A. Conduct employee interviews with seven applicants for the position of
City Administrator.
On August 25, 2015, Mayor Kirk called the Special City Council Meeting to order at 2:00 P.M.

and Executive Secretary Robin Brock.
The purpose of the meeting is to conduct the interviews for the City Administrator position. As instructed at the
August 4, 2015, Special Meeting, Clerk Gamiotea extended an invitation for an interview to Mr. David Allen, Mrs.
Cheryl Atkins, Mr. Tim Day, Mrs. Melisa Jahner, Mr. Marcos MontesDeOca, Mr. Ron Murtaugh and Mr. Noah
Powers. Earlier in the day the applicants met with Mrs. Gamiotea touring the facilities at City Hall, the Fire
Department and Police Department, took a driving tour around the community, ending with a luncheon at the Brown
Cow Sweetery joined by Department Heads, Supervisors, and Administration Staff.
Distributed at the start of the meeting to the Mayor and Council was an Applicant Appraisal Form for each of the
seven applicants, listing the same 11 questions to be asked of each, an area for comments and to mark the
answers as outstanding, above average, average, below average and inadequate. Should any of the Council need
the applicant to elaborate further on an answer, they may ask at that time. The forms will be collected for the official
record at the end of the meeting. Mayor Kirk asked the applicants to take a seat in the reception area of the
Administration Office during the interviews as a professional courtesy to each other. All agreed, leaving the
Chambers. Mrs. Brock escorted the individual applicants into the Chambers for their interview time periods.

COUNCIL ACTION - DISCUSSION — VOTE
The questions consisted of describing their leadership style, experience with grants, community redevelopment
agencies, main street districts and other agencies, handling various scenarios with elected officials, the public and
subordinates, their career goals, and any questions they had for the Mayor and Council. The Council interviewed
the applicants in the following order: Mr. Allen, Mrs. Atkins, Mr. Day, Mrs. Jahner, Mr. MontesDeOca, and Mr.
Murtaugh.
Mayor Kirk called for a recess at 4:29 p.m. and reconvened at 4:35 p.m.
The final applicant, Mr. Powers, was interviewed following the recess. The Council then discussed each of the
applicant's qualities and what a difficult decision this is in finding which one was the best fit for the City. Following a
lengthy deliberation, with all applicants present in the Chambers, Mayor Kirk announced that the majority of the
City Council selected Mr. Marcos MontesDeOca to offer the position of City Administrator, should a
contract not be able to be negotiated, the position will be offered to Mrs. Melisa Jahner. Attorney Cook was
instructed to begin negotiations with Mr. MontesDeOca, bringing the proposed employment agreement for
City Council consideration at the September 14 Council Meeting.
There being no further discussion, nor items on the agenda, Mayor Kirk adjourned the meeting at 5:20 P.M.

A. Conduct employee interviews with seven applicants for the position of City Administrator.
11 questions asked to each seven applicants.
Kirk going to start the process with reading each question.
David Allen:
1. Believer and always tried to have an open leadership style with my employees. To have an open door policy and have
employees know you can bring things to me, nothing makes them feel more unappreciated is not listening to the people and
foster their potential.
2. 1 have you all aware of the ones we've done for Okeechobee. Most recent the one I applied for is the storm water
remediation project in the southwest by the school board. Applebee's was my first, that got my feet wet. Medians in Parrott
Avenue.
3. Best thing is to have that respectful conversation with that person, hope you'd listen and go through the best process and
hope you listen.
Still want to move on what would you do? I would take it to the city attorney to make sure there isn't something I'm not
understanding and see whether there is a true ethics or other law violations.
4. 1 really don't have any experience with cra's.
5. In relationship with the city what role do you see of the chamber OKMS & EC?
They have been unique and seen their views change and development. Need to always balance bringing businesses with
what is the best use of the tax dollars.
OKMS events have been very good, support their work on them and enjoy working with them to promote our community in a
good light. Economic Council again development is more their goal and our community is kind of poised with the potential to
expand and make Okeechobee what it is.
6. Would have to respectfully tell that Council Member no. My job is to the full council, and make the best informed decision
as possible. I try hard to live with integrity and couldn't look myself in the mirror.
7.a. to develop policy for use of water use.
7b. the bureaucratic process. Came to them with strong water conservation skills and there was often a brick wall by them.
8. that is an ongoing problem within the dept. the biggest problem is teaching employees to communicate and respect each
others different views. Set the standard that they have to put any personal issues aside when they are on the clock.

9. have been at the city for just short of 3 years, knowing the issues, knowing the people, I have the ability to work with the
various dept, have the ability to work with people. Always live my life with integrity and high ethics. There's always changes,
that things will go awry, I'm not perfect but will always strive to live my life and work that way.
10. this position would be the ultimate place for me, I am at a place where I want a long term relationship with the city. It fits
all the things I've ever wanted to do and be able to foster my career.
11. How would you judge my success within 6 months?
Kirk how the city is running day in and day out. If things are going good then I would say you're doing a good job or ill be at
your desk talking with you.
What have other admin done to succeed?
Watford #1 is communication with the council. 1 didn't' have any communication with us at all and we had real conflict.
Communication with the council and the other thing is not sure how to describe this, the perception of the city in the
community. We've had a good perception in the last few city administrators.
Ritter and to add to that and I hate to fall back on last admin, felt he was creative in looking outside the box and don't think
he fell back on his laurels, need a person to have a vision to look positive in the future.
What are some of the things we could polish or do as a city?
Kirk I think we're doing a great job, only thing better is to get the revenue more to the plus which is out of our control. Do
more for our employees.
Watford to mayor make sure to tell each one if we're writing notes, don't be nervous. 2:30pm

Kirk review of the procedures.
1. is a team style where I will give direction that I wouldn't get down in there and work next to them. I describe it as a crock
pot where you put everything together and melt together to get everything done.
2. yes. I have applied for and administrate. EPA grants and Bond Issues. 1988 was my first one. It was a Davis Bacon
grant. Recently FEMA 194,00.00 for Deltona to hurricane proof residences. First time applying for it and got it for my city.
3. 1 would try to gently explain to them I work for 5 council and would need to be in the best interest of everyone.
Still asked? Put it on the agenda.
4. very beneficial funding for downtown areas or specific area. Deltona has applied for their first. I have not personally done
one.
5. see those as a team and would work with them to get more businesses in the city, individually working is like recreating
the wheel. We need to partner with them and get more than doing it alone.
6. would have to respectfully decline to keep silent on that if it is something I know to be factual that would affect the
outcome of the vote. If its just my opinion I would be sure to be clear of the difference. Facts would be my responsibility to
share.
7a. my ability to help the citizens of Deltona with funding with grants. To make repairs they have been putting off for so long.
Helping people is one of my joys.
7b. struggle with the county of Volusia, they have a long standing of a dislike for the city of Deltona. There are 20 CRA's in
Volusia and Deltona wants just 1 and having to work within the confines of that.
8. Talk with both employees individually, then mediate a meeting for them, then if they continue to not be able to work
together I would do a written warning in their file. Termination is the last resort.
9. Because I love the small town atmosphere. I think that everyone, as least the ones I've met, are so nice, it's a place I'd
like to live and retire to.
10. 1 am looking for that fit to be a city manager. When I went to Deltona I believed I was on that track. Due to elections, that
was side tracked. Looking for a city administrator position in a small town. Was with a previous city for 20 years, don't like to
move around a lot.
11. FRS pension for the city?
Kirk contributions in the past are so much higher than what the city does.
Watford and our plan has been very successful.
What kind of management style are you all looking for? Kirk a successful one. We've had 4 city administrators in my time
and all have been very different so don't know there is a mold.

What is your vision for Okeechobee? Kirk the economic recovery has been slow for us. Need the tax base to increase to
continue to grow, some things being prepared to help that, couple employers to help our employment.
Watford one thing were most proud of and that I think we want to preserve is that small town atmosphere, were special and
unique and we want to keep that, as a community we help each other in need between events, fund raisers, natural
disasters.
O'Connor thing we lost in 1995 was the water and sewer, out of debt but lost the income and limit our ability to annex. We
just pray for better economy. Power Company built on the North end. With that you're going to get some other things to help
that along. The other thing is when you look at the normal life span of an administrator is 3 to 5 years. Last one was here for
10 years and those are going to be big shoes to fill. The ability to keep the communication to the community and department
head.
Ritter we kind of want our cake and eat it too. Want to grow the economy and maintain our heritage.

Kirk procedures overview.
1. My leadership is to not to except from my employees what I wouldn't do myself. Don't demand things you can't deliver
yourself. Recently took manager position in Greenville, fire dept was a mess. Met with the Chief and reviewed what I
thought it needed to be and after 5 went into the dept and
2. Many times. Recently the CDBG applied for it before I got there, they had been unsuccessful for 3 years. We kept
missing within 5 got 10 points I said to the grant writer that if the city put up funds toward the project it would boost the
points. $600,000. Project and we had to put $25,000 up by the city. Turns out the city council had never been asked. FDOT
was the most recent was funds we obtained to upgrade funds. Police and Fire academies. CDBG's are my most
experience. As an elected official I did the same as you. Seen them from both sides.
3. that is a challenging position to be in. I always want to make everyone happy. The majority of the council is who I report
to. There are times when you have to say no. times when.
4.CRA Cape Coral on the board. TIFF dollars provide funds for atheistic. We changed every two years. Did Carets for
design what the Council didn't do was take the CRA on themselves. Since off they have finally taken it over and doing a
better job.
5. Think all three are very similar, to promote the city, attract businesses. Chamber meeting last night. Same things where
do we get or raise the money to help attract businesses. The chamber is very vital.
6. Going to be times hope not too often that you have a council upset with you. This position has to provide the best
information to the council and you have to give the council the information they need. Being an elected official for 9 years I
see the side that none of the other candidates see.
7.a. Like being a town manager my council lot of challenges going on. Only reason want to leave is my family doesn't want
to be there. Three structures were blighted in the city and needed to come down. All three required a different way to make
the building come down. I worked with the individuals and effective change that helped my city, use my skills for the
betterment of the community.
7.b. Traveling to be with my family. But I'm looking for a home. They do know this area and have been here.
8. First you're going to have to separate them. Get each side of the story and let them speak freely. Generally bring them in
let them and let them talk it out. Most of the time it can be worked out. Bring them back together to get to resolved. Morale is
a big problem that has to be dealt with. Degree in Phycology. Have the means to forcible. Document the issues in case you
have to deal with the issues further.
9. 1 think my 30 years of experience, act and think and make logical decisions. I thing I'm good and been on the finance.
Always operate in the red in the police and fire academies. Public servant probably wouldn't' be good for areas in the private
sector. Think I'd bring all that to the table and apply it in one place.
10. I'm 51 years old and want to be a town/city administrator and don't want to be a in a large community know the
challenges that go on there. Things are manageable with smaller cities. Won't blindly apply any more.

O'Connor when you were over the fire and police academy was that in a mild passive or authority? When I started we didn't
have accountability and probably more forcibly. Then we were able to relax the reins. Fire had to deal with immediately.
Establish a new direction. Applied law enforcement to the fire side.
O'Connor method for council individuals, front of the troops or individually? Praise people in front of peers. Discipline
happens with me. When I ran the academy they knew I was the boss and was respected. When you give your administrator
a job, you expect it to be handled in a professional courtesy way.
O'Connor when you were a city council man did you find that hard. We had such a good relationship with that chief I didn't'
have to lien on them. Although live been in law enforcement a long time I still realize I have to defer to the department
heads. You picked them for a reason.
Connor at Cape Coral was that a full or part time job. It's listed as a part time but up there at least three times a week. I think
I gained a lot of knowledge.
3:19 pm.
Melisa Jahner
Kirk reviewed procedures.
1. Motivational and inspirational. You've hired your staff so it's up to them to get the work done. My job is to get them the
equipment they need and education. Have an open door policy and for them to know were a team and we need to work as a
team.
2. As an employee have not applied for a grant. In my current job we have the records and know how they work. On another
board I sit on we review the application and understand the how to and took a grant writing course in college.
3. In my position I feel that having the city's best interest is always first. I would hope the councilman would have the
integrity to respect my position and then they too should have the city's best interest.
4. 1 have not had any experience. I have researched them since the council has been looking at them. Think it's a positive.
5. Think we need to work as a team, we all have the same goal growth, cultural growth, quality of life with parks for health
and wellness and working together even though.
6. Feel similar question as previously said. Approach the council and ask them, how would you feel, if the shoe was on the
other foot. Again the priority is to make the choice for the betterment of the city and have that information would want you to
have all the information necessary and then that council would have respect my position and the decision.
7.a. Liked the environment as the bookkeeper, liked the people and the repro liked that the challenge.
7.b. The pay.
8. 1 would on a personal level take one at a time without everyone knowing about it. Most of the time when there's gossiping
its miscommunication. Hopefully we should be able to come to terms. If it doesn't stop there will be consequences. Work
cordially and if not disciplinary actions.
9. 1 am shy 2 days of being with the city for 11 years, have the best teacher, know the policies with the personnel and feel
that by knowing the personal and character of each that will make me a better informed leader. Sometimes it helps you to
work with that employee. I feel that I'm familiar with the past and current projects. Excited with the grants we've applied for
and ones we've gotten, the beautification renovations. My heart is here; want the best for community and the citizens. My
children are here and now my grand children are up and coming.
10. To be the city administrator. Take more classes and be the grant writer for the city. Be more technological advanced.
Then maybe will be end up as Mayor.
11. What are your expectations for the new administrator?
Kirk you just saw the best example the last 10 years, get the job done and keep the family intact.
What do you feel right now is the City's weakness? Tax base.
Strength? People.
Is there anything about my experience.
Ritter didn't' realize so underpaid from last job.
Watford know how much we admire respect the work with the city. You've been in a unique situation iwh the city as a
administrator that would change. It's a different relationship. Sometime that requires corrective action and unpleasant but it
has to be done. Can you do it? Yes or I wouldn't have applied.
Know you can handle the public.

You know the Council, do you think you could stand up to me? Yes sir I do. I think your to nice.

Kirk reviewed the procedures.
1. Can't go forward without looking back, what do you want to accomplish, and mesh the to. Let the employees make a
mistake within limits and that they will grow from that experience.
2. Yes worked on several grant funds and funding. Big thing for my city. Roadways, housing, Federal for specific projects.
Familiar with how they work and the reporting requirements.
3. Want to sit down and talk with them. Education is the key. The public is important and my job isn't to sway the vote to
give the information.
4. CRA projects for my city. Downtown and city hall project so far. Areas you have to fight for.
5. Living here its something you want to see and for each to get along with the other. The city has done a good job doing
this. Seen other communities that don't embrace them and it's a problem.
6. The position is political. Each one of you reps your voters. I can tell you from the facts, it could be an item that
7a. Every day is an adventure. Every day is a challenge. I like that.
7b. That unknown, adversities that I deal with in my job.
8. Anytime you have two employees upset its going to spread like fire. What I've done is meet with the employees
individually. Talk with them. Let them talk. Not all situations can be worked through, but you try.
9. 1 live here. Not that I think I'm wasting my talent in my job, but I want a stake in my career. I want to come home and stop
driving.
10. Strive to keep going forward. They are still open. Been a director for a while ready to step up.
11. Appreciate the time.
Ritter follow up #8 had that situation, how did that work out? Vehicle policy and they were doing it one got caught and
penalized. The other wasn't getting caught.
O'Connor more people to work with in your current job. Hendrence of coming here? Every small city has these staff issues. I
don't see it as negative but a positive.
Watford noticed salary figure you're making more now than what were probably be able to pay.
There is a value to being at home and at the city.

3:57 pm Ron Murtaugh
Mayor reviews procedures with taking notes.
1. Easiest way is inclusive and adaptable. Different situations and styles. You need a collective mind set. Bring people
together and drawing from the group. Where Im currently at created a policy review committee, put the people doing the job
buy in and remove the policy enforcer.
2. Yes sir applied for several of various types through the law enforcement agency and then the state. The largest one that
would be applicable is our Oak Park revitalization project. Two grants sources and matched with city funds. Oak Park was
trees and mulch no way anyone could enjoy it. Two received one for the infrastructure and one for the .... ADA compliance
issues, a community project, bird mitigation, included the university of Omaha paired with high school students to do a data
collection and then improved the park. Two grant entities. Apply and administered.
3. The communication between myself and council starts way before something like happens. I may not understand what
the councilman may be asking. Is it ethical, legal, philosophy there's a lot of what ifs that need to be drilled down. One of my
council wants me to go to a type of cars that he's very knowledgeable on. After discussing it, we came to various solutions
than just want we originally thought was required. I would hold off on taking action when requested by just want council
man.
4. 1 sit on the CRA board where I'm at, our downtown district has very limit opportunity to grow. Used it for a Dairy Queen
expansion. Working with the comprehensive plan and maintain the identity and essence of the city.
5. They depend on each other. Sit on the exe board of the chamber and legislative and nominating community know that
they are a true advocate for the community it goes beyond the building and is all about the people. OKMS from what I could

research is to maintain the downtown area, help the local businesses, some areas focus on the history section only. They
have resources available that the city should be used. You have to be marketing your city and those organizations it their
expertise and its trying a mutual approach to it. You can concur it by yourself. The chamber for lobbying is one of the
biggest helps that home towns need to have on their side.
6. Depends on the hope the conversation agendas public hope have opportunity to discuss it again it depends on the
subject if my contribution as administrator you folks are the decision maker its my role as admin to carry out the wishes for
you folks as far as the nature of the agenda want to know a little more about it and why they want me of remain silent. My
information may be in material as long as the item is moving forward.
7.a. My people. I have the best department we're like family. When I became chief I told my supervisors I better not
someone had a baby by reading about it in the paper or someone's grandma has cancer. Everyone comes to work happy
they hang around after shift they hang out after hours.
7.b. Some days my employees. Probably the unnecessary things that are going around the country and it appears to be a
federal mandate. Good example is body cameras. Things going on in specific areas, good ideas catch on. Unfunded
mandates.
8. 1 know it sounds small and petty. You don't walk past w/o saying hi or good morning and this forces the employees to talk
to each other. If it ends up in my office I talk with them to get to the source of the issue. After separately talking with them
the issues have always been resolved. Thankfully the mutual respect has always prevailed. After they speak and it
escalates then the rules in place are followed.
9. After spending the day with everyone else I'm not sure I am. I think I'm the only one sharing the mutual risk. I'd be moving
my wife and two dogs from Nebraska. We have a strong mayor/council form of government. We don't have an administrator
and many of the tasks fall in my desk. I have earned their trust and they have earned my respect. Lead by example, do
what's expected and rest takes care of myself.
10.One more move and I'm done. Been at the city for 15 years. The next stop will be where we retire and call home.
Working is just going to be a benefit.
11. No sir.
Ritter Nebraska to Okeechobee big difference climate why are you interested in coming to Florida.
Other than the climate there's no difference than where I'm in now. Traditional downtown district. Community events.
Agriculture.
O'Connor in your army career. Secret clearance, armed room control, level 1 anti -terrorism and physical for anyone
deploying. Infrastructure layout for that. Not top secret just secret. Command in 1996, know I should know, can't remember.
Army leadership model how does that work out for regular civilians?

mine have changed. Extremely difficult decision. Which is going to be the best fit for us. Several that really stand out.
Kirk the decision was easier on paper.
Anyone have a top one?
Noel got a couple. The one who I still prefer is Mr. Montes De Oca. He knows everything about Okeechobee, including the
laws of our state. He's young and I think he would be a better fit. He's put up with those people in Belle Glade that are a
nightmare to work for. Our dept heads work hard to please us. He wouldn't have to transition into anything.
O'Connor we're getting two birds with one stone with him with his engineering degree. I came up with three names now
since the interviews. Marcos Melisa and Tim.
Kirk my top two were Tim Day and Cheryl Atkins then our two local people.
Ritter I had three that rose above and the biggest thing I looked for was did they give an example or was the answer were
philosophical. Ron Marcos and Cheryl. Those were my top three. The one thing I do feel intriguing with Marcos is the
engineering degree that can pay us some big dividends in the long run. Brian was from another area and he did will so
those would be coming out. Had a point system.
Watford not in any particular order. Tim Day currently a city manager he has some good experience with CRA's. Wants to
be in a small community. Really impressed with Ron Murtaugh leadership skills and boards he's on and grant experience.
Agree with what everyone else said about Marcos. His answer 6. He may not have understood the question. I was very
impressed by Melisa's interview, thought was very impressive. More impressed with Powers than I thought I would be. He
was very logical and how he tied his experience to understand.
Ritter in his answers he kept saying I and if it wasn't for me we wouldn't have gotten then done, it was always the one that
got the thing done and that really bothered me a bit.
