1966-03-08 Regular998 March 8, 1966 ? The City Council of the City ef Okeechobee, Florida, met in regular session at the City Hall on the above date at 7:00 P. M. with the following present: Mayor Dunham, President Mc Crecklin, Councilmen Gardner, Hunt, Walker and Watford with Attorney Hendry and Clerk Spivey~ Minutes of the meeting held February 8, 1966 were read and approved as read. The Council granted request. Mr. B. Patterson commended the Garden Club for the splendid work they were doing. A group representing the Moose Lodge was present requesting Council approval to change beer license to club room license. Councilman Gardner moved to amer~ present motion and grant permission to the Moose Ledge to have a Club Room license, for members only, secende~ by Council- man Watferd and carried. Baird Patterson represe, nting Chamber of Co~erce expressed their appreciation for the City's past cooperation and financial aid and requested the city to sod the Chamber of Commerce greu~s at approximate cost of $250.00. The Council informed Mr. Patterson that there was ne money available at this time for this but would consider matter in next budget. Mr. Pilgrim was present requesting permission to place a trailer on lots north on 441 on west side of highway, north of S. A. L. railroad. Mayor Dunham and Mr. Pilgrim to meet for further discussion on matter. Chief Thomas and Policemen were pre~n~ requesting information as to progress being made on retirement for city employees. Attorney Hendry to investigate matter with office of State Treasure regarding police and fire employee retirement. Mayor Dunham to request a representative from Fort Pierce Police force to meet with Council to discuss retirement. The Council discussed train speed within the City also several matters relating to recent train and truck wreck were discussed. Attorney Hendry reported on a meeting of the County Commission-, ers and S. A. L. representatives and one matter discussed was regulating train speed within city limits. The Clerk presented a Resolution adopted by the County Commissioners regarding traim speed in city limits. After discussion the Council withheld action at this time. 1000 Mayor Dunham reported a number of complaints from citizens requesting that the 12 o'clock noon siren be discontinued. The Council agreed to discontinue blowing the 12 o'clock neon siren for present time. Councilman Gardner presented the following Ordinance and moved its adoption and upon being seconded by Councilman Walker was put to a veto and unanimously adopted: ORDINANCE NO. AN ORDINANCE AMENDING ORDINANCE NUMBER 298 AND FIXING AN AMOUNT FOE WATER DEPOSIT. BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF OKEECHOBEE, FLORIDA: SECTION 1. That section 2 of Ordinance No. 298 ef the City ef Okeechobee, Florida be, and it is, hereby amended te read as follows: The tappage fee for making service connections by the City of Okeechobee, Florida, shall be: a. 3/4 inc~ pipe $ 45.00 b. One inch pipe 85.00 c. One and one-half inch pipe 160.00 d. Two inch pipe 225.00 The City shall make all conncections te meter and/er meter box and shall ~urnish the pipe, saddle, tail pieee, meter, meter box and all other materials required for the completion of said tappage. SECTION 2. All new water consumer accounts shall be required to make the following water deposits with the City ef Okeechobee before water service is extended: a. Residential use $ 15.OO b. Commercial use 20.00 c. Coin Laundry and industrial - To be established by application to the City Council. Audley Dunham Mayer Councilman Gardner recommended that Lester Smith employee in Street Department be given $5.00 per week salary increase. Matter referred to adjourned meeting te be held March 15, 1966. Councilman Watfor~ reported a cost of approximately $135.00 to install carpet in the Police Office. A discussion was heard afterwhich the Council agreed to install tile instead of carpet due to it being more suitable and durable. Councilman Gardner reported a request for a street light on west 12th street from Mrs. R. H. Coffman. The Council agreed to add request to street light list. Also reported a request from Ray Stiles for children at play signs for Osceola & Sherman Boulevard. Request was granted. 1001 Councilman Walker moved to purchase one new fire h3rdrant and repair hydrant to be removed, seconded by Councilman Ga~lner and carrY, ed. Several letters had been received from neighboring towns in regards to a questionaire from City of Okeechobee, pertaining to operation of Fire Department and Velunteer Firemen. Matter referred. to workshop meeting. The Council agreed that due to cir~llmst~ance, no adjustment be made on "Ch~,q__s Place" water bill paid by James Garcia. Upon motion the Council adjourned. PRESIDENT CITY COUNCIL ATTEST: ~-~~ ~~ CITY C~RK ~ March 15, 1966 The City Council of the City of Okeechobee, Florida, met in regular adjourned session at the City Hall en the above date at S~15 P. M. with the following present: Mayor Dunham, President Mc Crocklin, Councilmen Gardner, Hunt, Walker and Watford with Clerk Spivey. Pursuant to notice published in the Okeechobee News regarding a public hearing to re- zone Lots 1 ar~ 2, Block 163, Original Town of Okeechobee from Industrial to Commercial, President Mc Crecklin asked if there were any ebJections. No objection was heard or filed. Therefore Council- man Gardner moved to rezone the above described property from Im~ustrial to Commercial, presenting the following Ordinance and moved its adoption and upon being seconded by Councilmaa ~atford was put to a vote and unanimously adopted: ORDINANCE NO. 271 -~ ORDINANCE AMENDING ORDINANCE NO. 271, BEING AN ORDINANCE ESTABLISHING ZONING REGULATIONS FOR THE CITY OF OKEECHOBEE, FLORIDA, AND PROVIDING FOR THE ADMINSTRATION, ENFORCEMENT AND AMENDMENT THEREOF PURSUANT TO THE PROVISIONS OF CHAPTER 176, FLORIDA STATUTES, 1953. WHEREAS, application has been made by J. H. Ward, requesting this Council te rezene from Industrial to Cemmercial Lets 1 and 2, Block 163, Original Town ef Okeechobee, and WHEREAS, notice ef intention to amend City Zoning Ordinance Ne. 271 regarding said application was duly published according to law, and WHEREAS, on the 15th day of March, 1966, a public hearing was held in the City Council room pursuant to said notice, and WHEREAS, it is deemed to the best interest ef the City ef Okeechebee te grant said application; now therefore BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OKEECHOBEE, FLORIDA: SECTION 1. That Lets 1 and 2, Block 163, Original Town ef Okeechobee, be and are hereby rezened from Industrial to Cemmercial effective March 15, 1966. SECTION 2. That the application requesting rezening and proof ef publication te amen~ Zonimg Ordinance No. 271 published in connection with the above applicatien te this Ordinance and become a part hereof. SECTION 3. That the City Clerk make the appropriate change on the City Zonin~ Map in accordance with this Ordinance. PASSED AND ADOPTED this 15th day of March, 1966.
