I010 to keep unauthorized persons from climbing the water tank, seconded by Councilman Watford and carried.~ Councilman Walker reported a request for water line extension from the Church of Prophecy bein~ ~ located on north 16th Street requiring approximately 682 feet of pipe. After consideration Council- man Walker moved to grant request and install l½ inch water line to above location, seconded by Councilman Gardner and carried. Also a request from Lester McGee for water line extension east on Petit Street from Hillsborough Avenue was reported by Councilman Walker. Said extension would require approximately 375 feet of pipe servicing two houses. The Council agreed that when two tap fees were paid said extension would be granted. After discussion and consideration of the Trailer Ordinance, Councilman Gardner moved te delete Trailer Ordinance Amendment No. 315 and No. 31~ seconded by Councilman Watford and unanimously carried. The Council agreed that trailer permit holders due to hardship circumstances should be notified of Council actiom. The cleaning up of junk yards in city discussed. Mayor Dunham agreed to work on matter. The charges on city telephones located in city empleyee homes was discussed by the Mayer and Council, af~rwhich Councilman Watford moved that the mm~l~yee pay all telephone cost on individual al telephones seconded by Councilman Walker and unanimously carried. (Addition/listing, colored telephoneS, extensions and etc. ) Representatives from Chamber of Commerce were present regarding cleaning up of city. They were advised that this matter was under advisement at this time. Also requested city labor to lay sod at Chamber of Commerce site. The Council agreed to cooperate where possible and would investigate request with Street Department. Chief Engineer Bill Storch of the Flood Control was present as requested by the Council to discuss proposed Flood Control program regarding Taylor Creek in city limits and south to lake. An informative discussion was heard with Mr. Storch agreeing to contact the State Board of Health on several matters and notifying City of reply. Upon motion the Council adjourned. S. Mills, Seabear~ Trainmaster was present stating that the Seaboard Railway was preparing to install bells, gates and lights at Chokaloskee Street and Other crossings in Okeechobee also discussed the speed of trains in city requesting permission to work on a plan for slower train speed approximately 55 miles per hour within city limits before action is taken by the city to set a speed limit for trains within city. After discussion Councilman Watfor~ moved to permit Mr. Mills te work on matter using his own judgement in order to slow trains within city to approximately 55 miles per hour and to notify the city when the schedule is put into operation seconded by Councilman Gardner and unanimously carried. Water Supt. Fortner submitted prices on material for use on water line replacement on west State Road #70 (known as DeBerry Garden water line) and extension on north Hillsborough and west 12th Street from the following: Davis Meter & Supply Co., Inc. $11,115.10 American Cast Iron Pipe Compan~ 11,153.34 Alabama Pipe Company 11,607.36 Southern Meter & Supply Company 11,519.98 Two bid prices were received from th~ following for furnishing and installing 12 inch steel casing under State Road #98 at State Road #70: Burnmp & Sims, Inc. 1,600.OO Saine Company 2,200.00 ~'~ Attorney Hendry instructed to contact State Road Department requesting permission te install water ' line across State Road #98. After discussion Councilman Walker moved to accept Davis Meter & Supply Company, Inc. bid for material in the amount of $11,115.10 and in the e~ent the State Hoad Department will not allow for the road to be cut to accept the bid from BurnUp & Sims, Inc. in the amount of $1,600.OO, seconded by Councilman Gardner and unanimously carried. President Mc Crocklin discussed the city street department laying sod at the Chamber of Commerce site. The Council regretted being unable to assist in this matter but due to labor shortage felt they were unable to do so at this time. The water and drainage situation at the corner of Osceola and Seventh Street discussed. It was reported by the Council that a ditch had been cut west on Seventh Street for temporary relief. President Mc Crocklin reported a request from O. K. Garage for NO TRUCK PARK.lNG sign on South Park and Parrott Avenue at their new car lot location. Councilman Watford moved to place the signs on N½ of Lot on South Park and Parrott Avenue as requested, seconded by Councilman Walker and carried~ President Mc Crocklin reported a complaint of wrecked cars being stored on vacant Lot on Avenue D and Miami Street. Mayor Dunham reported that this matter had already been taken care of. Also discussed junked cars at Osceola Street and South Third Street. The Council was in accord that if the Ordinance was enforced on one person it should be enforced on all. Mayor Dunham and Councilman Warlord agreed to work on this matter. Dewey Thomas was present stating his complaint of odor from ditch on Okeechobee Avenue known as Markham Ditch. The Council requested Attorney Hendry to request the County to clean out said ditch also it was agreed that all Councilmen if possible to meet with Commissioners at their next meeting regarding this stuation. I I I 101'3 Councilman Gardner reported a complaint from John R. Graves on water consumption at their residence. Supt. Fortner requested to check meter. Councilman Watford discussed and recommended a $5.O0 monthly increase in Police clothing allowanc~ afterwhich Councilman Gardner moved to increase the Police clothing allowance $5.00 per month, sec- onded by Councilman Watford and carried. Supt. Fortner reported the guard rail recently installed at the water tank was complete except for painting. ,: Councilman Garnder moved to grant a Variance to the following named persons and the Clerk be authorized to issue occupational license to the same, seconded by Councilman Watford and carried: Clayton Session - Sessions Upholstery James Enfinger - Enfinger Spreader Service John D. Watford - Trucking Service CounciLman Walker moved to accept street light plans as recommended by the Florida Power and Ligh~ Company at the following locations, seconded by Councilman Gardner and unanimously carried: 1. CoN, er of lhth Street & S. Miami St. 2. Okeechobee Avenue and Old Dixie Highway 3. Pensacola Street and Sixth Street h. South Park and Pensacola St. 5. Vicinity of Catholic Church 6. Twelfth Street and Hillsborough Avenue ?. S. Hancock Street 8. State Road #70 at entrance to Wilcox Shores It was agreed by the Council that vacation schedule be the same as last year. Councilman Gardner discussed the beginning salary of Street Department employees, stating that it was impossible to find anyone to work at present salary. Councilman Gardner moved to increase present employee in Street Dept, Lester Smith salary $5.00 per week ($65.00) and to try and get with a replacemen~ starting salary at $60.00 per week with the provision that at the end of six months satisfactory s~rice he would be given $5.00 per week increase in salary, seconded by Councilman Walker and carried. An application for special permit for trailer park on Lots I to 18 inclusive, Block 17, Original Town of Okeechobee was presented from Lewis H. Dreese.. The Council authorized publication of notice on Public Hearing. NOTICE is hereby given that the City Council of the City of Okeechobee, Florida, will consider an application for special permit for trailer park on the following described real property, lying and being within the corporate limits of the City of Okeechobee, Florida, to-wit: Lots I to 18 incl., Block 17, Original Town of Okeechobee according to the plat thereof recorded in Plat Book 2, page 17, public records of St. Lucie County, Florida and that a public hearing in relation thereto will be held at ?:00 P. M. on the 5th day of July, 1966, in the City Council room, City Hall, Okeechobee, Florida, at which t~e said application will be considered and all parties and citizens shall have an opportunity to be heard.
