President Russell V. Domer presiding.
Councilmen Edward W. Douglas, Ji~ Knight a~d Lytle Raulerson were
present. Councilman Lavon Bass was absent.
Others present were: Au41ey Dunham, Mayor; David Conlon, City
Attorney; 01eh Godwin, Fire Chief; E. H. Reutebuch, Assistant Fire Chief;
Sylvia Christian, Acti~ City Clerk and Lola Parker, Deputy Clerk.
CITY AND COUNTY FIRE DEPARTMENT MERGER DISCUSSION
Councilman Raulerson stated that he had been contacted by County
Commissioner Lashley regarding merger of the City and County Fire
Departments. He said the County proposed to take over operation of the
Departments and the City pay a pro-rata share for the operation~ one of
their primary needs at this time is the communications equipment to
reach County wide which we now have.
Discussion of this subject followed:
1. If Departments merge and County supervised~ City needs guarantee
there will be complete fire protection for the City. Suggestion was
made that #4 Fire Truck be reserved for City use only~ and to remain in
City while it might be answering a County fire call.
2. City tax payers have paid for City fire equipment. What pro-
rata share would County expect City to pay for services?
3. DouDle taxation for City residents.
4. Monies now owed to the City by County For past services,
fire hydrant charges~ also filling their trucks from City Fire Hydrants
without reporting amount of water used. The outstanding account will be
questioned after City Audit and will not be acceptable to State of
Florida on annual report.
5. Would City facilities be used as central station with sub stations
where nee4ed?
6. County operate the department with their Chief?
7- Possibility of County purchasing equipment and leasing building
or leasing both equipment and building.
8. City-County Consolidation.
Councilman Knight moved to send an outline of subjects discussed
to the Board of County Commissioners a~king ~hat they make their pr-
posal or merger to the City of 0keechobee~ seconded by Councilman
Raulerson and vote carried.

There being no further business, President Domer declared the meeting

The City Council of the City of 0keechobee, Florida, convened in
Regular Session in the Council Chambers at the City Hall, 0keechobee,
Florida, at 7:00 P.M., Tuesday, July 11, 1978.
President Russell V. Domer presiding.
Councilmen Lavon Bass, Edward W. Douglas and Lytle Raulerson were
present. Councilman Jim Knight was absent.
Others present were: Audley Dunham, Mayor; David Conlon, City
Attorney; L. C. Fortner, Director of Public Works; Larry Mobley, Police
Chief; E.H. Reutebuch, Assistant Fire Chief; Sylvia Christian, Acting
City Clerk and Lola Parker, Deputy Clerk.
The Invocation was offered by Councilman Edward W. Douglas.
COUNCIL ON AGING
Erna J. Barnes, appeared before the Council to submit a request of
$1,200 to be allocated in the 1978-1979 Budget of the City of 0keechobee.
The Council informed Ms. Barnes that her request would be given every
consideration when Budget Session start.
WATERWORKS IMPROVEMENTS - RESERVOIR ADDITION - CONTRACT NO. 77-1151
Attorney Conlon informed the Council the contractor on the clearwell
had not furnished a bond, and it has been a month since bids were accepted.
He stated the contractor had approached Director Farther and informed him
that he was having problems with his in~urance company and he wandered
if the City would accept a first mort~e or some type lien on some
acreage he owns in Highlands County. The property is supp&se to be well
worth the amount of his contract amount of what his bond would he which
is $250,000. Attorney Conlon advised Director Fortner this could not be
