council requesting the City to amend Tax Certificate Ordinance and close loopholes in the city tax structure, also requested the City to check into the cost of feeding prisoner~ and see if it can be done at a cheaper rate. The Co~mcil agreed to consider request and investigate situation. Aslo Mr. Gordon Rucks voiced his opinion on the above matters. A letter was received from the Ministerial Association regarding the Church Directory structure and street light request. After discussion Councilman Walker moved to accept proposal and authorizing nine lights in Okeechobee Estates also one light at intersection of Hancock St/State Road #70 and one light ~&~% at Hancock Street amd Clark Avemae seconded by Councilman Hunt and carried. Rev. R. O. Rusher, representing the Ministerial Association was present in regards to Council action on construction of Church Directory foundation. The Council advised Rev. Rusher to get the names of all churches that expect to have name plates on the directory so that the city will k~ow the dimensions to build structure. Pursuant to notice published in the Okeechobee ~News regarding a public hearing to consider rezoning Lots 5 and 6, Block 35, South Okeechobee, from Residential(R-l) to Commercial, President Gardner asked if there were any objection to the requested"rezoning. No objection was heard or filed. Councilman Walker moved to rezone the above described pr0 rty and presented the f011owin Ordinance and moved its adoption and upon being seconded by Councilman Padgett was put to a vote an~ unanimously adopted: O INANO NO. 271'- (45) ORDINANCE AMENDING ORDINANCE NO. 271, BEING AN ORDINANCE ESTABLISHING ZONING REGULATIONS FOR THE CITY OF OKEECHOBEE, FLORIDA, AND PROVIDING FOR THE ADMI~ STRATION, ENFORCEMENT AND ~MENT THEREOF PURSUANT TO THE PROVISIONS OF CHAPTER 176, FLORIDA STATUTES, 1953. WHEREAS, application has been made by Charlotte ScharfSchwerdt, requesting this Council to rezone from Residential (R-i) to Commercial Lots 5 and 6, Block 35, South Okeechobee, and 1048 ~HEP~EAS, notice of intention to amend City Zoning Ordinance No. 271 regarding said application was duly p~blished according to la~, WHEREAS, on the 7th day of March, 1967, a public hearing was held in the City Council room pursuant to said notice, and WHEREAS, it is deemed to the best interest of the City of Okeechobee to grant said application; now therefore BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OKEECHOBEE, FLORIDA: SECTION 1. The Council agreed to purchase the chemicals from the compan~ that offered the best price at the time needed. Shirley Anderson brought to the attention of the Council the hazzard0us condition on 0sceola St~e~% between South Park and Seventh Street since the State Road Department marked the center line of street. Street Supt. ~illiams requested to contact State Road Maintenance Supt. regarding matter. The Council discussed horizontal parking space agreeing this wculd eli~te problem. W. L. Hullinger expressed his appreciation to the Council for taking steps to correct the deliquent tax matter requestingc~nsideration and not impose a tax burden on people by requiring them to pay back taxes but to start this year and enforce la~. Attorney Hendry presented a list of unpaid personal property taxes for the years 1961-1965. Also stated that the city had provisions enabling it to foreclose on tax certificates. I I ! .... Councilman Walker stated the need of a vehicle to be used at sewer plant to haul off +~nk of settlings from sludge tanks and suggested using Civil Defense jeep used by the Police Department. The Council agreed to check into matter and see if it could be used in other city departments. A letter was read fr~n Markha~ Brothers requesting permission to park house trailers for some of their employees use in an area south of warehouses. Matter was referred to workshop meeting. Letters were received from Roger L. Jones and Roscoe Markham requesting the Council to amend present Zoning Ordinance and add a prevision for trailers to be parked en lots owned By the trailer owners for the p~rpose of ~ntaining a residence. Matter to be taken under advisement. Mayer Dunha~ reported that the County C~;=~issionere had agreed ena dumping area for junked automobiles. Councilman Padgett moved to open Hale Street west to Seminole Street, south on Seminole to 12th Street and Eighteenth Street east te Bleck 17 (Dreese property) and to have street right of ways surveyed by Leon Willis with Hubert Harden and Lewis Dreese paying 50% of cost ef survey, seconded by Councilman Walker and carried.
