SUMMARY OF COMMITTEE ACTION
I. CALL TO ORDER — Chairperson Mixon
Chairperson Mixon called the Centennial Celebration Ad Hoc Committee (CCAHC) regular meeting to order
on February 23, 2015, at 5:31 p.m., in the Council Chambers at City Hall, 55 SE 3rd Avenue, Room 200,
Okeechobee, Florida 34974.

the CCAHC on, they should signal the Chair by approaching the podium and wait to be given the floor, stating their name

III. AGENDA— Chairperson Mixon
A. Chairperson Mixon asked whether there were any requests for the addition, deferral, or withdrawal of
items on today's agenda. There were none.
IV. MINUTES — City Clerk
A. Motion and second by Members Cable and Enfinger to dispense with the reading and approve the
Summary of Committee Action for the regular meeting of February 9, 2015, (sent via email individually).
Without discussion, motion carried unanimously.

V. NEW BUSINESS
A. Consider requests, presentations, or information from other groups /organizations.
1. Discuss the Centennial Photographer /Videographer responses to the Request for Qualifications and
consider awarding — Administrator Whitehall ATTACHMENT #1
A Request for Qualifications (RFQ's) for interested photographers and /or videographers to submit their
information along with a plan as to how they would cover the Centennial events and/or activities, and what
reimbursable costs they would request was advertised with the deadline to respond by 10 AM, February 16,
2015. Two were received, one from Mr. Joe Allen a local photographer; the other from DHD Films of Dallas,
Texas. Mr. Allen offered his photography services without charge, and requested only "possible help with fuel
costs" to attend the events. DHD Films offered a professional photography and videography production at a
fixed rate of $94,500.00. Mr. Allen was present to field questions as well as presented photographs he has taken
over the years, at various locations and scenery.
Member Enfinger made a motion to award the RFQ to Photo's by Allen, to photograph all six Centennial events,
in the amount of $100.00 for incidental expenses; seconded by Member Rodriguez. Motion carried
unanimously. During the discussion Mr. Allen asked for clarification whether he would be required to rent a
tuxedo for the Gala, Member Enfinger responded no, it is not a requirement for the gala staff; it was further
explained to Mr. Allen that any supplies such as thumb drives or blank compact disks are to be coordinated
through the City Clerk's Office.
The discussion then turned to whether a videographer would actually be needed, and the purpose of the videos.
Member Turgeon moved to reject the RFQ from DHD Films for $94,500.00 and requested City Staff re- advertise
for videographer only; seconded by Member Rodriguez. Without further discussion, motion carried
unanimously.
It was discussed and agreed that Mr. Allen would be covering the candid shots during the Mayors' Gala and Niasi
therefore he could not take the posed photographs of the attendees, which will be done in a separate room. The
CCAHC asked that City Staff take the appropriate procedures to be able to have a separate
photographer take the posed photographs. The photographers would need to provide all lighting,
screening, backdrop and equipment, the cost of printing or copying would be charged directly to
individuals being photographed.
VI. REPORTS, UPDATES, AND /OR REQUESTS FROM CCAHC MEMBERSHIP OR STAFF
A. Updates on Official Centennial Events and Approved Partnered Events:
1. Centennial Booth and cross - advertising /promotion at the Battle of Okeechobee Reenactment, 2/28-
3/1. No action required.
2. Discuss possible County Fair participation, 3/10 -15. Member Enfinger addressed the Members asking
whether there was any interest in obtaining volunteers to man a Centennial booth at the County Fair
as it would be a great opportunity to get information out to the public. Following a brief discussion, it
was agreed to combine a Centennial booth with the Historical Society and Retired Educators booth. A
schedule will be sent to Clerk Gamiotea to distribute, and each member was asked to volunteer some
time to man the booth, as well as asking for volunteers from the Mayor, Council Members,
Department Heads, and employees.
3.Discuss possible Speckled Perch Festival & Parade participation, 3/14 -15 — Member Turgeon,

A. 3. Updates on Official Centennial Events and Approved Partnered Events continued:
Distributed with the agenda packets within Attachment #2 were applications to participate in the
Speckled Perch Parade and Festival. Each year the City participates in the parades, utilizing Fire
Engine 1 for elected officials. However, this being the 50th Anniversary of the Speckled Perch and the
City's Centennial, Firefighter Rodriguez was asked and agreed to head up building a float, so long as
he had dedicated volunteers to assist. Chair Mixon noted he would contact Mr. Rodriguez. Many
others noted they would assist as well. In regards to having a booth at the festival, the same
arrangement was agreed, to join with the Historical Society and Retired Educators booth. It was not
discussed how this booth would be manned.
4.Centennial Monthly Movie in the Park, 3/14 (name of movie to assist in promoting). In honor of March
being National Dr. Seuss Month to celebrate his birthday, The Lorax will be shown on March 14.
5.Discuss possible City Centennial Team and /or booth at the March of Dimes Walk, 3/28. Administrator
Whitehall was asked to coordinate a team of City employees, family and friends. No information was
available.
6.Centennial Monthly Movie in the Park, 4/11 (name of movie to assist in promoting). The title of the
movie was unknown; Clerk Gamiotea was asked to research whether a list of the movies was
submitted to General Services with the use of park application.
7. Mayors Gala, 4/18 — Member Enfinger
a. clarification on 1 -Stop Party Shop Decoration Quote and Bar Service License
Member Enfinger reported that 1 -Stop Party Shop has a full service liquor license. Member
Rodriguez will be researching the costs to have valet parking at the event. Discussion then turned to
whether there would be some type of keepsake given out. Member Rodriguez was asked to
research the costs of having small picture frames with the Centennial logo on them. Discussion
briefly turned to the list of sponsorships to date. Member Elsken will write up an editorial on them
and list those who have purchased them.
B. Capital Improvement Projects
1.City Hall Front Walkway /Brick Pavers — Member Hoover /Director Allen
a. Preliminary Plan of Project to use for marketing /advertising
b. Date for Launch of Website, Flyer, Order Form
Director Allen distributed a photograph of the current front walkway at City Hall, and a two page
Commemorative Walk Plan drawing by HJA Design Studio. He asked the CCAHC to establish a
price to sell the miniature replicas. Member Rodriguez moved to charge $15.00 (small size) and
$25.00 (large size) for the replica brick pavers; seconded by Member Cable. Motion carried
unanimously.
Discussion then turned to the drawing. It is not specific in detail to illustrate the larger (8x8) pavers,
and the area where the Centennial logo will be is not shown as it would be under the covered area.
It is projected to need about 2,000 pavers (using the 4x8 size). The City is purchasing pavers for all
elected officials to ensure each term is included. The CCAHC asked Director Allen to email the
members a digital copy of the drawing. Unless there were notable objections, the information will be
forwarded to Brick Markers in order to get the web site launched as soon as possible.

3. Sponsorships, one Pioneer sold since last report, Okeechobee Health Care Facility.

There being no further items on the agenda, or discussion offered, Chairperson Mixon adjourned the
meeting at 6:54 p.m. The next regularly scheduled meeting is March 9, 2015, at 5:30 p.m.

Not sure who to direct this question to: Are we doing anything at the county fair? I've attached a copy of the
application for exhibitors, there's a fee but I also understand that you can have an educational exhibit & I'm not
sure if there would be a cost for that type of display. Did someone want to check into this? I couldn't find
anything definite in minutes, only that it should be considered and someone coordinate it but nothing further
was done.
Brian and /or Magi — March of Dimes, anything to do there? The next meeting will be the same week as this
event so if anyone is going to work on it this would give them more time. Are we doing a city centennial team?

CENTENNIAL PHOTOGRAPHERJVIDEOGRAPHER
In order to historically document the 100th Anniversary of the City of
Okeechobee's Incorporation, the Centennial Celebration Ad Hoc Committee
(CCAHC) is seeking interested photographers /videographers to submit
qualifications along with a plan as to how the Centennial events /activities will be
covered and what reimbursable costs will be incurred.
The qualification submittal information packet can be printed from the City
website cityofokeechobee.com, or obtained at City Hall, General Services
Department, 55 SE 3rd Ave, Rm 101, Okeechobee, FL, 34974, 863 - 763 -3372 x
218.
Qualifications must be received by mail, hand - delivery or express mail, at the
office above in a sealed envelope, with the outside clearly labeled,
PHOTOGRAPHIC ARCHIVE SUBMITTAL, by Mon, Feb 16, 2015, at 10 AM.
Email and /or facsimile submissions will not be accepted. At their next meeting
thereafter, the CCAHC will review and make a decision as to selecting the
photographer /videographer for the project.
This solicitation does not commit the City of Okeechobee to award any
contracts, to pay any costs incurred in the preparation of a response to this
request, or to contract for any services. The City Council reserves the right to
reject any or all submittals, to waive informalities and to accept or reject all or
any part of any submittal, as they may deem to be in the best interest of the City
of Okeechobee, Florida. Responses to this request upon receipt by the City of
Okeechobee will become public record subject to provisions of Florida Statute
Chapter 119 Florida Public Records Law.

Please assist the Centennial Celebration Ad Hoc Committee (CCAHC) in their
decision making by answering the following questions. Use additional paper in
preparing your submittal.
1. Professional Qualifications:
Provide relevant experience and broad expertise of photography and
videography. Formal education and experience should be explained.
2. Task Approach including COSTS:
Outline of proposed manner in which scope of work will be addressed. Attached
to the RFQ is a list of Centennial events as of January 2015, planned throughout
the year. Review each event/activity and describe how you will approach
archiving that project. How will you continue to provide clear communication and
feedback in your efforts?
DESCRIBE ALL COSTS that you will be expecting reimbursement from the
CCAHC and adherence to those items, discussing ways to maintain schedules
and ways to recover.
3. Past Performance and References:
Describe your past project schedules, budgets and client working relationships.
Provide REFERENCES and their contact information.
4. Familiarity:
Provide an explanation of familiarity with the City of Okeechobee or an
explanation of your approach to become quickly familiar with the City's history.
Explain civic organization memberships and /or personal historical initiatives/
experiences.

1. Professional Qualifications:
Former newsletter editor for Okeechobee Model Airplane Club and Sundancers
RC Club, Port St. Lucie. I was the sole contributor and photographer for both
newsletters. 8 years experience.
I received my first camera back in '57 and have enjoyed taking photos ever since.
Guess I just followed in my father's footsteps, as he was a WWII photographer.
Right now, I am taking portrait shots for Seminole Cove Condo Assoc, to be
inserted in a .photo album later this year. I have attended many Okeechobee events
and photographed the "Battle of Okeechobee" last year and the "Minimal Regatta"
as well. I have enjoyed all types of photography over the years and own some
decent equipment.
I graduated from Saint Thomas Aquinas, Ft. Lauderdale, FL in '62, had a short stint
of college and then entered the USAF and served 4 years and received an
honorable discharge. We moved here in '06 and have enjoyed the country
atmosphere and hospitality of Okeechobee.
2. It is my desire to attend most if not all events for the coming year. As far as
costs, I am not planning on charging for my services. Possible help with fuel cost
would be great. Like I mentioned, I enjoy taking photographs.
3. I did not charge for any of the work I performed for the RC clubs and have no
other clients that I charged for as well.
4. I am very familiar with Okeechobee, as I have searched for photographic sites
over the past few years and have enjoyed learning about the local history.
On civic references, I am the secretary for the Republican Executive Council here
and also the Republican Club. I am also on the board of directors for Seminole
Cove and reside as president.

GO! FORUM - EVENT HIGHLIGHT FILM Austin College's Global Outreach Forum (GO!
Forum) is one of the most recognized academic events every year, and our team
produced an Event Highlight Film that documented the forum's activities. We were on-
site at both Austin College and the Perot Museum of Nature and Science to film the
award recipient's lecture as well as the awards presentation.
FREEDOM DAY- 2014 EVENT HIGHLIGHT FILM We partnered with Entrepreneurs for North
Texas (EFNT) to produce an Event Highlights Video of their day of service, Freedom Day
2014. Our team traveled to multiple community service project sites and filmed
volunteers in action and captured interviews with executives, veterans, and civic leaders.
This film includes our standard interview set -up with the inclusion of b -roll and cut -away
footage. The film communicates the spirit of EFNT's Freedom Day by focusing on the
community and the work being completed by 500+ volunteers.
BEST OF BIG D - EVENT HIGHLIGHTS FILM We partnered with D Magazine on their "Best of
Big D" Live Event. Our team was on -site to capture the entire event through film. We
produced an Event Highlights Film that is driven through attendee and sponsor interviews
and relevant b -roll footage. D Magazine used the film to help promote their "Best of Big
D" issue online and via social media.
NANT- EVENT HIGHLIGHTS FILM & PHOTO MONTAGE Each year, the National Association
of Neonatal Therapists (NANT) hosts a conference were healthcare providers assemble to
learn from one another. For the past four years we've produced event highlight films and
photo montages for the organization at various venues across the nation.

Photographer Comments: DHD Films will track all social media sites for posts supplied by Okeechobee
scavenger hunters. DHD Films will collect these posts and images, and will then edit them into a
photomontage video with music and accompanying text. The video can then be shared on all social
media sites after the close of the scavenger hunt.
OKEECHOBEE HISTORICAL SOCIETY HISTORIC BUS TOURS (PARTNERED EVENT)
4/11, 6/20, 9/19, & 10/17

Photographer Comments: DHD Films will provide one videographer to ride along on one of the bus
tours to be selected by the client. The videographer will capture footage and audio of patrons boarding
the bus, riding and learning about each site, and exiting the bus. The videographer will also be
responsible for taking landscape photographs at each site. Afterwards, the footage, audio and
photographs will be combined into one bus tour video.
BATTLE OF OKEECHOBEE REENACTMENT (PARTNERED EVENT)

Photographer Comments: DHD Films will provide one videographer to attend the first weekend
reenactment to learn key scenes and key participants. The videographer will then create a shot list and
return on the second weekend reenactment to film each key scene and place microphones on key
participants to capture audio. Afterwards, the piece will be edited into a 3 -5 minute reenactment video.

2. TASK APPROACH
APPROACH
DHD Films will provide photography and /or videography coverage of outlined events and will
subsequently deliver photo packages and and /or highlight videos of the respective events. Prior to pre-
production, the client will provide all brand collateral and logos to be included in the edits of the final
deliverable. During the pre - production phase, which will take place at least two weeks prior to each
event, the client will provide schedules, final locations and access to all events. The client will also provide
access to AN contact for audio coverage of events.
During production, event coverage will include photography and /or videography with footage and audio
of any key speeches or performances as well as relevant supporting footage or B -roll.
In post - production, the client will receive a link to download the color - graded, edited high - resolution
photographs and the final videos of the respective events. For video deliverables, the client will receive
two online reviews of the videos, the first being an initial proof of the video, and the second being a final
review before delivery. At the conclusion of all Okeechobee Centennial events, the client will receive a
raw footage package, which includes all footage and photographs captured at all events.

2. TASK APPROACH
COSTS
DHD Films will provide a photographer and /or videographer for each event to produce the deliverables
as stated in the Task Approach (item number 2). The quoted pricing reflects all pre - production and travel
related expenses as part of the production fees. The Client will not be obligated to pay any additional
expenses. Should the scope of work change, we will modify the deliverables and adjust pricing
accordingly.
When the Client commission DHD Films for the entire project scope (includes all on- location event
production & social media content management), DHD Films will complete the project in its entirety at a
fixed -price rate of $94,500.00. Should the number of event days change after the project is
commissioned, DHD Films and the Client will mutually agree upon a revised price, to be no less than
$6,500.00 per added event. DHD Films is able to offer a deeply discounted price to the Client because
we can assemble a pre - production, production, and post - production team around the client's goals,
which are established at the beginning of the project ensuring the client receives a visually compelling
production for the entire year of engagement. DHD Films is a proud partner of similar strategic
relationships with municipalities and publications throughout the nation.

production, production, and post - production team around the client's goals, which are established at

It is MANDATORY for Horse /Animal Groups to provide cleanup behind animals and proof of liability insurance.

PARADE RULES:
No throwing of anything from vehicles or off of floats (that includes candy, brochures and promotional items.)
Anyone on horseback (or any animals submitted) must furnish cleanup behind them. No whip - popping is
permitted. If your animal is not controlled you will be removed from the parade.
No hydraulic lifting of vehicles permitted.
All children's groups must be supervised by an adult.
Any participant who does not cooperate with the parade marshall or police officials or does not abide by these
rules will be removed.
No vehicle /float/etc should be more than 16' high.
Deadline for submission to the parade is March 6th 2014. The parade will be limited to 100 entries.
As a participant in the 2015 Speckled Perch Parade I release and forever discharge to Okeechobee Main Street, Inc., the City
of Okeechobee/R.E. Hamrick Testamentary Trust their affiliations, officers, members, sponsors and employees from any
responsibility, personal liability, loss daims or damage arising out of or in connection with the Speckled Perch Festival and
Parade.

AGREEMENT AND REGISTRATION FOR EXHIBITORS AND NON- PROFIT PARTICIPANTS
'tar Festival Festival Guidelines and Regulations
1. The Speckled Perch Festival will take place on March 14th and 15th, 2015. The Festival will open at 10:00 am and close at 3:00
pm on both days. The Speckled Perch Parade will kick off the event at 10:00 am on Saturday.
2. Outside booth dimensions are approximately 10' x 10'. If additional space is needed the booth fee will be increased per 10' x
10' space minimum. Fees for booth space are outlined below.
3. For every festival, vendors must list EVERY item that you are vending in the space below and may NOT be permitted to vend
other items. OKMS reserves the right to limit specific items. Food vendors will be responsible for providing the necessary
insurance for the event: $1000000 General Liability $2000000 Aggregate Call for additional insurers information.
4. All fees must be paid when the application is returned. OKMS will no longer accept applications as space requests, all fees
must be paid prior to event for space reservations. Entry fees are non - refundable as we are a non profit. If you are a non
profit a letter verifying your status as such must accompany your completed application.
5. Vendors are responsible for retaining a copy of your reservation. You will receive your booth space number prior to the event
however OKMS reserves the right to change spaces when deemed necessary. Please ensure that we have a valid email
address for you.
6. Dumpsters are provided for your convenience. You are responsible for ensuring your space is cleaned when you are ready to
leave. Please do not dump any grease or chemicals on the ground or in the dumpster. You must provide your own disposal of
these items. Please do not use the public trash cans for your trash; these are for public use only. Place your trash
outside your tent and /or trailer for pick up by Main Street representatives. Recommend providing your own trash
can for food sales as trash cans are limited in the parks.
7. Every effort is made to separate similar vendors. We cannot promise the same space each year. We cannot guarantee that
electric will be available to you in the parks and you are responsible to ensure that you can offer your item without it. Cords
MAY NOT be placed over the sidewalks or used in an unsafe manner. If there is an issue, you will be asked to remove your
electrical cords.
8. There is limited parking in the festival areas. Any street -side parking is to be left for those partrons attending the festival.
Festival vendors should park their vehicles on side streets adjacent to the park.
9. No large vehicles (trucks, motor homes, trailers) are allowed in the park during the event. You may pull into the park to set-
up and take -down and accessible areas are delineated. You must be out of the park and non - parking areas before the festival
`' begins. DO NOT block access into the parks with your vehicle.
10. Collection and payment of all sales tax, insurance and any other requirements associated with the items you vend are the
responsibility of the vendor.
11. Set -up time begins on Friday, March 13th, 2015 after 2 PM and take -down on Sunday, March 15th, 2015 after 4 PM.
12. Please be advised that for the success of the event and the safety of visitors and vendors you are NOT allowed to take
down your booth until after the festival has ended.
In registering for the Speckled Perch Festival as a vendor, exhibitor or Non - Profit Participant, I accept and agree to abide by the rules and
regulations listed above. I also release and forever discharge to Okeechobee Main Street Inc., the City of Okeechobee /R.E. Hamrick Testementary
Trust, their affiliations, officers, members, sponsors and employees from any responsibility, personal liability, loss claims or damage arising out of or
