CALL TO ORDER — Chairperson Mixon In the absence of Chair Mixon, Vice - Chairperson Hoover called the Centennial Celebration Ad Hoc Committee (CCAHC) regular meeting to order on July 13, 2015, at 5:32 p.m., in the Council Chambers at City Hall, 55 SE 3rd Avenue, Room 200, Okeechobee, Florida 34974. III. AGENDA - Chairperson Mixon A. Vice -Chair Hoover asked whether there were any requests for the addition, deferral, or withdrawal of items on today's agenda. Clerk Gamiotea requested to withdraw New Business Item B and add New Business Item C, which would involve a discussion on the merits of purchasing an advertisement in the Brahman Athletic Association's All Sports Program. Additional attachments were distributed for Items V.A., VI.A.1., VI.H., and VII.C. CCAHC — July 13, 2015 Meeting - Page 1 of 5 IV. MINUTES — City Clerk A. Motion and second by Members Cable and Turgeon to dispense with the reading and approve the Summary of Committee Action for the regular meeting of June 8, 2015. Without discussion, motion carried unanimously. V. FINANCIAL REPORTS — Budget Liaison Williams A. Review the Profit and Loss Reports. Two financial reports were prepared by the Finance Department and distributed. One listed expended and obligated costs through July 1, 2015, items paid totaled $31,167.00. There are obligated expenses that have not been processed for payment, a portion of those were included in the report that related to the purchase of brick pavers and the Historical post card books. The second report listed receipts through June 30, 2015, being $52,798.98. There were multiple questions regarding the format of the reports. Member Williams will meet with Finance Director Riedel to discuss optional formats that would show a simplified revenues versus expenditures report. VI. REPORTS AND UPDATES A. Updates on Official Centennial Events and Approved Partnered Events 1 Debriefing of the Birthday Bash Event - Member Turgeon, ATTACHMENT #3 Member Turgeon reported that the Birthday Bash was a success and she had received numerous compliments on the content of the event in addition to how well organized the entire affair had been. Member Turgeon also supplied a guide for future event planning to help other Members as part of Attachment Three. 2. GFWC Centennial Monthly Movie in the Park, August 8 — Chair Mixon There was no information available at this time. 3. Historic Bus Tour, September 19 and October 17 - Member Cable Member Cable reported there are 31 tickets available for the September 19 tour and five tickets for the October 17 tour. 4. Heritage Festival and Historical Play Planning Update — Member Williams, ATTACHMENT #1 The Heritage Festival will be held October 10 at the Okeechobee Freshman Campus (OFC) and will feature a Historical Play by the Okeechobee Community Theatre with multiple performances throughout the day, in addition to the other festivities. Member Williams requested input from the Committee as to whom and what to include and how to schedule everything for a smooth event. Suggestions were offered to Member Williams to contact the following individuals to participate or be on his sub - committee: Paula Williams, Debbie Clements with the Extension Offices for 4 -H and Agriculture Ventures, Melissa Montes De Oca for the Cattlewomen, AnaJane O'Steen, the OHS Band, Mrs. Dionna Bunyard Farmer, OFC Heritage Day Coordinator, Monica Clark, Council Member Watford, the Historical Society and Tantie Quilters, Cattleman's Association, representatives from the dairy and beef industry, the Seminole Tribe, Buckhead Ridge Fire Department to do the fish fry, as well as any locals who can cook Swamp Cabbage. Clerk Gamiotea read the entry noted below to the Committee from the August 11, 2014 Minutes which stated suggestions for what should be at the Heritage Festival: "Host a Heritage or Founders Day on Saturday, October 10, 2015, to commemorate Peter Raulerson moving his family from Bassinger to the Bend (Taylor Creek, in October of 1896). Featured food items should be a fish fry, fried deer, and swamp cabbage, with the possibility of a wagon train from the parks to the location of the event. There could be a periodic dress contest, games, rides, and demonstrations of pioneering trades such as a black smith, tanner, fisherman, and many others." CCAHC — July 13, 2015 Meeting - Page 2 of 5 VI. REPORTS AND UPDATES CONTINUED Member Cable suggested a schedule for all events, spacing the Historical Play in between other events that would need to be set at certain times and leaving others to operate all day as normal. Member Giddings added to use a temporary stage and rotating shows and the play in and out as the event goes on. It was agreed that the celebration should not last all day, but instead be a set number of hours with the shows or demonstrations spaced out but not so long that people lose interest. No official action was taken. B. Capital Improvement Projects to Commemorate the Centennial 1. City Hall Front Walkway Project - Member Hoover /Director Allen a. Fifteen Brick Pavers have been sold to date. The artist rendering is being implemented. b. There are 22 Sponsorship Paver Order Forms pending. Weekly reminders are being emailed with a copy of the form. It was noted to add which Brick Paver size they should choose to assist them. C. Fundraisers and Sponsorship Reports - Clerk Gamiotea 1. Tervis Tumblers: Clerk Gamiotea reported that 347 tumblers have been sold as of July 10 and there are 253 available for purchase. 2. Sponsorships Report: 18 Pioneers and 26 Settlers (same as previously reported) Clerk Gamiotea suggested again that the CCAHC consider changes to the sponsorship packages or offer specific event sponsorships as no one is interested in them since the conclusion of the Gala. The matter will be considered when events for October through December are presented with their preliminary budgets. Fans engaged from USA: 1,991, Canada: 3, South Korea: 1; Australia: 1, Sweden: 1, Brazil: 1. Of that, 68 percent were women and 31 percent were men. The largest Age Bracket for women and men is 25 to 44 year olds. Member Domer reported that a four week advertisement has been purchased for Facebook and that the Brick Paver rendering is now on the site. Member Turgeon suggested adding more pictures to the sites as they have seemed to draw more traffic in the past. 2. Twitter has been updated with the Brick Paver artist rendering. 3. Instagram has been updated with the Brick Paver artist rendering. E. Media Liaison Update — Member Turgeon Member Turgeon reported that she has been incorporating the press release into her announcements and WQCS is still very open to advertising as long as events are free to the public. WOKC is also still available and are always happy to help the Committee out. F. School /Cultural Liaison Update — Member Enfinger No report was available at this time. G. Time Line Update — Member Cable Clerk Gamiotea noted that a revised invoice from Custom Graphics is needed to finalize their payment. H. Time Capsule Update — Member Gaiser 1. Need to establish length of time for the capsule to be sealed, 50 or 100 years The Committee fully agreed to not establish a specific time period for the capsule to be opened. Member Gaiser briefly reviewed the Attachment she distributed, which noted things that should or should not be done when creating a Time Capsule such as not burying the capsule and being sure not to include any materials inside that may corrode or rust. Items to date that need to be included, with laminated or protective covers are: Okeechobee News Editions highlighting Centennial events; Okeechobee The Magazine Centennial coverage; Okeechobee Historical Society Centennial ornament; Historical Timeline compilation; Map of city showing various annexations and any proposed additions; Gala menu and evening's events; Copy of Scavenger Hunt clues; List of sponsors organized into Pioneer /Settler; Brick Paver donors; Schedule of events for the January 2015 kickoff; Copy of Birthday Bash event with dates; Copy of Heritage Festival plans; Copy of Frolic /Christmas festivities; List of coding manual and other policy items; List of civic improvements and dates; Current census data; Copy of OHS Graduation program; Centennial lapel pin; dog tags; Genealogies for pioneers, settlers and prominent families; a Centennial Tervis Tumbler and a list of Okeechobee businesses. Clerk Gamiotea reported an inventory list has been started, some of the items noted above are already included. 2. Collection from the public will begin at the Heritage Festival. VII. NEW BUSINESS A. Consider a request to display the time -line banners for a 6 -week exhibit at the Historic County Court House — Member Turgeon, ATTACHMENT #2 As curators for the Historic County Courthouse exhibits, Okeechobee Main Street would like permission to display the time line banners for six weeks at an art exhibit that will be scheduled for mid October. The Arts and Culture Committee of Main Street will work with the local residents and the Historical Society to bring a collection of historical photos to the courthouse and feel that the incorporation of the time line banners would be a great addition. Clerk Gamiotea noted that the only issue would be that the banners would need to be brought back during the Tree Lighting and Open House. Member Turgeon CCAHC — July 13, 2015 Meeting - Page 4 of 5 VII. NEW BUSINESS CONTINUED stated that would not be a problem and she hoped to have them back at the end of November. The consensus of the CCAHC was to approve the request. B. Discuss the use of the Centennial logo within advertisements by for - profits /businesses /individuals who are not an approved Partner or Sponsor of the Centennial — Clerk Gamiotea This item was withdrawn from the agenda. ITEM ADDED TO AGENDA: C. Consider purchasing an advertisement in the All Sports Brahman Program for the brick pavers — Vice - Chair Hoover, ATTACHMENT #4 Vice -Chair Hoover suggested raising Centennial awareness with an advertisement in the All Sports Program which raises money for all of the Brahman sports. The program would be published and distributed at the first football game in September and sold all throughout the year. The prices for the advertisements are: $250.00 full page, $150.00 half page, $100.00 quarter page or $50.00 eighth page and a $25.00 fee for the advertisement design, if necessary. Member Elsken informed the Committee her design team could create the advertisement with the Centennial logo as well as upcoming events and Brick Paver sales information on it. Vice -Chair Hoover added that the deadline is August 1 for the purchase of any advertisements. Member Williams made a motion to approve a full page advertisement in the 2015 All Sports Program in the amount of $250.00; seconded by Member Cable. Motion carried unanimously. VIII. (863) 763 -1307 ABOUT THE PLAY: SPIRITS OF OKEECHOBEE is an original play written especially for the Centennial, highlighting several of the very colorful people and events which have been a notable part of Okeechobee's history over the past 100 years. The cast will perform dramatically- staged vignettes about our first female doctor, Anna "DocAnner" Darrow; our legendary sheriff, Pogy Bill Collins; the female member of the notorious rum - running and bank - robbing Ashley Gang, Laura Upthegrove; plus Judge Henry Hancock; and a segment on the disastrous hurricane of 1928. Along the way, mention is also made of the Battle of Okee- chobee, the settling of the area by Peter and Louisiana Raulerson, and the role played by railroad tycoon, Henry Morrison Flagler in the early growth of the town. It concludes with a nod toward the future, and what Okeechobee can aspire to become over the next 100 years. The show incorporates musical clips selected from among a surprising number of recorded songs that exist about Okeechobee. Running time will be approximately 35 to 40 minutes. LOGISTICS: The production is designed to fit in with the Heritage Day Centennial event scheduled for October 10th Much like an attraction at a theme park, it can be performed at several pre - scheduled times during the day (such as every hour on the hour), allowing convenient chances for people to see the presentation, sandwiched between visits to other displays and attractions which are a part of the Heritage Day activi- ties. As each performance begins, the doors of the auditorium will be closed, and no one else will be admitted during the run of that particular presentation. Because the show requires stage lighting, music and sound effects, it must be performed in the Fresh- man Campus Auditorium, where all of the Okeechobee Community Theatre's production equipment is housed. Therefore, performances are contingent on the Heritage Day event being held on the grounds of the Freshman Campus, as we have been told it would be. BUDGETING: The Okeechobee Community Theatre wishes to present the play as our gift to the people of Okeechobee for the Centennial. We are requesting no financial assistance from the Centennial Committee, and admission will be free to all visitors who wish to see the show during that day's scheduled performances.
