CALL TO ORDER — Chairperson Mixon Chairperson Mixon called the Centennial Celebration Ad Hoc Committee (CCAHC) regular meeting to order on March 23, 2015, at 5:36 p.m., in the Council Chambers at City Hall, 55 SE 3rd Avenue, Room 200, Okeechobee, Florida 34974. III. AGENDA — Chairperson Mixon A. Chairperson Mixon asked whether there were any requests for the addition, deferral, or withdrawal of items on today's agenda. There were none. IV. MINUTES — City Clerk A. Motion and second by Members Williams and Hoover to dispense with the reading and approve the Summary of Committee Action for the regular meeting of March 9, 2015, (sent via email individually). Without discussion, motion carried unanimously. CCAHC — March 23, 2015 Meeting - Page 1 of 4 V. REPORTS, UPDATES, AND /OR REQUESTS FROM CCAHC MEMBERSHIP OR STAFF A. Updates on Official Centennial Events and Approved Partnered Events: 1. March of Dimes Walk, March 28 Member Cable verified with Clerk Gamiotea that there are at least 500 Centennial stickers available to be given to the participants when they finish the walk. It still is not known whether anyone volunteered to coordinate a City employee team through Administration. 2. Centennial Monthly Movie in the Park, Apr 11, Flagler Park 4, Big Hero 6 Chair Mixon reported there were approximately 30 participants at last month's event and encouraged others to spread word about this free event. The movie is scheduled to start at or around 8:00 p.m. 3. Mayors Gala, Apr 18 — Members Enfinger & Rodriguez Member Enfinger reported that everything is in place and ready for the Gala. Chair Mixon requested an official itinerary for the night of the Gala to be available at next meeting. Member Enfinger reminded everyone to have their tuxedo rental completed two weeks in advance. The Clerk's Office distributed a list of the three local companies who offer tuxedo rentals. Member Rodriguez was not present to confirm whether Blacktop Butler, Inc., accepted the change to the Valet Service Contract, requiring three employees be available the night of the Gala. Clerk Gamiotea will follow up on this matter. a.Consideration of Sandra Pearce as Gala Posed Photographer ATTACHMENT #1 Attachment No. 1 contained a Photography Estimate provided by Sandra Pearce Photography. Ms. Pearce was in attendance and reviewed the estimate with the CCAHC. The event fee for the night would be $300.00. Attendees who wished to have their photograph taken would have the option to purchase that night, two 5x7 prints for $25.00, full retouching would be an extra $10.00, which would make the attendees look like they have been on vacation. Mailing and handling will be added to the price of the order, or they have the option of picking up the orders. Other sizes will be offered, such as an 8x10 for $30.00 with retouch included. Ms. Pearce communicated that she is a full -time professional photographer, with 20 years' experience, and that she will provide all the necessary backdrops, equipment, and lighting. Copies of licenses and insurance can be provided; she did not include them since it was only an estimate. She will have another person to assist her at the event. She accepts debit and major credit cards. Once the photographs are paid for she will also post them to her website, additional orders can be added at any time. Her work includes most recently, the Gilbert Company of Families employee photographs and the Economic Council membership, as well as multiple cancer benefits and other formal fundraising events throughout the community. b.Consideration of Sharon Cannon as Gala posed photographer ATTACHMENT #2 Attachment No. 2 contained a quote from Sharon Cannon Photography listing the following information equipment, lighting and backdrop set up. Attendees would have three package options to purchase: Package A: one 8x10, two 5x7 for $40.00. Package B: one 8x10, one 5x7, one 4x6 for $35.00. Package C: two 5x7, one 4x6 for $30.00. Additional photos may be ordered. Ms. Cannon was also in attendance. Clerk Gamiotea explained that distributed prior to the meeting was a Revised Attachment No. 2. Ms. Cannon did not realize she could include an event fee, and contacted Chairperson Mixon, who confirmed that was an option she could include. CCAHC — March 23, 2015 Meeting - Page 2 of 4 V. Updates on Official Centennial Events and Approved Partnered Events, Mayors Gala continued: Ms. Cannon contacted the Clerk's Office and sent a revised quote, which reflects the following changes: Added an event fee of $275.00 and Package C was amended from $30.00 for two 5x7 and one 4x6 to $25.00 for two 5x7, Ms. Cannon offered she is a part -time professional photographer, with years of experience. She can provide copies of any required licenses and insurance. She would have one assistant at the event. She accepts debit and major credit cards. Photographs should be prepaid and she will also post them to her website. Her work includes several fundraising events, military balls, Leslie's Dance Studio, and most recently the 4H Clubs. Prior to working as an independent photographer she worked for a company that photographed high school senior portraits. When asked about providing touch -up to the photographs and mailing charges, Ms. Cannon responded that she believes she included the mailing fee in her prices and minimum retouching as well. Chair Mixon conveyed his experience with both photographers, but has only used Pearce for posed photographs. Member Turgeon added both are great photographers and it would come down to price as based on the City's purchase requirements, the lowest quote overall would have to be considered first. When attempting to compare the two quotes to be sure it was the lowest amount, there was great difficulty due to what was and was not included in the individual prices. Member Williams made a motion to reject both quotes /estimates; seconded by Member Turgeon. Motion carried unanimously. The Committee determined that in order to be fair, they would set the guidelines for the quotes, and have them submitted sealed to the Clerk's Office, but in sufficient time to take action at the April 13 meeting. Motion and second by Members Enfinger and Cable for Clerk Gamiotea to draft a request for services and quotes for the posed photographs at the Gala with prices for Package A: two 5x7s, Package B: two 5x7s and one 8x10, Package C one 8x10. All package prices are to include shipping, handling, and retouching. They must be able to accept cash, debit and all major credit cards. Have all necessary equipment. An option to include an event fee should be provided. List whether an assistant would be in attendance. Provide copies of all required licenses and/or insurance, if awarded. Motion carried unanimously. 4. Centennial Monthly Movie in the Park, May 9, Flagler Park 4 The featured movie has not yet been determined for month of May. B. Capital Improvement Projects 1. Update on website launch and order form for the City Hall Front Walkway /Brick Pavers — Member Hoover /Director Allen Vice -Chair Hoover reported that the website and order form content were completed. However, Administrator Whitehall requested a few non - specific changes. Clerk Gamiotea and Member Hoover offered optional suggestions but it was not clear whether he approved of the latest version. She then read the two variations. The Committee Members agreed that the project needed to be moved forward since it has taken longer than anticipated. The original goal was to start selling brick pavers at the Kick -off, three months later the project still is not underway. Member Turgeon moved to authorize Member Hoover to approve the language and layout to move forward with the project; seconded by Member Cable. Motion carried unanimously. Update on website launch and order form for the City Hall Front Walkway /Brick Pavers continued It was suggested that work to find an artist to create a rendition should begin. Member Giddings suggested this will greatly help in selling bricks and informed the Committee she will contact an individual who does this type of work and have them submit a quote to Clerk Gamiotea for consideration. The rendition will include the Centennial logo and could be done vertically and /or horizontally. The CCAHC agreed with the idea and requested City Staff use the fastest approach, whether it be by sealed bids or quotes. 2. Centennial Park - Administrator Whitehall /Director Allen a. Is there a Preliminary Plan of Project to use for marketing /advertising b. How should the project be approached to market/advertise No reports or information was available C. Fundraisers and Sponsorships 1. Tervis Tumblers — Member Giddings /Clerk Gamiotea Clerk Gamiotea reported that the Tervis Tumblers have sold out. An additional order of 200 has been placed and should arrive the week of April 6. The first twenty of that order have already been sold. 2. Sponsorships Report — Clerk Gamiotea ATTACHMENT #3 Clerk Gamiotea reported that 14 Pioneer and 21 Settler sponsorships have been sold. There are also two Pioneer sponsorships pending for Waste Management and FPL. As of March 23 there are only 28 tickets remaining for the Mayor's Gala. Chair Mixon informed the Committee of Waste Management's request to underwrite part of the event. The Committee agreed that they could not allow Waste Management to underwrite without allowing the same opportunity to others. Member Williams requested that financial reports be made available to the Committee at the next meeting. A brief overview on the Birthday Bash was also requested. VII. Prices are listed along with my event fee. 8x10 is a discount, $15, they can also order directly from me through the website. $5.00 Shipping and handling is included in the package prices.
