I. CALL TO ORDER — Chairperson Mixon
Chairperson Mixon called the Centennial Celebration Ad Hoc Committee (CCAHC) regular meeting to order
on September 22, 2014, at 5:32 p.m.

III. AGENDA — Chairperson Mixon
A. Chairperson Mixon asked whether there were any requests for the addition, deferral or withdrawal of
items on today's agenda. There were none. However, he advised there would be a change in the order
of items to accommodate Administrator Whitehall needing to leave to attend another meeting.
IV. MINUTES — City Clerk, Tab A
A. Member Cable moved to dispense with the reading and approve the Summary of Committee Action for
the regular meeting of September 8, 2014; seconded by Member Hoover. Motion carried
unanimously.

VII. NEW BUSINESS
A. Present the Taylor Creek Park Project's scope, time table, and budget; then discuss with the CCAHC
what could be utilized to incorporate assistance to bring the project to fruition in coordination with
Founders/ Heritage Day Event — Administrator Whitehall /Director Allen, Attachment #3
Administrator Whitehall reviewed the materials distributed with the agenda packets in Attachment No.
3 regarding the City Council's action for items related to the creation of a Park on Taylor Creek, which
included copies of Council Minutes from January 21, 2014, page 193; March 18, 2014, pages 208-
209; May 20, 2014, pages 246 -248, and the approved architect rendering of the preliminary site plan.
The minutes reflect what has been approved to date which includes a conceptual plan, preparing a
survey, soil samples, typography survey, elevations, foundation and earth work such as sloping the
creek bank area, creating bio swales, land preparation related to elevations, and the pursuit of grants
to assist in funding. The City's Civil Engineering firm, Culpepper and Terpening were authorized to
complete preliminary design services and a design survey, create a master site plan, and offer grant
funding assistance. Two Florida Department of Environmental Protection (DEP) grants have been
applied for; one being a Section 319 Grant. Administrator Whitehall explained both grants require
matching funds of approximately $150,000.00 each, these funds have been earmarked in the 2014-
2015 Fiscal Year Capital Improvements Projects Fund budget. A recent email from the engineer,
advised the City would be receiving an updated time -line in October, which he would then forward to
the Committee. The CCAHC would like the opportunity to include the construction of the park with the
Centennial events, and present a recommendation for the City Council to consider naming it, the
"Centennial Park," with the possibility of hosting the Founders Day Festival there. Once the updated
time line is received in October, both City Staff and the Committee will have a better idea of how to
incorporate the two. Official action was not appropriate at this time; the matter will be brought back in
October.
VI. UPDATES /UNFINISHED BUSINESS ON EVENTS /PROJECTS FROM COORDINATORS
B. Brick Pavers /City Hall Front Walkway Remodel Project — Member Hoover
1.Consider uniformity and pricing guidelines regarding the brick paver fundraiser packages to be
offered to the public based on Brick Marker's (and /or other companies) recommendations — Director
Allen
On behalf of Director Allen, Administrator Whitehall explained that after further review of
reconfirming the City Hall Front Walkway Project, Staff agreed the project called for the services of
a landscape architect. The City's consultant was scheduled to review this project last week, but was
delayed. The idea he and Director Allen have conveyed is that the project should be approached
from a blank slate as there are issues with making the project fit in the current scheme, including
upgrading or replacing the solar light poles with newer LED versions. He intends to have a
preliminary rendering by next Committee meeting. Chair Mixon noted that the project needs to be
ready in order to begin selling the brick pavers at the Kick -off Celebration, so time is of the essence
to finalize many issues.
2.Proposed time table on bidding and selecting a company to provide the brick pavers for the
fundraiser (to begin selling at the January Kick -off Celebration) — City Administrator /Director Allen.
The item will be reconsidered after the landscape architect rendering is received and the guidelines
are adopted.

No report at this time. Member Turgeon briefly added that she continues to receive positive feedback
from her press releases, and similar to the social media, many are from other media outlets.
1.Details of participating in the Floridays Program broadcasted on the Treasure Coast National Public
Radio station, WQCS. Chair Mixon asked Member Turgeon to use her contacts at WQCS, as he
has left several messages and has not received a response to date.

A. Logo — Chair Mixon
1.Artist presentation regarding the requested changes /suggestions
Five designs were presented via email from the artist and distributed at the meeting. Each one had
the basic recommended changes, which were to make the '100' larger, remove the palm tree and
add the adopted slogan, within the second zero of 100 is the difference between the five proposed
designs. The first was a photo of the historic bank building located at North Park and Northwest 5th
Avenue. The second had a photo of city hall. The third was a colored photo of a historic covered
wagon sitting in a field. The fourth was a sepia drawing of a log home with a pioneer woman
cooking by an outside fire. The fifth was a color photo of rolling hills with a barn and tractor. The
Committee narrowed the options focusing mainly on design options three and four.

A. Logo continued
1.Artist presentation regarding the requested changes /suggestions continued
Following discussion, the consensus was to use design number four, and ask the artist for different
design options that include a photo of the Raulerson Cabin, both in color and sepia. One that moves
the dates 1915 -2015 from within the zero to under the slogan. An option with adding a rope boarder
within the second zero as it is with the first, and and option without the rope. Another option that
connects the seal and cabin through color fade where the water from the seal would fade over to
the cabin photo. Chair Mixon will convey the discussion to the artist. The designs will be brought
back for further consideration.
2.Discuss /Approve logo use guidelines, and potential fundraiser items (review materials provided by
Member Turgeon as Attachment #1)
Member Turgeon submitted to the Committee with the agenda packets materials within Attachment
No. 1 which included a photo of the City of Stuart's Centennial Banners within the downtown district,
their Centennial Logo Stickers, copy of the front and back copy of a historical postcard packet listing
the sponsors, and a two page print -out of various items that could be purchased with the Centennial
logo such as ornaments, coasters, mugs, magnets, paperweights, bookmarks, checkbook covers,
framed prints, and village - scapes that are custom, hand - painted relief sculptures from photos by
Hestia Creation. There are additional items no pictured such as tumblers and cell phone covers.
The Committee suggested, rather than selling these types of items, that they offer the opportunity to
the public and private schools, Okeechobee Christian Academy and Rock Solid Christian Academy,
to join with the Centennial using these types of items as a fund - raiser. The specifics would be
worked out to include that the CCAHC would receive a portion of the proceeds. Member Enfinger
will be making contact with the respective individuals to offer the opportunity and report back.
Member Turgeon will investigate and report back on pricing and ordering specifics with Hestia
Creation.
In regards to the guidelines for use of the Centennial Logo, the CCAHC approved by consensus
that each entity would need to present their request for approval, including how they will be using
the logo and for what purpose. Each request will be approved individually, and on their own merits.
Additionally, the CCAHC agreed that so long as it is not a major undertaking, that both the logo and
City Seal be officially trademarked, once the final logo is approved.
C. Sponsorship Packets — Chair Mixon
Chair Mixon reported that the sponsorship packets are a work in progress, and he intends to have the
draft ready for the Committee to approve by the next meeting.
The discussion then turned to the sponsorship letters that were being prepared to distribute for
Okeechobee the Magazine Centennial Edition. Clerk Gamiotea asked for clarification regarding this
as when the publisher, Mrs. Giddings, met with City Staff to discuss the project, it was their
understanding that this was to be a special edition volume, and the normal practice of selling
advertisements to cover the cost of the free quarterly magazine would continue. However, she was
informed that the project has completely changed, there will be a cost to purchase this special edition,
there will not be any advertisements, and instead she is distributing letters requesting sponsorships to
cover the costs, with levels ranging from $150.00 to $3,000.00.

C. Sponsorship Packets continued
The concern expressed by the Committee is that it will be confusing to individuals and businesses,
with Mrs. Giddings being a member of the CCAHC, and the publisher of the magazine. It was also
noted that Mrs. Giddings should consider appearing before the Committee to request approval to be a
Centennial partner, just as the Okeechobee Historical Society and Retired Educators are doing at
tonight's meeting.
D. Event updates (Centennial sponsored and participation with other organizations):
Prior to reviewing the events, Chair Mixon noted that each member made a commitment to be a part
of this committee, which includes participation, and each member should volunteer to chair or at the
minimum co -chair at least one centennial event, as this is only fair to the rest of the members. There
are still several events that need coordinators to take the lead in order to start planning the event.

fundraiser: Recognize the Okeechobee Historical Society as a Centennial partner in order to be

Attachment No. 4 was a request from the Okeechobee Historical Society explaining that they wish
to be an official Centennial partner, and produce the services of the historical postcards which
feature events or places that are City significant. Member Williams moved to approve the request by
the Okeechobee Historical Society as a Centennial partner in order to be included in the appropriate
CCAHC events at which time the postcards may be sold and publicized through Centennial
Committee releases; seconded by Member Turgeon. Motion carried unanimously.
2.Recognize Okeechobee Retired Educators Association as a Centennial partner to be included in
appropriate CCAHC events at which time members of OREA will sell the 2014 Christmas ornament

2.Recognize Okeechobee Retired Educators Association as a Centennial partner continued
Attachment No. 5 was a request from the Okeechobee Retired Educators explaining they have sold
historical Christmas ornaments for the past several years in order to raise funds for two
scholarships awarded to OHS Seniors who are pursuing a degree in education. Earlier this year
they obtained permission from the City to use the Seal as the 2014 ornament in honor of the
Centennial, and it will be sold throughout 2015, additionally they wish to be an official Centennial
bartner. Member Williams moved to approve the request by the Okeechobee Retired Educators
Association as a centennial partner in order to be included in the appropriate CCAHC events at
which time the their members will sell the ornament and activities would be publicized through
Centennial Committee releases; seconded by Member Turgeon. Motion carried unanimously.

Member Dourer added a comment, in connection with the Mayor's Gala, the event (and any others)
could be submitted for posting on the How To Do Florida (http: / /howtodoflorida.com), Viva Florida

Offices/ Marketing- and- Development/Food- and - Nutrition /Recipes /Chef- Justin - Timineri) website's,
Members agreed and the information will be forwarded to Clerk Gamiotea to send to the appropriate
Liaisons /Coordinators.

A. Chairperson Mixon asked whether there were any requests for the addition, deferral or withdrawal of
items on today's agenda. There were none. However, he advised there would be a change in the order
of items to accommodate Administrator Whitehall needing to leave to attend another meeting.
IV. MINUTES — City Clerk, Tab A
A. Member Cable moved to dispense with the reading and approve the Summary of Committee Action for
the regular meeting of September 8, 2014; seconded by Member Hoover. Motion carried
unanimously.

VII. NEW BUSINESS
A. Present the Taylor Creek Park Project's scope, time table, and budget; then discuss with the CCAHC
what could be utilized to incorporate assistance to bring the project to fruition in coordination with
Founders/ Heritage Day Event — Administrator Whitehall /Director Allen, Attachment #3
Administrator Whitehall reviewed the materials distributed with the agenda packets in Attachment No.
3 regarding the City Council's action for items related to the creation of a Park on Taylor Creek, which
included copies of Council Minutes from January 21, 2014, page 193; March 18, 2014, pages 208-
209; May 20, 2014, pages 246 -248, and the approved architect rendering of the preliminary site plan.
The minutes reflect what has been approved to date which includes a conceptual plan, preparing a
survey, soil samples, typography survey, elevations, foundation and earth work such as sloping the
creek bank area, creating bio swales, land preparation related to elevations, and the pursuit of grants
to assist in funding. The City's Civil Engineering firm, Culpepper and Terpening were authorized to
complete preliminary design services and a design survey, create a master site plan, and offer grant
funding assistance. Two Florida Department of Environmental Protection (DEP) grants have been
applied for; one being a Section 319 Grant. Administrator Whitehall explained both grants require
matching funds of approximately $150,000.00 each, these funds have been earmarked in the 2014-
2015 Fiscal Year Capital Improvements Projects Fund budget. A recent email from the engineer,
advised the City would be receiving an updated time -line in October, which he would then forward to
the Committee. The CCAHC would like the opportunity to include the construction of the park with the
Centennial events, and present a recommendation for the City Council to consider naming it, the
"Centennial Park," with the possibility of hosting the Founders Day Festival there. Once the updated
time line is received in October, both City Staff and the Committee will have a better idea of how to
incorporate the two. Official action was not appropriate at this time; the matter will be brought back in
October.
VI. UPDATES /UNFINISHED BUSINESS ON EVENTS /PROJECTS FROM COORDINATORS
B. Brick Pavers /City Hall Front Walkway Remodel Project — Member Hoover
1.Consider uniformity and pricing guidelines regarding the brick paver fundraiser packages to be
offered to the public based on Brick Marker's (and /or other companies) recommendations — Director
Allen
On behalf of Director Allen, Administrator Whitehall explained that after further review of
reconfirming the City Hall Front Walkway Project, Staff agreed the project called for the services of
a landscape architect. The City's consultant was scheduled to review this project last week, but was
delayed. The idea he and Director Allen have conveyed is that the project should be approached
from a blank slate as there are issues with making the project fit in the current scheme, including
upgrading or replacing the solar light poles with newer LED versions. He intends to have a
preliminary rendering by next Committee meeting. Chair Mixon noted that the project needs to be
ready in order to begin selling the brick pavers at the Kick -off Celebration, so time is of the essence
to finalize many issues.
2. Proposed time table on bidding and selecting a company to provide the brick pavers for the
fundraiser (to begin selling at the January Kick -off Celebration) — City Administrator /Director Allen.
The item will be reconsidered after the landscape architect rendering is received and the guidelines
are adopted.

A. Logo — Chair Mixon
1.Artist presentation regarding the requested changes /suggestions
Five designs were presented via email from the artist and distributed at the meeting. Each one had
the basic recommended changes, which were to make the '100' larger, remove the palm tree and
i3dd the adopted slogan, within the second zero of 100 is the difference between the five proposed
designs. The first was a photo of the historic bank building located at North Park and Northwest 5th
Avenue. The second had a photo of city hall. The third was a colored photo of a historic covered
wagon sitting in a field. The fourth was a sepia drawing of a log home with a pioneer woman
cooking by an outside fire. The fifth was a color photo of rolling hills with a barn and tractor. The
Committee narrowed the options focusing mainly on design options three and four.

A. Logo continued
1.Artist presentation regarding the requested changes /suggestions continued
Following discussion, the consensus was to use design number four, and ask the artist for different
design options that include a photo of the Raulerson Cabin, both in color and sepia. One that moves
the dates 1915 -2015 from within the zero to under the slogan. An option with adding a rope boarder
within the second zero as it is with the first, and and option without the rope. Another option that
connects the seal and cabin through color fade where the water from the seal would fade over to
the cabin photo. Chair Mixon will convey the discussion to the artist. The designs will be brought
back for further consideration.
2.Discuss /Approve logo use guidelines, and potential fundraiser items (review materials provided by
Member Turgeon as Attachment #1)
Member Turgeon submitted to the Committee with the agenda packets materials within Attachment
No. 1 which included a photo of the City of Stuart's Centennial Banners within the downtown district,
their Centennial Logo Stickers, copy of the front and back copy of a historical postcard packet listing
the sponsors, and a two page print -out of various items that could be purchased with the Centennial
logo such as ornaments, coasters, mugs, magnets, paperweights, bookmarks, checkbook covers,
framed prints, and village - scapes that are custom, hand - painted relief sculptures from photos by
Hestia Creation. There are additional items no pictured such as tumblers and cell phone covers.
The Committee suggested, rather than selling these types of items, that they offer the opportunity to
the public and private schools, Okeechobee Christian Academy and Rock Solid Christian Academy,
to join with the Centennial using these types of items as a fund - raiser. The specifics would be
worked out to include that the CCAHC would receive a portion of the proceeds. Member Enfinger
will be making contact with the respective individuals to offer the opportunity and report back.
Member Turgeon will investigate and report back on pricing and ordering specifics with Hestia
Creation.
In regards to the guidelines for use of the Centennial Logo, the CCAHC approved by consensus
that each entity would need to present their request for approval, including how they will be using
the logo and for what purpose. Each request will be approved individually, and on their own merits.
Additionally, the CCAHC agreed that so long as it is not a major undertaking, that both the logo and
City Seal be officially trademarked, once the final logo is approved.
C. Sponsorship Packets — Chair Mixon
Chair Mixon reported that the sponsorship packets are a work in progress, and he intends to have the
draft ready for the Committee to approve by the next meeting.
The discussion then turned to the sponsorship letters that were being prepared to distribute for
Okeechobee the Magazine Centennial Edition. Clerk Gamiotea asked for clarification regarding this
as when the publisher, Mrs. Giddings, met with City Staff to discuss the project, it was their
understanding that this was to be a special edition volume, and the normal practice of selling
advertisements to cover the cost of the free quarterly magazine would continue. However, she was
informed that the project has completely changed, there will be a cost to purchase this special edition,
there will not be any advertisements, and instead she is distributing letters requesting sponsorships to
cover the costs, with levels ranging from $150.00 to $3,000.00.

The concern expressed by the Committee is that it will be confusing to individuals and businesses,
with Mrs. Giddings being a member of the CCAHC, and the publisher of the magazine. It was also
noted that Mrs. Giddings should consider appearing before the Committee to request approval to be a
Centennial partner, just as the Okeechobee Historical Society and Retired Educators are doing at
tonight's meeting.
D. Bent updates (Centennial sponsored and participation with other organizations):
Prior to reviewing the events, Chair Mixon noted that each member made a commitment to be a part
of this committee, which includes participation, and each member should volunteer to chair or at the
minimum co -chair at least one centennial event, as this is only fair to the rest of the members. There
are still several events that need coordinators to take the lead in order to start planning the event.

Okeechobee Main Street for this event. Member Williams explained that the Cattlemen's Association is
exploring the idea of cancelling the Labor Day Rodeo, and having one in November in connection with the
rodeo in Inverness. The Arcadia Rodeo Association is also considering joining. In order to draw sufficient
participants there should be several rodeos for them to compete within the same time frame. He will keep
the Committee apprised of the decision.

1.Response from the Okeechobee Historical Society regarding the commemorative postcards
fundraiser: Recognize the Okeechobee Historical Society as a Centennial partner in order to be
included in appropriate CCAHC events at which time the postcards may be sold and publicized
through Centennial Committee releases — Member Cable, Attachment #4
Attachment No. 4 was a request from the Okeechobee Historical Society explaining that they wish
to be an official Centennial partner, and produce the services of the historical postcards which
feature events or places that are City significant. Member Williams moved to approve the request by
the Okeechobee Historical Society as a Centennial partner in order to be included in the appropriate
CCAHC events at which time the postcards may be sold and publicized through Centennial
Committee releases; seconded by Member Turgeon. Motion carried unanimously.
2.Recognize Okeechobee Retired Educators Association as a Centennial partner to be included in
appropriate CCAHC events at which time members of OREA will sell the 2014 Christmas ornament
featuring the City Seal and caption, "Celebrating the City Centennial" - Member Cable,

2.Recognize Okeechobee Retired Educators Association as a Centennial partner continued
Attachment No. 5 was a request from the Okeechobee Retired Educators explaining they have sold
istorical Christmas ornaments for the past several years in order to raise funds for two
cholarships awarded to OHS Seniors who are pursuing a degree in education. Earlier this year
they obtained permission from the City to use the Seal as the 2014 ornament in honor of the
Centennial, and it will be sold throughout 2015, additionally they wish to be an official Centennial
partner. Member Williams moved to approve the request by the Okeechobee Retired Educators
Association as a centennial partner in order to be included in the appropriate CCAHC events at
Which time the their members will sell the ornament and activities would be publicized through
Centennial Committee releases; seconded by Member Turgeon. Motion carried unanimously.

Member Domer added a comment, in connection with the Mayor's Gala, the event (and any others)

Title of Item: Okeechobee Historical Society Historic Bus Tours
Summary, Explanation or Background Information on Request:
The Okeechobee Historical Society wishes to provide the City
Centennial Historical Bus Tours which will be scheduled for four to five
separate occasions . Preliminary dates are January 24th, April 11, June
20th, September 19th and October 17th. The Historical Society will
provide the transportation, insurance, script and trip leaders as well as
have the museum open on those dates. The ticket costs will be
reasonable to cover costs and to provide some revenue to the non-
profit Museum and Society.
Recommended Action:
The members of the Okeechobee Historical Society would like to be
a recognized Centennial partner in order to be included in
appropriate CCAHC events at which time tickets for the bus tours
may be sold and the events publicized through Centennial
Committee releases.

The City began pursuing the concept of developing a park on a 2 -acre parcel of City -owned land located at Southeast
6'" Avenue, 7'° Street, and Taylor Creek, In late 2011, a citizen committee was formed, after conducting several
meetings, they recommended to proceed with developing the park, including specific amenities. Funding from the City
was addressed in the latest revision of the 5 -Year Capital Improvement Plan, as well as in the 2013 -2014 Fiscal Year
Budget. Administrator Whitehall suggested the park development be conducted in phases, for the City to pursue grants
to assist in the development, and distributed copies of "Taylor Creek Park" conceptual plan. Mr. Houston and Mr.
Matthes were present to address questions. The conceptual plan highlights amenities, which are (beginning at the
Northeast corner, moving southward along the East boundary with Taylor Creek), kayak/canoe launch -off (sandy or
beach area), floating docks, and a fishing pier (at the Southeast comer). Inland further offers chickees, picnic tables,
a pavilion (lined -up across from the floating docks), a playground area, and a pergola (along the path to the pier).
Through the Center and West side of the property shows a sand trail for kayaks, paved loading /unloading area, paved
parking, restrooms and storage building, a splash play area, walking trails, open grass lawn area, and signage, with
landscaping throughout. The proposed bio -swale would enhance the proposed park for possible grants, as this would
be the filtering system for water runoff into Taylor Creek.
The Council discussed the pros and cons of certain amenities such as the splash play area and restrooms, in
connection with security, and long term maintenance costs. Council Member O'Connor gave a list of several business
owners and/or individuals who have conveyed to him their commitment, either through in -kinds services, or donations
towards the project. Council Member Watford cautioned the City should lean toward developing this as a passive park
due to the residential property in the area. The Council agreed that the type, and amount of amenities would be
predicated on the amount of grant funding, and in -kind services obtained. The restrooms and splash play area were
not completely deleted from the conceptual plan at this time. However, at what phase they could be implemented was
left undetermined.

Okeechobee Historical Society Historic Post Cards
Summary, Explanation or Background Information on Request:
The Okeechobee Historical Society wishes to produce a series of
Historical Post Cards in honor of the City Centennial. The Historical
Society will provide the postcards that will feature historic events and or
places in the community that are significant to the City. Some of the
photos to be included are City Hall, the Okeechobee Historical Society
Mural, the log cabin of Peter Raulerson, County Courthouse, Lake
Okeechobee, perhaps the City Seal or other photos the Historical
Society might find appropriate.
Recommended Action:
The members of the Okeechobee Historical Society would like to be
a recognized Centennial partner in order to be included in
appropriate CCAHC events at which time the postcards may be sold
and publicized through Centennial Committee releases.

Title of Item: OREA Historical Christmas Ornament_
Summary, Explanation or Background Information on Request:
The Okeechobee Retired Educators have sold historic Christmas
Ornaments for the past several years in order to raise funds for two
scholarships given to OHS Seniors who are pursuing a degree in
education. This year's ornament design includes the Seal of the City of
Okeechobee and the words "Celebrating the City Centennial ". We had
requested and received permission to use the city seal many months
ago.
Recommended Action:
The members of OREA would like to be a recognized Centennial
partner in order to be included in appropriate CCAHC events at
which time members of OREA could sell this ornament.
