I. CALL TO ORDER — Chairperson Mixon
Chairperson Mixon called the Centennial Celebration Ad Hoc Committee (CCAHC) regular meeting to order
on January 12, 2015, at 5:30 p.m.

III. AGENDA — Chairperson Mixon
A. Chairperson Mixon asked whether there were any requests for the addition, deferral, or withdrawal of
items on today's agenda. Item IV. A. approving the minutes was withdrawn.
IV. MINUTES — City Clerk, Tab A
A. Motion to dispense with the reading and approve the Summary of Committee Action for the regular
meeting of December 15, 2014. Item was withdrawn from the agenda.
V. NEW BUSINESS
A. Consider requests, presentations, or information from other groups /organizations
1. Monthly Centennial Movies in the Park request— Holly Mixon, of the General Federation of Woman's
Club, ATTACHMENT #1

V. NEW BUSINESS CONTINUED.
A. 1. GFWC Movie in the Park request continued.
Mrs. Holly Mixon appeared before the Committee on behalf of the Okeechobee Chapter of the
General Federation of Woman's Club requesting to sponsor monthly centennial movies in the park.
The Use of Park application has been filed with the General Services Department to reserve Flagler
Park No. 4 (Park G) the second Saturday of each month. The only conflicts are for March due to the
Speckled Perch Festival and December due to the Christmas Festival. Member Turgeon offered, as
the coordinator over the two conflicting events that Okeechobee Main Street would welcome her
organization to partner with them for the movie in December. Then explained Speckled Perch would
be more difficult as the vendors of this festival stay overnight. Another option to moving the date
would be to request the use of the City Hall Park (Park P). Mrs. Mixon further requested use of the
Centennial Logo for advertising the event.
Motion and second by Members Cable and Rodriguez to approve the request by the Okeechobee
Chapter of the General Federation of Woman's Club to sponsor monthly centennial movies in the
park and use of the Centennial Logo for advertising the events. Without discussion, motion carried
unanimously.
2. Use of Centennial Logo by the Tantie Quilters of the Okeechobee Historical Society — Magi Cable,
ATTACHMENT #2
Motion and second by Members Williams and Turgeon to approve the request by the Tantie Quilters
of the Okeechobee Historical Society for use of the Centennial Logo to make a quilt to be raffled off
as a fund raiser for the Historical Society. Without discussion, motion carried unanimously. The
tickets will be sold at various events and the drawing will be done at the Centennial Birthday Bash.
3. Use of the Centennial Logo by Okeechobee the Magazine — Susan Giddings, ATTACHMENT #3
Motion and second by Members Enfinger and Rodriguez to approve the request by Okeechobee the
Magazine for use of the Centennial Logo in all 2015 editions of the magazine and the March 2016
edition. With a brief discussion, motion carried unanimously.
VI. REPORTS, UPDATES, AND /OR REQUESTS FROM CCAHC MEMBERSHIP OR STAFF
A. Budget Liaison — Member Williams
Nothing to report at this time. Clerk Gamiotea reminded members, especially those with events to
complete and submit their budget forms. Per Administrator Whitehall, pay requests could be delayed
until at least a preliminary budget is presented and accepted by the CCAHC.
B. Social Media Liaison — Member Domer
The facebook page has received over 140 new likes since the kick -off.
C. Media Liaison — Member Turgeon
For clarification, Member Turgeon asked how she should request access to photographs taken at
Centennial events to be used in the press releases. Further, that other publications in neighboring
counties have asked for photographs to feature events as well. Member Elksen offered to share any
photographs taken by the Okeechobee News staff provided they receive appropriate photo credit. The
Heartland Magazine has requested to publish some stories on the events. The committee was receptive
and appreciative of this. The subject is discussed in more detail during item H later in the meeting.
D. School /Cultural Liaison — Member Enfinger

E. Historic Time -Line Liaison — Member Cable, ATTACHMENT #4
Member Cable provided a compact disk (CD) copy of the timeline to each member and staff. The next
step will be to refine and verify for any typographical errors. A disclaimer should be added that this list is
open to correction and amendment. She discussed briefly with Mr. Pung at the high school to see
whether there would be any opportunities to use the information as a class project to display digitally. To
date they have not been able to work out an opportunity.
Chair Mixon suggested it be uploaded to the Wikipedia site as there is very limited information on either
the city or County. Should anyone else have suggestions of the best way to display this information,
plea$e share at a future meeting.
F. Capital Improvement Projects
1. City Hall Front Walkway /Brick Pavers — Member Hoover /Director Allen
a. ''Motion to rescind previous action and award the purchase of laser engraved brick pavers to Brick
Markers USA, Inc, and approve any deposits required to launch the website.
Member Hoover presented a request, as explained in an email from Clerk Gamiotea, the company
originally approved for this project notified the City they could not accept new customers. Director
Allen forwarded the information from two other companies he had received quotes from.
Member Cable moved to rescind previous action and award the purchase of laser engraved brick
pavers to Brick Markers USA, Inc, and approve any deposits required to launch the website.
Motion carried unanimously.
Clerk Gamiotea reviewed the clip art options that will be available. From what she was told by
Director Allen, the prices to sell the pavers will remain the same. The next step will be for Member
Hoover and Director Allen to submit all necessary information to the company in order for them to
get the website up and running.
Discussion then turned to a potential rendering of the project. The Committee requested that
Administrator Whitehall and Director Allen take the necessary measures to obtain a colored
rendering of this project for marketing the fundraiser, and provide any necessary items that
need to be approved to the CCAHC. Further expressing their concern at how critical it is to
get this project launched.
2.Centennial Park - Administrator Whitehall /Director Allen
Committee Members voiced they had concerns that need to be addressed by Administrator Whitehall
or Director Allen, in order to market the centennial park and requested a rendering of this as well as
thi$ project needs to also get underway in order to be properly used to commemorate the centennial
celebration.
G. Fundraisers and Sponsorships

b. East Coast Printing (Scott & Michele Dawson)
Clerk Gamiotea explained she added this item in order for the committee to decide how to
acknowledge individuals or businesses that donate towards events or activities. Several issues arose
during the set up for the kick off, which then offered Steve and Kim Hargraves, owners of One Stop
Party Shop to donate their tent frame and lights, and Scott and Michelle Dawson of East Coast
Printing to produce large banners featuring the Centennial. All materials and services were donated
free of charge.
The consensus of the CCAHC was that these types of items would be compensated in lieu of a
sponsorship or tickets to the gala, but named as either Friend or Boosters of the Centennial.

The tumblers are expected to arrive by January 20.
H. Discuss best methods of documenting the Centennial Year — Chair Mixon
Several members realized there could be an issue with having prompt access to video or photographs
after Centennial events. Further that many already had multiple tasks to handle during the events, and
there was concern that the events /activities would not get their due coverage or historic documentation
to be included within the time capsule. Member Turgeon announced that a local photographer, Sharon
Cannon, had offered to cover all the events for free. Chair Mixon added the suggestion of them being
videoed as well. Member Giddings suggested that photographs should be taken at the Mayors Gala with
a backdrop. Ms. Sandra Pearce had offered to set up the back drop, take the photos and make the
prints for ten dollars each.
Clerk Gamiotea explained that the Committee cannot accept one offer to provide these services.
Regardless of whether there is a charge or not, all local photographers would have to be offered the
chance to be selected. In the long run there are many variables regarding photo and/or video
reproductions. Member Williams made a motion to instruct City Staff to advertise /solicit the necessary
quotes for services to be selected as the official Centennial Photograph and Videographer; seconded by
Member Hoover. Motion carried unanimously.

Gala Update: Member Enfinger asked to briefly review matters relating to the Gala. Silver Palms
officially agreed to reserve their banquet hall for the event to be held Saturday, April 18. The exclusive
caterer is Tin Fish, and they have amended their original quote to $44.00 per person. Street Talk has
been booked with the security deposit paid.
VII. ADJOURNMENT — Chairperson
There being no further items on the agenda, or discussion offered, Chairperson Mixon adjourned the meeting at
6:48 p.m. The next regularly scheduled meeting is January 26, 2015, at 5:30 p.m.

Tantie Quilters
Summary, Explanation or Background Information on Request:
The Tantie Quilters are part of the Okeechobee Historical Society and
they continue to make quilts the old fashioned way, by hand. They
also are responsible for the Historical Society being open one day a
week.
Recommended Action:
The Tantie Quilters would like permission to raffle off a hand made
quilt that uses the Centennial Logo for the focus. They would sell the
raffle tickets during Speckled Perch at the Historical Society Booth
and at appropriate Centennial Events. They plan to do the drawing
at the City Centennial Birthday party.

As of today, I have completed as much as I can due to the fact that the University of Florida's online
library of Okeechobee News ends as of November 16, 2014. I have attempted to keep current by adding
information as it appears in the local paper but some additional review will be necessary, as it becomes
available.
What I have done is to make a chronological document (some 44 pages long) that includes items that I
consider to be of a historic value. Each item is dated as close as possible and placed into a category. The
categories are not to be considered the end all, but I found they were helpful when going through the
massive amounts of data in categorizing information.
I then took the chronological data and sorted it into the categories: Animal Oddities; Businesses;
Churches; Community Leaders; Firsts; Government (subdivided into City, County, State, Federal and All);
Hurricane Impact; Medical; Organizations; Populations; School; War Impacts and Weather. These
categories could easily be changed but 1 found them to be helpful in my labeling.
There does need to be further review as to whether or not some of the entries are even of historic
value, because as I ventured on and on and on, I definitely had second thoughts.
I then began to generate listings of various public positions. The following lists are the ones I have
complete, up to today. (In no particular order)
• Superintendents of School
• City Fire Chiefs
• City Police Chiefs
• County Sheriffs
• County Judges
• County Tax Collectors
• Supervisors of Election
• City Clerks
• City Mayors
• County Attorneys
• School Board Members (since 1975)
• County Administrators
The following I still have gaps in information and am working on gathering that data:

Another decision will be the posting of this document onto digital media and the inclusion of
photographs, if so desired.

Christmas Frolic, planned for Dec. 11
Venue: Area around the Historic Okeechobee County Courthouse, to include the street between the
courthouse and the Methodist Church, and the street in front of the main entrance of the courthouse
(subject to approval for street closings by the city council)
Entertainment: The frolic will celebrate with 100 years of music, starting with an old fashioned square
dance, and progressing through the evening with more modern music, ending with contemporary music.
The sub - committee will seek local musicians and singers to volunteer to perform music from various
eras. We will also seek volunteers to help lead dances from the different eras.
Participants will be encouraged to come in their choice period dress such as pioneer days, roaring 20s,
WWII, 1950s, 1970s, etc.
Art display: During the frolic, the Centennial art prints will be on display in the gallery area inside the
courthouse. Other old photos can be used to fill out the display area.
Those who have agreed to help with the subcommittee include: Robbie Chartier (or her representative)
with Okeechobee County; Noel Stephen (or his representative) with OSCO; Clint LaFlam with OHS Band;
Maureen Burroughs (or her representative) with Okeechobee Main Street. Mrs. Chartier said I would
need to coordinate the art display with OKMS, because OMS organizes the art displays in the
courthouse.
