CALL TO ORDER — Chairperson Mixon Chairperson Mixon called the Centennial Celebration Ad Hoc Committee (CCAHC) regular meeting to order on February 23, 2015, at 5:31 p.m., in the Council Chambers at City Hall, 55 SE 3rd Avenue, Room 200, Okeechobee, Florida 34974. II. COMMITTEE AND STAFF ATTENDANCE — City Clerk Gamiotea Voting Members: Chairperson J.D. Public participation is permitted on all matters considered on the agenda. Should the Chair not specifically call for public input on an issue that a member of the public would like to address the CCAHC on, they should signal the Chair by approaching the podium and wait to be given the floor, stating their name for the record. III. AGENDA— Chairperson Mixon A. Chairperson Mixon asked whether there were any requests for the addition, deferral, or withdrawal of items on today's agenda. There were none. IV. MINUTES — City Clerk A. Motion and second by Members Cable and Enfinger to dispense with the reading and approve the Summary of Committee Action for the regular meeting of February 9, 2015, (sent via email individually). Without discussion, motion carried unanimously. CCAHC — February 23, 2015 Meeting - Page 1 of 4 V. NEW BUSINESS A. Consider requests, presentations, or information from other groups /organizations. 1. Discuss the Centennial Photographer /Videographer responses to the Request for Qualifications and consider awarding — Administrator Whitehall ATTACHMENT #1 A Request for Qualifications (RFQ's) for interested photographers and /or videographers to submit their information along with a plan as to how they would cover the Centennial events and/or activities, and what reimbursable costs they would request was advertised with the deadline to respond by 10 AM, February 16, 2015. Two were received, one from Mr. Joe Allen a local photographer; the other from DHD Films of Dallas, Texas. Mr. Allen offered his photography services without charge, and requested only "possible help with fuel costs" to attend the events. DHD Films offered a professional photography and videography production at a fixed rate of $94,500.00. Mr. Allen was present to field questions as well as presented photographs he has taken over the years, at various locations and scenery. Member Enfinger made a motion to award the RFQ to Photo's by Allen, to photograph all six Centennial events, in the amount of $100.00 for incidental expenses; seconded by Member Rodriguez. Motion carried unanimously. During the discussion Mr. Allen asked for clarification whether he would be required to rent a tuxedo for the Gala, Member Enfinger responded no, it is not a requirement for the gala staff; it was further explained to Mr. Allen that any supplies such as thumb drives or blank compact disks are to be coordinated through the City Clerk's Office. The discussion then turned to whether a videographer would actually be needed, and the purpose of the videos. Member Turgeon moved to reject the RFQ from DHD Films for $94,500.00 and requested City Staff re- advertise for videographer only; seconded by Member Rodriguez. Without further discussion, motion carried unanimously. It was discussed and agreed that Mr. Allen would be covering the candid shots during the Mayors' Gala and Niasi therefore he could not take the posed photographs of the attendees, which will be done in a separate room. The CCAHC asked that City Staff take the appropriate procedures to be able to have a separate photographer take the posed photographs. The photographers would need to provide all lighting, screening, backdrop and equipment, the cost of printing or copying would be charged directly to individuals being photographed. VI. REPORTS, UPDATES, AND /OR REQUESTS FROM CCAHC MEMBERSHIP OR STAFF A. Updates on Official Centennial Events and Approved Partnered Events: 1. Centennial Booth and cross - advertising /promotion at the Battle of Okeechobee Reenactment, 2/28- 3/1. No action required. 2. Discuss possible County Fair participation, 3/10 -15. Member Enfinger addressed the Members asking whether there was any interest in obtaining volunteers to man a Centennial booth at the County Fair as it would be a great opportunity to get information out to the public. Following a brief discussion, it was agreed to combine a Centennial booth with the Historical Society and Retired Educators booth. A schedule will be sent to Clerk Gamiotea to distribute, and each member was asked to volunteer some time to man the booth, as well as asking for volunteers from the Mayor, Council Members, Department Heads, and employees. 3.Discuss possible Speckled Perch Festival & Parade participation, 3/14 -15 — Member Turgeon, ATTACHMENT #2 CCAHC — February 23, 2015 Meeting - Page 2 of 4 VI. REPORTS, UPDATES, AND /OR REQUESTS FROM CCAHC MEMBERSHIP OR STAFF CONTINUED A. 3. Updates on Official Centennial Events and Approved Partnered Events continued: Distributed with the agenda packets within Attachment #2 were applications to participate in the Speckled Perch Parade and Festival. Each year the City participates in the parades, utilizing Fire Engine 1 for elected officials. However, this being the 50th Anniversary of the Speckled Perch and the City's Centennial, Firefighter Rodriguez was asked and agreed to head up building a float, so long as he had dedicated volunteers to assist. Chair Mixon noted he would contact Mr. Rodriguez. Many others noted they would assist as well. In regards to having a booth at the festival, the same arrangement was agreed, to join with the Historical Society and Retired Educators booth. It was not discussed how this booth would be manned. 4.Centennial Monthly Movie in the Park, 3/14 (name of movie to assist in promoting). In honor of March being National Dr. Seuss Month to celebrate his birthday, The Lorax will be shown on March 14. 5.Discuss possible City Centennial Team and /or booth at the March of Dimes Walk, 3/28. Administrator Whitehall was asked to coordinate a team of City employees, family and friends. No information was available. 6.Centennial Monthly Movie in the Park, 4/11 (name of movie to assist in promoting). The title of the movie was unknown; Clerk Gamiotea was asked to research whether a list of the movies was submitted to General Services with the use of park application. 7. Mayors Gala, 4/18 — Member Enfinger a. clarification on 1 -Stop Party Shop Decoration Quote and Bar Service License Member Enfinger reported that 1 -Stop Party Shop has a full service liquor license. Member Rodriguez will be researching the costs to have valet parking at the event. Discussion then turned to whether there would be some type of keepsake given out. Member Rodriguez was asked to research the costs of having small picture frames with the Centennial logo on them. Discussion briefly turned to the list of sponsorships to date. Member Elsken will write up an editorial on them and list those who have purchased them. B. Capital Improvement Projects 1.City Hall Front Walkway /Brick Pavers — Member Hoover /Director Allen a. Preliminary Plan of Project to use for marketing /advertising b. Date for Launch of Website, Flyer, Order Form Director Allen distributed a photograph of the current front walkway at City Hall, and a two page Commemorative Walk Plan drawing by HJA Design Studio. He asked the CCAHC to establish a price to sell the miniature replicas. Member Rodriguez moved to charge $15.00 (small size) and $25.00 (large size) for the replica brick pavers; seconded by Member Cable. Motion carried unanimously. Discussion then turned to the drawing. It is not specific in detail to illustrate the larger (8x8) pavers, and the area where the Centennial logo will be is not shown as it would be under the covered area. It is projected to need about 2,000 pavers (using the 4x8 size). The City is purchasing pavers for all elected officials to ensure each term is included. The CCAHC asked Director Allen to email the members a digital copy of the drawing. Unless there were notable objections, the information will be forwarded to Brick Markers in order to get the web site launched as soon as possible. CCAHC — February 23, 2015 Meeting - Page 3 of 4 VI. UEST FOR QUALIFICATIONS CENTENNIAL PHOTOGRAPHERJVIDEOGRAPHER In order to historically document the 100th Anniversary of the City of Okeechobee's Incorporation, the Centennial Celebration Ad Hoc Committee (CCAHC) is seeking interested photographers /videographers to submit qualifications along with a plan as to how the Centennial events /activities will be covered and what reimbursable costs will be incurred. The qualification submittal information packet can be printed from the City website cityofokeechobee.com, or obtained at City Hall, General Services Department, 55 SE 3rd Ave, Rm 101, Okeechobee, FL, 34974, 863 - 763 -3372 x 218. Qualifications must be received by mail, hand - delivery or express mail, at the office above in a sealed envelope, with the outside clearly labeled, PHOTOGRAPHIC ARCHIVE SUBMITTAL, by Mon, Feb 16, 2015, at 10 AM. Email and /or facsimile submissions will not be accepted. At their next meeting thereafter, the CCAHC will review and make a decision as to selecting the photographer /videographer for the project. Professional Qualifications: Former newsletter editor for Okeechobee Model Airplane Club and Sundancers RC Club, Port St. Lucie. I was the sole contributor and photographer for both newsletters. 8 years experience. I received my first camera back in '57 and have enjoyed taking photos ever since. Guess I just followed in my father's footsteps, as he was a WWII photographer. Right now, I am taking portrait shots for Seminole Cove Condo Assoc, to be inserted in a .photo album later this year. I have attended many Okeechobee events and photographed the "Battle of Okeechobee" last year and the "Minimal Regatta" as well. I have enjoyed all types of photography over the years and own some decent equipment. I graduated from Saint Thomas Aquinas, Ft. Lauderdale, FL in '62, had a short stint of college and then entered the USAF and served 4 years and received an honorable discharge. We moved here in '06 and have enjoyed the country atmosphere and hospitality of Okeechobee. 2. It is my desire to attend most if not all events for the coming year. As far as costs, I am not planning on charging for my services. Possible help with fuel cost would be great. Like I mentioned, I enjoy taking photographs. 3. I did not charge for any of the work I performed for the RC clubs and have no other clients that I charged for as well. 4. I am very familiar with Okeechobee, as I have searched for photographic sites over the past few years and have enjoyed learning about the local history. On civic references, I am the secretary for the Republican Executive Council here and also the Republican Club. FREEDOM DAY- 2014 EVENT HIGHLIGHT FILM We partnered with Entrepreneurs for North Texas (EFNT) to produce an Event Highlights Video of their day of service, Freedom Day 2014. Our team traveled to multiple community service project sites and filmed volunteers in action and captured interviews with executives, veterans, and civic leaders. This film includes our standard interview set -up with the inclusion of b -roll and cut -away footage. The film communicates the spirit of EFNT's Freedom Day by focusing on the community and the work being completed by 500+ volunteers. BEST OF BIG D - EVENT HIGHLIGHTS FILM We partnered with D Magazine on their "Best of Big D" Live Event. Our team was on -site to capture the entire event through film. In post - production, the client will receive a link to download the color - graded, edited high - resolution photographs and the final videos of the respective events. The Speckled Perch Festival will take place on March 14th and 15th, 2015. The Festival will open at 10:00 am and close at 3:00 pm on both days. The Speckled Perch Parade will kick off the event at 10:00 am on Saturday. 2. Outside booth dimensions are approximately 10' x 10'. If additional space is needed the booth fee will be increased per 10' x 10' space minimum. Fees for booth space are outlined below. 3. For every festival, vendors must list EVERY item that you are vending in the space below and may NOT be permitted to vend other items. OKMS reserves the right to limit specific items.
