The City Cmmcil of the City of Okeechobee, Florida, met in regular session at the City Hall
on the above date at 7:00 P. M. with the following present: Mayor Dunham, President Gardner, Council-
men Hunt, Padgett and Walker with Attorney Hendry and Clerk Spivey.
Minutes of the meetings held January 3, 1967, were read and approved as read.

adjoining lot and antici~d build~ a home there in th~ lucre. After discussion the Council
d~nied request, stating that the Ordinance governing traile~ would have ~ be info,ed ~t ag~ed to
allow Mr. F~ce sufficient t~e to find another location to mo~ his trailer.
Roscoe Mar~ appea~d before the Council regaling his pro~rty adjoi~ng city sewer plant
prc~rty, s~ting that he wanted to dig a canal on his pro~rty west of the se~r plant and pl~t
trees and shrubs to beauti~ his pro~rty ~d help hide the ~ew of the s~er plant fr~ his n~ h~e
offeri~ to se~ the city a ~ion of land a~ining said sewer pl~t pro~rty if needed. Counci~an

Roscoe Markham and Roger Jones discussed with the Council, property they owned near the sewer
plant stating that they ?ere interested in selling the lots to individuals for trailer lots. Attorney
Hendry advised the Council that the present Zoning Ordinance would have to be amended to create
additional classification in Zoning Ordinance to permit certain lands to be zoned for trailer lots.
The Council advised Markham and Jones to write letter requesting Ordinance change.
Pursuant to notice published in Okeechobee N~ws regarding a public hearing to consider rezoning
Lots 7, 8 and 9, Block 8~, Original Town of Okeechobee, from Residential (R-l) to Residential (R-2),
President Gardner asked ~f there were any objections to the rezoning. No objections were heard of
filed. CounciLman Walker moved to rezone the above described property and presented the following
Ordinance and moved its adoption and upon being seconded by Councilman Hunt was put to a vote and
unanimously adopted:

A~ ~ENDMENT THEREOF PURSUANT TO THE PROVISIONS OF CK~PTER 176, ~DRIDA STATUTES, 1953.
WHEREAS, application has been made by Okeechobee Estates, Inc. (Ernest Evans, Pres-

ident), requesting this ouncll to rezone from Residential (R-l) to Residential (R-2)
Lots 7, 8 and 9, Block 86, Original Town of Okeechobee, and
WHEREAS, notice of intention to ~mend City Zoning Ordinance No. 271 regarding said
application was duly published according to law, and
WHEREAS, on the 7th day of February, 1967, a public hearing was held in the City
Council room pursuant to said notice, and
%'~TEREAS, it is deemed to the best interest of the City of Okeechobee to grant said
application; now therefore
BE IT ORDAINED BY T~qE CITY COUNCIL OF THE CITY OF OKEECHOBEE, FLORIDA:
SECTION 1. That Lots 7, 8 and 9, Block 86, Original Town of Okeechobee, be and
are hereby rezoned from Residential (R-l) to Residential (R-2) effective Febmlary 7, 1967~
SECTION 2. That the application requesting rezoning ~nd proof of publication to
~end Zoning Ordinance No. 271 published in connection with the above application be
attached to this Ordinance and become a par% hereof.
SECTIOn! 3. That the City Clerk make the appropriate change on the City Zoning Map

George Harmon appeared before the Council regarding a place to dump old cars and junk. After
discussion Mayor Dunh~m and Harmon requested to meet with the Co,sty Commissioners on this matter.
Anthony Caso requested perm~.ssion to sell beer with meals ~fter 12:oo o'clock P. M. on Sunday
at Caso Restaurant. Matter to be studied at workshop meeting.
Supt. Williams stated the need of 180 feet of 18 inch culvert. The Council authorized purchase.

Co~uncil~r~n Walker reported a request from Hubert Harden to open Hale Street west to Seminole
Street and south to 12th Street ~lso requested the city to make survey of cost of sewer extension
to Block 72 ].ocation where Harden anticipates building several houses. Matter to be investigated.
Also reported a request to open llth Street east of hospital. Attorney Hendry advised that this
street was in the county paving program.
Council"an k~'alker reported several complaints on dogs. The Council agreed to instruct Jack Ezell
to forego gu,rding prisoners and spend more time on dog pickup matters.
Council~an Walker recommended that new bid prices be taken on water department supplies. The
Council authorized Water Supt. Portner to get bid prices on chemicals, pipe and meters for Plarch 7,
1967 meeting.
Counci~an Hunt reoorted that Sheriff Collier ha~ agreed to feed and hold the city's overflow
of prisoners for ~l.OO a d~*.
James Dykes appeared before the Council requesting a reply to the to the Council~ investigation
of his prope:cty valuation. The Council agreed to take care of this matter.
~."~ayor D?nh~u ~-eported that the State Board of Health had been here investigating complaints
from residents along drainage ditch (k~own as Marhmn ditch) regarding the obnixous odor from said
ditch also investigated the city cower plant operation.
Pursuant to notice published in the Okeechobee News the Council received, opened and read bids

After consideration the Council ~greed to postpone bid acceptance for ~urther discussion.
Chief Thomas presented a bill ~rom the City of Fort Pierce in the amount of $28.3~ ~s the City's
share in expense of Police School held in Fort Pierce and attended by City of Okeechobee Police.
]ouncilman ~,~lker moved to pay the above bill seconded by Councilman Padgett and carried.
A request erom D & D Grocery for Beer and Wine application for selling alcoholic beverages in
sealed containers only for consmnption off premises, relating to the zoning at their new location
east of ~ty Hall. Attorney Hendry to check the matter and if proper zone grant request.
A reque~t fro~a S. D. A. Church representative to turn on water at the old Church building on
Parrott ivenue using same deposit of new church ~as reported. The Council agreed that .~nother deposit

Donald ~. Mack was present regarding an insurance matter. The Council agreed to keep the
protection against uninsured motorist coverage also authorized an increase in property damage to
$25,000.00.

Councilman Padgett moved to execute deed/to convey City's interest in that certain Block of
Flagler Park shown on the Plat of Okeechobee as recorded in Plat Book 2, Page 17, public records of
St. Lucie County, Florida, as Block "R" said parcel being between North and South Park Streets and be-
tween Parrott Avenue and Tallahassee Street, seconded by Councilman Hunt and unanimously carried.
Attorney Hendry reported that certain buildings belonging to Joe Bongiovanni Estate and J. ~.
Pe~se Estate were being torn down and property cleaned up.
Mayor Dunham reported the need of a newer model traffic light at intersection of 441 and 70. The
Council requested Mayor Dunham to get information on new lights, and report.

Mr. W. L. Hullinger appeared before the Council requesting the City to amend Tax Certificate
Ordinance and close look.holes in the city tax structure, also requested the City to check into the
cost of feeding prisoners and see if it can be done at a cheaper rate. The Council agreed to
consider request and investigate situation. Aslo Mr. Gordon Rucks voiced his opinion on the above
matters.
A letter was received from the Ministerial Association regarding the Church Directory structure
and street light request. Matter referred to workshop meeting.
