CALL TO ORDER — Chairperson Mixon Chairperson Mixon called the Centennial Celebration Ad Hoc Committee (CCAHC) regular meeting to order on December 15, 2014, at 5:33 p.m. II. III. AGENDA — Chairperson Mixon A. Chairperson Mixon asked whether there were any requests for the addition, deferral, or withdrawal of items on today's agenda. New Business Item A. 2., Reports, Updates and /or Request from Members item H. 1., and designating a graphics design coordinator were added as agenda items, IV. MINUTES — City Clerk, Tab A A. Member Williams moved to dispense with the reading and approve the Summary of Committee Action for the regular meeting of November 10, 2014; seconded by Member Hoover. Without discussion, Motion Carried Unanimously. CCAHC — December 15, 2014 Meeting - Page 1 of 7 V. NEW BUSINESS A. Consider requests, presentations, or information from other groups /organizations 1.Member Cable submitted a request marked Attachment #1 and included with the agenda packet from the Friends of the Okeechobee Battlefield, Inc. They are formally requesting to be included at the Kick -off Celebration with a booth and historical display to promote the 2015 Re- enactment Event, and officially be recognized as a Centennial Partner for cross - promoting events. The group is not requesting use of the logo. Their event is scheduled for February 28 and March 1, 2015. Member Enfinger moved to approve the request as presented by the Friends of the Okeechobee Battlefield, Inc., and be officially recognized as a Centennial partner for cross - promoting events; seconded by Member Rodriguez. With minimum discussion, Motion Carried Unanimously. 2.Item added to the agenda. The Okeechobee Kiwanis Club requests to be recognized as a Centennial Partner for cross - promoting events. Chair Mixon elaborated, Kiwanis International is celebrating their centennial on Wednesday, January 21, 2015. A Special Events Permit Application has been completed to use Park 4 during the evening of this date to have a celebration to commemorate their 100th anniversary. Member Cable moved to approve the request by the Kiwanis Club, to be recognized as a Centennial partner for cross - promoting events; seconded by Member Turgeon. Without further discussion, Motion Carried Unanimously. VI. REPORTS, UPDATES, AND/OR REQUESTS FROM CCAHC MEMBERSHIP OR STAFF A. Budget Liaison — Member Williams 1.Approve a Payment Request to OKMS for $60.38 regarding the Scavenger Hunt — Member Turgeon, ATTACHMENT #2 Attachment No. 2, distributed with the agenda packets is for a reimbursement to Okeechobee Main Street for expenses incurred in the purchase of supplies needed to make the scavenger hunt team number placards, which consisted of glossy cardstock sheets, laminate sheets and color printing. Member Cable moved to approve a payment request to Okeechobee Main Street in the amount of sixty dollars and thirty -eight cents ($60.38) to reimburse expenses relating to the Scavenger Hunt; seconded by Member Enfinger. Without discussion, Motion Carried Unanimously. B. Social Media Liaison — Member Domer Nothing new to report at this time. C. Media Liaison — Member Turgeon A copy of the latest press release was labeled as Attachment #3 and distributed with the agenda packets. Member Turgeon further advised she had an interview with WOKC at the end of December and would be focusing on the Kick -off Celebration. Additionally she has been working towards air time with other radio stations located on the coast. D. School /Cultural Liaison — Member Enfinger Member Enfinger reported that the school advisory committee had their initial kick -off meeting on November 17. She went over the centennial schedule with the group and some of the idea's discussed. They asked that Centennial contests fit in with any existing ones such as the plan for a speech contest managed through the annual Tropicana Speech Contest so not to duplicate events. She has the contact information and will work with the appropriate representatives to coordinate the "If I were Mayor ...." Speech Centennial Contest as the theme for the 2015 CCAHC — December 15, 2014 Meeting - Page 2 of 7 Tropicana event. Members agreed that was a good idea. She also relayed that the OMS Steppers could be available to perform at events, such as the Birthday Bash. The committee meets again on December 16. E. Historic Time -Line Liaison — Member Cable Member Cable reported that she is now in the year 2013. She has recently included all the City Attorney's and City Administrator's. Due to a surprise interruption by Mr. Kris Kringle (a/Wa Santa), Chair Mixon called for a recess at 5:52 p.m., in order to take a group photograph. The meeting was reconvened at 5:55 p.m. F. Capital Improvement Projects — Administrator Whitehall /Director Allen 1.City Hall Front Walkway /Brick Pavers Director Allen reported that based on previous approvals, the project is at the phase where the amount the pavers will be sold for needs to be decided and approve a $300.00 deposit in order for the web page to be created. Motion and second by Member Williams and Rodriguez to sell the 4x8 brick pavers for $50.00 each and the 8x8 pavers for $100.00 each, color is brick red. There was a brief discussion, Motion Carried Unanimously. The company awarded the proposal is Laser Impressions. Individuals will be able to purchase brick pavers from the website they set up on the City's behalf. Choices of purchase are a 4x8 paver with text only offering up to 3 lines and 23 characters per line, or with a graphic up to 19 characters per line. The 8x8 paver will offer up to 23 characters per line and up to 6 lines for text only, or up to 4 lines choosing text with a graphic. Clerk Gamiotea noted this company will add to each purchase a flat fee of 2.9 percent plus $0.30 per transaction to the donor at time of purchase. The City will be placing the order for those who purchase sponsorships. There are up to 12 free clip art icons offered, which have been selected by City Staff. Motion and second by Members Rodriguez and Cable to approve the three hundred dollar ($300.00) deposit to set up the web site, and that Director Allen and Member Hoover make the necessary decisions to have it go live by January 9, 2015. Without further discussion, Motion Carried Unanimously. 2.Centennial Park - Administrator Whitehall /Director Allen Director Allen reported that the City is in the process of reapplying for grant funds. G. Fundraisers and Sponsorships 1.Consider allowing a "Presenting Sponsor" for each Centennial Event — Chair Mixon Chair Mixon began the discussion by explaining at a previous meeting the committee decided it would be best to not have to obtain multiple sponsors for each event. The main concern was to burden event coordinators or city staff with the additional responsibilities of having to find sponsors. However, based on estimated costs for the gala, Chair Mixon requested the Committee reconsider the action, but to have parameters for this. The subject was discussed at length; mostly concerns of how to limit the number of special sponsors, whether all events would need sponsors and the title it should be given. Member Gaiser noted that so long as it coordinates with the mission statement of the committee, there should not be an issue. The adopted mission statement is, "To showcase our heritage, promote awareness of our history, and create lasting legacies as we move into the future." CCAHC — December 15, 2014 Meeting - Page 3 of 7 Clerk Gamiotea briefly explained a scenario which happened recently; a local vendor stopped by her office and asked for a copy of the budget for the mayor's gala event, as they would like to see whether they could cover the cost of the entire event or specific expenses, such as the cost of the band. She could only offer the preliminary information the committee discussed several months ago. She then reminded the membership that Administrator Whitehall had requested proposed budgets from each coordinator for each event. To ensure consistent information is provided by each coordinator, an event budget form is being created and will be emailed to all. Each event coordinator will need to complete a form to the best of their knowledge, limiting any potential revenue, and all expenditures with an estimated amount and submit it for the January meetings. As requests for payments and /or reimbursements are made, the Budget Liaison will be able to track the expenditures accordingly. The Committee did not like the use of the title `presenting sponsor' as they felt the Committee was the actual presenter. They authorized City Staff to come up with the appropriate title to use for these types of sponsors. 2. Sponsorship Packets — Chair Mixon, ATTACHMENT #6 The final copy of the sponsorship flyers were distributed at the meeting as Attachment No. 6. No official action was required. 3. Historic Prints — Chair Mixon Chair Mixon explained there is a problem with this project as the quality of the digital photo copies is poor. He asked Member Cable to provide any original photographs to Ms. Pearce so that she can scan them with her high resolution scanner. Member Cable advised she would make all attempts to obtain as many of the original photos that she could and take them to Ms. Pearce. Should anyone else have access to the originals they are to advise Clerk Gamiotea. 4.Tervis Tumblers — Member Giddings Clerk Gamiotea reported in Member Giddings absence, the tumblers have been ordered and should be in by the kick -off. The wrap was sent to Mrs. Clark before the deadline, designed by Mrs. Bridgett Waldeau, and payment for the tumblers was forwarded. H. The year's events will start with a Centennial Kick Off Celebration on Friday, Jan. 9, 2015, in Flagler Park 4 in downtown Okeechobee. The Centennial 100 Days Scavenger Hunt starts Jan. 19. The educational game will use social media to lead the participants to places or things that have significance in local history. Teams of up to three players each must register for the game by Jan. 15. Each team must have at least one adult player. Following the clues, the participants will post photos of the objects of the hunt on social media. The winning scavenger hunt team will win $100 cash for each player. Centennial Historic Bus Tours are planned for Jan. 24, April 11, June 20, Sept. 19 and Oct. 17. The tours, hosted by the Okeechobee Historical Society will include sites important to local history. Tickets $15 and will be available at the Chamber of Commerce office and at City Hall. Saturday, April 15 will bring the Mayor's Centennial Gala, a formal black tie dinner dance. The gala is a fundraising event. On June 13, the 100th anniversary of the city's founding will be celebrated with the Centennial Birthday Bash. This will be a family festival, and include a cake baking and decorating contest. There will be plenty of birthday cake for everyone! Oct. 10 will bring the Centennial Heritage Festival, highlighting the pioneer families and the fishing and cattle industries. The festival will feature demonstrations of the various pioneer trades. The Okeechobee Community Theatre will present a historical play in coordination with the Heritage Festival. A Centennial Time Capsule will be buried on Tuesday, Dec. 1 as part of the City's Annual Christmas Tree Lighting Ceremony. The final event of the year will be the Centennial Frolic Street Dance on Friday, Dec. 11. With the exception of the Mayor's Gala and the Bus Tours, all of the Centennial events will be free and open to the public. As part of the Centennial observance, brick pavers will be used to refurbish the entrance to City Hall. For a donation, these pavers can be emblazoned with a business or individual's name. Other Centennial materials will include a Commemorative Postcard Book of old photos of the City of Okeechobee, Historic Prints and Centennial Tervis tumblers. In order to make the celebration a success, the City is seeking businesses and individuals to be official Centennial sponsors. Businesses. Organizations or individuals that donate $1,500 will be recognized as Pioneer Sponsors. I expect to hear from the third band soon. Both bands have agreed to provide background music for the social hour from 6 - 7 pm, and full band performance for dancing and entertainment from 8:30 -11:00 pm. Both have assured me the price quoted is final; no add -ons, no contract riders. Both bands would expect food be provided for musicians.
