H. H. Marsh was present requesting sewer line extension to his new home in Block 146. The
Council reported that the extension would require several manholes and cost would be in excess of $2000.00.
At present their are six prospective users. Councilman Gardner moved to make extension, seconded by
Councilman Warlord. Counci~an Walker offered an amendment to the above motion to study the exac~ cost of
project before a vote is taken on above motion. No action taken on amendment. Voting yes on the above
motion: Council~,en Gardner and Wat~6rd. Voting no: Councilmen Walker and Hunt. President Mc Crocklin
voted no. President Mc Crocklin vacated chair. President PreTem Gardner presided. Councilman Mc Crocklin
moved to study and find out if the money for the extension could be raised and determine the definite cost
and if money poves available to proceed with sewer extension, seconded by Councilman Walker and unanimously
carried.
Attorne~ Charles Wm. Stone of Ft. Pierce, Florida, was present representing Mrs. L. E. Origgs in
the .matter of a Garbage Franchise and presented a proposed Garbage Franchise for the Council's study and
approval.
Joe Thibeault of West Palm Beach, Florida, was present regarding the Garbage Franchise verbally
stating his proposal and later presenting a written proposal. A letter of recommendation for Joe Thibeault
was presented to 'bhe Council from Lake Lytal, County Commissioner of Pal_~a Beach County.
The Coua$il agreed, to study matter and would notify person the Garbage Franchise was awarded to.
Attorney Lester Jennings, representing Okeechobee Beach Wa bet Association, Inc. was present
regarding the purchase of water from City to furnish residents on west lake front, stating it was proposed
that approximatel~ 77,000 gallons of water would be eonsumed per day in the year 1965. Councilman Hunt
presented the cos b of producing water in the clear well for 1963 as $0.1486 cost per thousand gallons.

After discussion Counci!m~.~ Gardner moved to sell to Okeechobee Beach Water Association, Inc. water at
$.26¢ per thousand g~llons for .period of one yea¥, plus electric bill and all pump repair, six years at
cost plus $.10~ per thousamd gallons, subject to details being worked out by Attorney Jennings and Attorney --~
Hendry, seconded by Counci~n Walker and unanimously carried.
Supt. Williams r~port~d a request from the Church of God Prophecy in Block 31, City, North on
State Road $~41, stating 'that it would require a 30 foot by 18 inch culvert. Councilman ~alker moved to
purchase required culvert and install seconded by Councilman Gardner and carried.
Councilman Walke~ reported that Gilbert Culbreth had requested ~that the City reimburse him for
a water line extension tha$ he ~nstalled in Cypress Quarters several years ago. Matter tabled for further
investigation,.
Councilman Walke~ reported a request from Ray Raulerson for a water line extension to his home
on West First Street, bei~g loQated outside of the city limits. Said extension would require approximately
llO0 feet of pipe. It was agreed to quote a price of 6~ per foot for pipe and use of ditching machine.
Councilman Walke~ re~rted a request from Harry B. Elliott for a water line extension to property
on west 12th Street. It ~-~as t~e consensus of the Council that their was an insufficient water supply in
that area since this extension ~ould be connected to Mc Carthy Water Company water line.
Councilman Walke~ repgrted a street light request from Ray Mullis. The Council added this to
the list of requested street l~hts.
Councilman Watfo~ p~sented the following Ordinance and moved its adoption and upon being
seconded by Councilman Ga~er was put to a vote and unanimously adopted:

THE PA~KING OF HOUSE TRAILERS AND THE OCCUPANCY THEREOF WITHIN THE CITY
OF OKE~HOBEE, FLORIDA, AND PROVIDING A PENALTY FOR THE VIOLATION OF IT~
Be It ~rdained By The City Council of the City of Okeechobee, Florida:
That S~ction 2 of Ordinance No. 294 be and it is hereby amended to read as
follows:
Sectio~ i. A. Emergency or temporary stopping or parking of house trailers
shall be permitt ~d on any street, alley or highway or other public place for not longer
than four hours, subject to any other and further prohibitions or limitations imposed
by the ordinances of the City of Okeechobee, Florida.
B. House trailers may be permitted on land zoned for co~nercial
uses as display Gr for sale, but not to be occupied as an office or living quarters.
C. General contractors may obtain a temporary permit, for a
period of time not exceeding 120 days, to park a house trailer on the site of con-
struction for use as an office or quarters for a nisht watchman during the period
actual constructien; said permit to be issued upon the recommendation of the City
Building Inspecto~ and payment of a ~permit fee in the amount of Ten Dollars.
D. House trailers may be permitted on a temporary basis up to
six months durat~n in certain hardship cases when the following conditions are met:
(1) Upon investigation and recommendation of the Mayor.
(2) Payment of a pe~ait fee in the amount of Ten Dollars.

Council?an Gardner reported a request for a sewer line extension to the new Sunoco Service Station
on South Parrott Avenue which woudl require approximately l~ feet of pipe. The Council agreed that no
grease be allowed in the sewer. Councilman Gardner moved, seconded by Councilman Walker and unanimously
~arried to grant request and install 6 inch sewer line with provision that a seperate grease tramp be in-
stalled. Supt. '~illiams, Councilman Gardne~r and Building Inspector White to contact the Contractor ~f'~the
job regarding this matter.
Councilman Gardner reported street light request at entrance of Wilcox Shores and ~th Street and
Pensacola Street. Matter taken under advisement and added to list of street light request.
Presideat Mc Crocklin reported that he had a letter from Joseph C. Woolf, Secretary-Treasurer of
Florida Water and Sewage Works Operators Association, offering his services to come to Okeechobee and
study the sewer operation problems. The Council agreed for President Mc Crocklin to invite him here
providing his fee would not be in excess of $100.00.
Councilman Watford discussed the need of a vehicle to be used for picking up dogs. Councilman
Watford moved to purchase truck 195t Chevrolet from Lewis H. Dreese for $100.00 to be used for dog pick-
up and to apply for proper insurance on truck seconded by Councilman Gardner and carried.
Councilman Hunt moved to put all the City's insurance up for bids, seconded by Councilman Walker
and unanimously carried.
Councilman Hunt reported the purchase of i - $1,000.00 Series A. Refunding Bond #106 at 90¢ from
John D. Talley less January i and July i interest coupons.
Councilman Walker moved to accept bid from Birdsall COnstruction in the amount of $?,~50.00 for
relocation of l~ inch raw water intake and to notify Brockway, Weber & Brockway Engineering Firm of
acceptance of bid~ seconded by Councilman Hunt and unanimously carried.
Upon reView of the Registration Book of qualified voters the following names were ordered stricker
from the City ~egistration B6ok. The Clerk was instructed to have list published in the newspaper that any-
one having been s%ricken from~ the Registration Book through error may have their name restored to the
Registration Book by appearing before the City Council at ~:l~ P. M. November 2h, 196h.
