SUMMARY OF COMMITTEE ACTION
I. CALL TO ORDER - Chairperson Mixon
Chair Mixon called the Centennial Celebration Ad Hoc Committee (CCAHC) regular meeting to order on
August 24, 2015, at 5:31 p.m., in the Council Chambers at City Hall, 55 SE 3rd Avenue, Room 200,
Okeechobee, Florida 34974.

III. AGENDA - Chairperson Mixon
A. Chair Mixon asked whether there were any requests for the addition, deferral, or withdrawal of items on
today's agenda. There were none.
IV. MINUTES - City Clerk
A. Motion and second by Members Enfinger and Cable to dispense with the reading and approve the
Summary of Committee Action for the regular meeting of July 13, 2015. Without discussion, motion
carried unanimously.

V. FINANCIAL REPORTS — Budget Liaison Williams
A. Review the Profit and Loss Reports
Directions from the CCAHC were for Budget Liaison Williams and Finance Director Riedel to meet and
coordinate an easier format for the financial reports to be presented. Due to the conflicts of their
schedules they were not able to complete this task. Clerk Gamiotea and Member Williams prepared a
revised format (although still in draft form), using the figures from the Finance Department as of August
18, 2015. The CCAHC responded this was more of the format they are looking for as it shows the
receivables alongside the payables and a bottom line comparison. They requested that the initial
$10,000 budgeted by the City Council be added on future reports.
The report listed the date the item was paid in -full next to the expenditure amount. All items have been
paid excluding the purchase of pavers for sponsors, ones to be purchased by the City, and those sold at
City Hall, the post card books for the sponsorships, and reimbursements to those whose Gala tickets
were resold. Clerk Gamiotea added that the figures noted for East Coast Screen Printing may change
as there are invoice issues to be resolved due to their $1,000.00 in -kind donation for printing services,
the City has received and paid invoices for services that should have been included in the donated
portion, and have not received invoices for services that they should have paid for. It was further
explained that expenses by the City are also paid from the Centennial fund such as the banners for the
lamp posts throughout the downtown, the vehicle decals, stickers used on all out -going mail and given
to the children at various events and school field trips, as well as supplies for Public Works to post
banners, temporary fencing, event parking directional signs and similar type items. Below is a summary
of the information and breakdown provided (figures are as of August 18):

A. Updates on Official Centennial Events and Approved Partnered Events
1. GFWC Centennial Monthly Movie in the Park, September 12 — Chair Mixon
Chair Mixon reported the next movie will be The Sponge Bob Movie, continued support and
advertisement of this monthly event for the community is greatly appreciated.
2. Historic Bus Tour, September 19 and October 17 - Member Cable
Member Cable reported there are 10 tickets available for the September 19 tour and five tickets for
the October 17 tour, they anticipate those being sold at the Labor Day Festival.
3. Heritage Festival Planning Update, October 10 — Members Williams /Cable, ATTACHMENT #2
It was reported that the sub - committee met on August 19, comprised of Members Williams and
Cable, Ron and Jacque Hayes, Bill Hendry, Willie Johns, Melissa MontesDeOca, Dionna Farmer,
Kim Wolff, Fire Chief Smith, and Public Works Director Allen. Several members were unable to
attend (Chief Davis, Audra Clemons, Susanne Clemons, Phoebe Raulerson, Brian Trimble, and
Debbie Clements). The festival is coming together nicely, the venue has been confirmed by
Superintendent Kenworthy, with the hours of 10 am to 2 pm, Saturday, October 10.

A. 3. Updates on Official Centennial Events, Heritage Festival continued
The day before is a teachers work day therefore set -up ahead of time will not be an issue. All
restroom facilities will be open and available. The Okeechobee Community Theatre will be
performing their Spirits of Okeechobee special Centennial play with four show times. Although the
entire itinerary remains a work in progress the play performance times will be approximately 10:15
AM, 11:15 AM, 12:45 PM, and 1:45 PM with Historic Mural Talks, Mr. Gordie Peer's
demonstrations, and the Band performances to be scheduled in between. They are working toward
featuring a fully working cow camp. ROTC has committed to be there to assist with parking. Mr.
Cable volunteered the sound system. The Fire Department will be on hand with their fire safety
displays and to administer first aid and water. The Okeechobee County Sheriffs Office has
confirmed the Trustees will come for clean -up.
The gymnasium will be the "Hall of History" where all the historical booths and time -line banners will
be displayed. Several churches and civic groups have been asked to participate and bring any
historical items to display. The food court will be offered by the 4H clubs and any of the school
groups to use this as a fundraiser but making sure that fried fish and other fried game is featured.
The field will be for the agriculture displays, and the OHS Band performance. Mr. Johns has
confirmed there will be a Seminole booth offering fried bread and Mrs. Raulerson has confirmed
swamp cabbage will be on hand. They are also contacting some historical businesses to participate.
Their next meeting is September 9. No official action was requested on this item at this time.
4. OHS Band Centennial T- Shirts — Clerk Gamiotea
Clerk Gamiotea reported a Centennial t -shirt is on display in the hallway at City Hall. The OHS Band
Boosters brought to her office approximately 70 shirts in various sizes to sell for $20.00 each. Fifty
percent of the proceeds will go directly to the band for new uniforms. The marching show title was
updated to, "Postcards from Okeechobee." No official action was required on this item.
5. OHS Brahmans Athletics All Sports Program Update, ATTACHMENT #3
The full -page advertisement was provided to OHS Athletic Booster Member, Dr. Candy Davis, as
well as a historic article highlighting the high school sports early years and mascot changes
beginning with the Purple Tigers, to the Fighting Catfish and finally to the Fighting Brahmans. Clerk
Gamiotea noted her appreciation to Member Elsken for creating the advertisement; to her staff J.J.
Smith, and Member Cable, on creating the article as well as the Booster Club for being so gracious
with their deadlines, which allowed all the materials to be included in the 2015 All Sports Program.
6. Labor Day Summer Festival Centennial Booth Workers Needed, September 5 - 7
Centennial items will be in the Park for the OKMS Labor Day Festival on Sunday, September 6 and
Monday, September 7. Member Cable would greatly appreciate volunteers from the CCAHC to
cover the booth on Sunday. There are plenty of volunteers with the Historical Society and Retired
Educators to manage it on Monday. Member Enfinger stated she would volunteer for Sunday.
B. Capital Improvement Projects to Commemorate the Centennial
1. City Hall Front Walkway Project - Member Hoover /Director Allen
a. Brick Pavers sold to date: 33 — 4x8s, 14 — 8x8s, 10 replicas via website and 2 — 4x8s, 4 — 8x8s,
4 replicas via Clerk's Office. No additional information or action was noted for this item.

1. As of August 20, 2015, the Facebook has 2,082 total Page Likes. Fans engaged from USA: 2,075,
Canada: 3, South Korea: 1; Australia: 1, Sweden: 1, Brazil: 1. Of that, 68 percent were women and
31 percent were men. The largest Age Bracket for women and men is 25 to 44 year olds.
Member Domer gave an update as to the number of individuals reach by the FaceBook paver
advertisement. Sales have increased greatly since the advertisements began. Member Enfinger
made a motion to [authorize Member Domer to] expend another $200.00 to continue advertising the
sale of the brick pavers through the Centennial Facebook Page for another four weeks; seconded
by Member Cable. Without further discussion, motion carried unanimously.

G. Time Capsule Update — Member Gaiser
1. Collection from the public will begin at the Heritage Festival.
Following a brief discussion, the CCAHC agreed that there should be a specific booth with signage
at the Heritage Festival where sponsors as well as the public can bring their submittals for the time
capsule. Member Gaiser will be operating the booth by inventorying and collecting all the items. The
items will be stored in the Clerk's Records Room after they have been inventoried.
Any items that are questionable will be brought before the CCAHC for an official decision to accept
or reject it. Member Elsken was asked to feature an article on the collecting of items for the time
capsule and use the information from the July 13, 2015, meeting to list what is acceptable. CCAHC
Members were directed to ask their respective organizations to consider items to donate.
VII. NEW BUSINESS
A. Discuss scheduling of September meetings — Clerk Gamiotea, ATTACHMENT #4
Clerk Gamiotea reported that the regular meeting dates for the CCAHC meetings would be on Mondays,
September 14, and 28, 2015. Due to circumstances beyond the City Council's control, they were
required to change their September meeting dates in order to conduct the adoption of the annual budget
from September 1 and 15 to September 14 and 28. Following a brief discussion, it was agreed to
change the meetings in September to be on held on the 15th and 29th with the time remaining at
5:30 p.m.
ITEMS NOTED FOR INFORMATION:
Chair Mixon reported that the Adam Bryant Minimal Regatta will be held at the Scott Driver Park,
10100 West Highway 78, on Friday, October 2, from 4:00 to 7:00 PM with games, food, dancing, live
entertainment, and a fireworks show at 8:00 PM. The race is on Saturday, October 3, starting at 9:00
AM, this year's theme is "100 Years of Okeechobee." In previous meetings the idea of conducting a
paddle decorating contest was considered, however the contest was not able to come together for this
year.
Clerk Gamiotea reviewed and discussed with the CCAHC the City's procedures for Fiscal Year End
expenditures of September 30, 2015. All items need to be submitted to her office as soon as possible.
The Finance Department will be issuing their annual memorandum giving the departments two
deadlines, one will be the final day to make non - emergency or normal operational purchases, and the
other is the final date to submit any purchases to be paid from the current budget funds. She will forward
the deadline information on to everyone upon receipt.

There being no further items on the agenda or discussion offered, Chair Hoover adjourned the meeting at
6:43 p.m.

Report to the Centennial Committee on Heritage Day Festival.
The committee met for the first time on Wednesday, August 19th. Present at that meeting were: John
Williams, Magi Cable, Ron and Jacque Hayes, Bill Hendry, Willie Johns, Melissa MontsDeOca, Dionna
Farmer, Kim Wolff, Herb Smith, David Allen. Also on the committee but unable to attend are Audra
Clemons, Susanne Clemons, Phoebe Raulerson, Brian Trimble and Debbie Clements.
At this meeting we discussed the overview of what we wanted the event to be. We determined who
would be in charge of different aspects of the event and set a schedule for certain events (ie:
Okeechobee Community Theater performances, Okeechobee High School Band performances, Gordie
Peer and Mural discussion).
Melissa, Kim, Susanne, Audra, Phoebe, Debbie and Brian will focus on getting different aspects of the
agriculture community involved in displays and presentations. Cow camp and food done by various
student groups like FFA and 4H.
Dionna and Magi will work on logistics, school involvement and incorporating what OFC does for
Heritage Day into our plans. Getting ROTC to help with parking and perhaps clean up.
Ron and Jacque will focus on their performances.
John will work on music, Gordie Peer and cane grinding displays.
Carl Cable will provide the sound system for the stage (a flatbed that Melissa M will provide)
The Public Works department will help with set up, provide signage for parking and provide generators if
we need them. He will also provide barricades for areas.
The Fire Department will be on site with emergency vehicles as well as having fire trucks for display for
children's activities. They will also provide water to drink.
We meet again on Wednesday, September 9th to review what has been accomplished by each
"subgroup"

HISTORICAL HIGHLIGHTS OF OHS SPORTS
In honor of celebrating the City of Okeechobee's 100th birthday,
the Centennial Committee presents a flashback of OHS Sports in its early years...
Sports have long been a prominent part of the heritage at Okeechobee High School with the
first squads forming in the 1920s featuring baseball, basketball and track. It's not exactly
known why the first mascot was the "Purple Tigers," however under this designation the
squads set high marks for their respective sports. The baseball team of 1929 was
considered the best team Okeechobee
would have for many years to come,
almost winning a state championship
if not for their starting pitcher being
ineligible. The 1929 football team is
considered the best in OHS history,
scoring 164 unanswered points
throughout the season. The girls'
basketball team went undefeated in
1934 and the boys' team finished with only one loss.

Sometime in the late 1930s the mascot changed to the "Fighting Catfish." One of the biggest moments for the Fighting Catfish came in 1942 against fierce
rival, the Fort Pierce Fighting Eagles, was handed their only defeat amongst the numerous times the two teams had met. Although the band had been around
in some capacity, the Marching Band became official in 1945. Majorettes and cheerleaders kept the crowd fired up during games. OHS would remain the
"Fighting Catfish" until 1951, when the mascot became the "Fighting Brahmans."

The Okeechobee High School Band was Organized January 11, 1945.
It began with eight members, the present membership is fourty -one.
Plans are now under way for equiping the band with uniforms.
