CALL TO ORDER - Chairperson Mixon Chairperson Mixon called the July 28, 2014, regular meeting of the Centennial Celebration Ad Hoc Committee (CCAHC) to order at 5:33 p.m. II. III. AGENDA - Chairperson Mixon A. Chairperson Mixon asked whether there were any requests for the addition, deferral or withdrawal of items on today's agenda. There were none. IV. MINUTES - City Clerk, Tab A A. Member Enfinger moved to dispense with the reading and approve the Summary of Committee Action for the regular meeting of July 14, 2014; seconded by Member Hoover. Motion carried unanimously. V. REPORTS FROM LIAISONS /COORDINATORS A. Budget Liaison - Member Williams, Tab B Included with the agenda packet was a proposed Payment Request Form to be utilized by the CCAHC Members as a means to track requests for expenditures and their approval. CCAHC — July 28, 2014 Meeting - Page 1 of 4 V. REPORTS FROM LIAISONS /COORDINATORS CONTINUED A. Continue the Budget Liaison Report Member Williams distributed a revised version of the form now entitled, "Approval /Payment Request Form," and included minor revisions to clarify who is to use the form, as well as adding language for pre - approval. The form is to be used when a member has a potential expense, they would submit it for consideration to approve or to request funds. Upon approval of the item by the CCAHC, the form is to bej forwarded to Administrator Whitehall for approval, and the City Council for final consideration when rewired. Member Domer asked for clarification whether it would necessary to use the form when the expense is going to be an in -kind service, such as the situation with promoting the Social Media Accounts. He is providing the payment, and does not envision a request for reimbursement. Member Williams responded that he would prefer the use of the form no matter the situation for tracking all expenditures, and to protect the CCAHC Members (this could include requests for payments, requests for reimbursements, an in -kind expense made by a CCAHC Member, or a non - designated donation). There being no objections, the form will be implemented immediately. No official action was necessary on, this item. B. Social Media Liaison — Member Domer, Tab C Member Domer reported that the Facebook page is becoming more popular with 956 likes as of July 24, and has reached over 4,000 people. The Twitter and Instagram accounts are also flourishing, with the hashtag for both being " #okeechobee100." The 'call for an artist' posting on Facebook has had a positive reception. No official action was required on this item. C. Media Liaison — Member Turgeon, Tab D Member Turgeon shared that her press releases were circulating throughout the Okeechobee Main Street and organizations. The community has been enthusiastic and shown an interest in the potential events. She encouraged members to notify her, through the Clerk's Office, of any input and comments. No official action was necessary on this item. D. School Liaison — Member Enfinger, Tab E Due to school beginning on August 18, there was not any new school information to report. Member Enfinger asked for input regarding individuals she should contact to begin working on the cultural aspects of the Centennial. Names offered from the membership were: Ms. Pat Grant, Mr. Chakka Smith, Mrs. Deanna Osceola, Sister Eleanor, Mr. George Rogerson, Mrs. Charlotte Delegall, Ms. Sue Estrada, M. John Ed Burdeshaw and Ms. Bianca Keefe. Chair Mixon instructed members to submit through the Clerk's Office, any additional contacts. No official action was required on this item. E. Historic Time -Line Liaison — Member Cable, Tab F Member Cable reported that she has made significant progress on the historic time -line, with accumulated information up to the year 2000. She is currently focusing on census information to show the population throughout the years. She asked whether there should be a Historical War category to honor the fallen Veterans from different battles. The consensus of the CCAHC was in support of this category, and suggested it coordinate with the Memorial Wall within the Veterans Park. VI. UNFINISHED BUSINESS A. Centennial Slogan — Chair Mixon 1. Chair Mixon received suggestions and /or recommendations for a slogan by the members, which included a copy of a poem distributed by Member Elsken that was published in the 1915 Okeechobee Call newspaper entitled, "It isn't Your Town, It's You." Following much discussion, the consensus was to include 'pioneering' in the slogan, since it depicts the true heritage of the City. Chair Mixon asked whether there were any comments from the public. Mr. Robert Keefe, who was in attendance, expressed his support of utilizing 'pioneering' in the slogan as well. CCAHC — July 28, 2014 Meeting - Page 2 of 4 VI. UNFINISHED BUSINESS CONTINUED A. Continue with the Centennial Slogan 2.Member Williams moved to accept the Centennial Slogan as "Our Pioneering Spirit Continues; Seconded by Member Turgeon. Motion carried with one dissenting vote by Member Hoover. B. Sponsorship Packets — Chair Mixon, Tab / Chair Mixon distributed a copy of a sponsorship packet from Crystal Lakes, Illinois. In reviewing the materials, the paddle decorating contest was also discussed as a possible event to incorporate businesses. The idea is to decorate a paddle (or other item or object) with the Centennial theme and have it displayed for the public to participate in a geocaching or "selfie" event. The winner could receive rewards donated by sponsors. Chair Mixon will continue researching sponsorship packets and will bring the matter back to the Committee at the first meeting in September. C. Brick Pavers Project/Fundraiser for City Hall front walkway — Director Allen /Member Williams At the July 14th meeting, the CCAHC requested Director Allen to research the concept of remodeling the front walkway and entrance of City Hall, using brick pavers, and in conjunction with burying a centennial time capsule. Prior to the start of the meeting, Director Allen distributed information by email to the members from Brick Markers USA, Inc., of West Palm Beach. This company specializes in brick pavers for fundraising. They have a wide variety of types, fonts, clipart and sizes of bricks to choose from. He provided the following estimated information: the entryway is approximately 640 square feet (8 feet by 80 feet). Using the 4 -inch by 8 -inch paver, would require approximately 2,500 pavers. These pavers are $18.00 each when purchased in quantities of 100 or more. The larger sized paver is an 8 -inch by 8 -inch and would require approximately 1,250 with the price of each being $30.00 for quantities of 100 or more. The discussion then turned to the guidelines of allowing company logo's /brands, pre- approved clip art, colors, amount they should be sold for and whether student discounts should be considered. Also, when a Request for Proposals or Quotes could be let by the City to award the project, there are several companies in this line of work. Mr. Keefe asked whether there was a local company that could be considered for this project. Director Allen answered that the City makes every attempt to award bids to local companies; any company would have the availability to submit a bid when the project is advertised. Director Allen was asked to contact Brick Marker to obtain their recommendation for offering limitations to the public for the sake of uniformity and pricing. The issue of when and how the project could be bid needs to be clarified by Administrator Whitehall as well. It was requested that this information be presented at the second meeting in August. D. Offer new or revised dates to the Community Events Calendar — Member Rodriguez, Tab X 1.The Okeechobee County Fair was added to the calendar of events for March 10 through 15, 2015. 2.Chair Mixon added a 5K Ribbon Run scheduled for Saturday, February 21, 2015, sponsored by FOR Okeechobee, Inc. VII. NEW BUSINESS A. Discuss advertising /promotion budget — Member Turgeon Member Turgeon requested the issue of purchasing reoccurring advertising be discussed, and whether there would be a budget for the CCAHC to use to promote centennial functions /event, or would there be any ongoing advertising to promote 2015 as being the centennial year, including the events, and to follow the social media accounts. Following discussion, the consensus of the membership was that events should be advertised individually, once the dates and locations are established. CCAHC — July 28, 2014 Meeting - Page 3 of 4 VII. NEW BUSINESS CONTINUED A. Continue with the discussion of an advertising /promotion budget Chair Mixon requested Deputy Clerk Jahner use the August 11th agenda to specifically address event planning only, any other items including sponsorship packets and brick pavers will not be considered until the August 25th meeting. Member Turgeon volunteered to be appointed as Ilhe Events Liaison to gather and coordinate the ideas of centennial functions. During the above discussion, Member Turgeon advised she received information from WQCS (a radio station located in Fort Pierce), which accesses the coastal area of approximately 70,000 listeners, and has been offered air time with nominal fees, further stating she will follow up with the local radio station, WOKC, to obtain air time and costs in order to have comparisons. Member Elsken advised the Okeechobee News would be interested in trading advertisements of events for sponsorships. B. Consider Centennial Sponsorship Requests Tab K There were no requests for sponsorship offered at this time. C. Hear from other groups /organizations Tab L Chair Mixon asked whether there were any questions or comments from the public. There were none. Member Elsken gave a report based on her meeting with Mr. Ron Hayes of the Okeechobee Community Theater (OCT), and their consideration to participate in the Centennial Celebration. Mr. Hayes was very enthusiastic and conveyed their willingness to be a part of the Centennial theme within their scheduled productions. The 2014/2015 season is set and advertised, therefore anything that would be a special Centennial play, would have to be in addition to the 2014/15 season, or delay iit until the 2015/2016 season. He offered several options with the understanding that he would still (heed to discuss any commitments with the OCT members (at the end of the summer). The first Suggestion was a historical themed program in fall of 2015. Another option was to make modifications to the spring 2015 production of "Egad, It's Rotten Rodney." This is an old- fashioned play that could be tweaked to add Centennial references. The biggest concern was funding that would be needed for costumes, props, scenery, etc., and whether the CCAHC or the City could assist in that area. Once Mr. Hayes has an opportunity to meet with the OCT member, he will follow up with Member Elsken. Chair Mixon thanked her for the good news, and her work on this. VIII. Okeechobee, Florida, 7/14/2014 — The City of Okeechobee Centennial Committee met with great enthusiasm on Monday, July 14 at City Hell. Our school liaison, Member Enfinger, met with the Superintendent of Schools regarding plans to incorporate and involve the schools as much as possible in this coming year's activities. Mr. Kenworthy was very happy to have us include tie schools and looks forward to working with the committee. He did remind Member Enfinger to keep the school calendar in mind when scheduling these activities for the students to participate. Congratulations to Member Enfinger who has also taken on the task of being the committee's cultural liaison. Member Cable oliened the discussion for the historic time -line stating there was a plethora of information for our small city. There was exte4ve discussion, with many ideas presented on ways to use the time -line as we begin planning for our Centennial year. Member Domer talked briefly about the development of the Centennial Celebration facebook page. The page already has close to 1000 liken. The quick response to the Centennial Celebration page shows that our community is looking forward to this great year of celebration and is looking for ways to get involved. The Celebration ommittee is sending out a 'Call to Artist' for logo submissions that will encompass Okeechobee's past and future. These sub issions will become the property of the City of Okeechobee and will be reviewed by the Centennial Committee for final approval and acceptance. The approved logo will be the centerpiece for our celebratory year and will be a part of Okeecholbee History. Be creative and have fun! Submissions must be completed and received by the City of Okeechobee Clerk's office by 4:30 PM on Tuesday August 19th. The Centennial Committee welcomes community input and participation. Input is welcomed at the meetings that are currently scheduled to run on the second and fourth Monday of each month at 5:30 p.m. in the Council Chambers at City Hall, until further notice; these meetings will be recorded in the Public Notice section of the newspaper. Ron is very enthusiastic about the Centennial Celebration and they definitely want to be part of it. Since many of the OCT members are out of town for summer vacations, he would like to have time to discuss this with them before making any firm commitments. The 2014 -2015 OCT season is already set and advertised, so their participation would be in addition to their regular season and /or part of the 2015 -2016 season. He likes the idea of having some kind of historical pageant or program, which could be in addition to their regular season. He suggested a short program that could be done multiple times in conjunction with other festivities, so that audiences could catch one of the showings, while those who were waiting for the next showing would be occupied with another aspect of the celebration. This could be done sometime in the summer, although the first week in June the actual city anniversary) would not be an option since there are so many school - related conflicts that week. An alternative idea would be to have a historical - themed program as their fall 2015 offering as part of their regular 2015 -2106 season. This could be a special program written about Okeechobee (if they don't do the separate summer program) or it could be another,play that could be tweaked to fit into the Centennial theme. An additional option would be to promote the Spring 2015 production of "Egad, It's Rotten kodney!" as part of the Centennial celebration. This is an old- fashioned play in which the audience cheers the hero and boos the villain. It could be "tweaked" for the Centennial. Ron said this option is very easy to accomplish and we could put it on the calendar now, and add another historical program to the calendar later. One question they have is funding. If they put on a historical program during the summer, either at no charge to the public or a minimal charge, they will need funding for costumes, props, scenery, etc. Would the Centennial committee or the city be able to help with these costs?
