1978-05-16 Recessed 2277 RECESSED MEETING TUESDAY~ MAY 16~ 1978 The City Council of the City of 0keechobee, Florida, convened in Re'eessed Session in the Council Chambers at the City Hall, Okeechobee, Florida, at 7:00 P.M., Tuesday, May 16, 1978. President Russell V. Domer presiding. Councilmen Edward W. Douglas, Jim Knight and Lytle Raulersmn were present. Councilman Lavon Bass was absent. Others present were: Audley Dunham, Mayor; L. C. Fortner, Jr., Director of Public Works; David Conlon, City Attorney; Don Shepherd, Engineer and Sylvia Christian, Acting City Clerk. Members ~rom Beachwater Association: Fmank Broome, Curtis Wright, Leland Pearce, Shelby Helton and J. H. Weaver, Engineer~' BEACHWATER ASSOCIATION AGREEMENT PRSPOSALS President Domer brought the Meeting to order and turned the meeting over to Beachwater Association's Engineer, J. H. Weaver. Mr. Weaver informed that the City now guarantees 500,000 gallons of water per day. He stated that he had advised the Beach Association to agree to the 1 million gallon clearwello He recommendedthe Beach Association go along with the $75,000 dollars. City Engineer, Don Shepherd and Beachwater Engineer, J. H. Wemver to work out formula to apportion. Following a lengthy discussion the following proposals were made bet- ween the City and Beachwater Association: 1. Beachwater Association agrees to cnntribute $75,000 dollars to clearwell. 2. Beachwater Association agrees to participate in future expansion when 80~ of the 2.8 million gallons per day is reached. ~. Formula to be worked out between City Engineer and Beachwater Engineer subject to the approval of both boards. 4. Beachwater Association agrees to give advance notification and approval to the City before taking in vast new areas of territory for service. 5- Request that the City agree to increase daily water supply to Beachwater Association fmom 500,000 gallons per day to 1,000,000 gallons per day. More discussion at a later date. 6. To correct boundary to include service areas i~ Glades County. With no further discussion the Meeting Recessed. LOCAL GOVERNMENT COMPREHENSIVE PLANNING ACT - ZONING - SECOND HEARING - FINAL HEARING It being the hour of seven o'clock the Public Hearing was opened. President Domer asked if ~here was any one present with a request for zoning. see pag~ There being no one with a request President Domer declared the 2311 0re.. #402 meeting adjourned and went into a Recessed Meeting at 8:00 P.M. from the Meeting of May 9, 1978. Follswing discussion Councilman Bass moved to accept and implement zoning, seconded by Councilman Knight and vote carried. BE~CHWATER ASSOCIATION - CLEARWELL President Domer questioned if there was any information on the Beachwat er situation. Director Fortner stated that Don Shepherd, Engineer, had informed him there were ten sets of plans out on the clearwell. SEWER LINE - U - SAVE PLAZA - ROYAL'S Director Fortner submitted a letter from Mr. J. Andrew Bever which state~ that his Company does herewith warrant that they are willing to share with Royals the cost incurred in the installation of the sewer line which has been committed to them.
