CALL TO ORDER — Chairperson Mixon In the absence of Chairperson Mixon and Vice Chair Hoover, City Clerk Gamiotea called the Centennial Celebration Ad Hoc Committee (CCAHC) regular meeting to order on April 27, 2015, at 5:37 p.m., in the Council Chambers at City Hall, 55 SE 3rd Avenue, Room 200, Okeechobee, Florida 34974. II. COMMITTEE AND STAFF ATTENDANCE — City Clerk Gamiotea Voting Members: Chairperson J.D. Member Cable nominated Member Williams. No other nominations were offered, therefore the floor was closed. Motion and second by Members Cable and Enfinger to appoint Mr. John Williams to serve as Chairperson for the duration of the April 27, 2015, meeting. There was no further discussion. Motion carried unanimously. Prior to passing the gavel, Clerk Gamiotea explained, should Mr. Mixon or Mrs. Hoover arrive at any time during this proceeding, Mr. Williams is to remain as Temporary Chair for the remainder of this session. Due to public records laws, should anyone show any document, picture, video, or items, in support or opposition on any item during this proceeding, a copy of the document, picture, video, or item must be provided, before leaving the chambers, to the City Clerk for the City's records. Public participation is permitted on all matters considered on the agenda. Should the Chair not specifically call for public input on an issue that a member of the public would like to address the CCAHC on, they should signal the Chair by approaching the podium and wait to be given the floor, stating their name for the record. CCAHC — April 27, 2015 Meeting - Page 1 of 5 III. AGENDA — Chairperson Mixon A. Temporary Chair Williams asked whether there were any requests for the addition, deferral, or withdrawal of items on today's agenda. Clerk Gamiotea offered that at each seat, Members should find a copy of Attachment No. 4 which relates to item VI.A.2. (Birthday Bash). Items being added are VI.A.5, Attachment No. 5 to discuss "From Catfish to Brahmans," and VI.C.3. Review Financial Reports, Attachment No. 6. A copy of information relating to the time line item was distributed and should be labeled as Attachment No. 7. Defer Item VI.B.1.a. Discuss artist rendition proposals to the May 11 meeting. IV. MINUTES — City Clerk A. Motion and second by Members Cable and Turgeon to dispense with the reading and approve the Summary of Committee Action for the regular meeting of April 13, 2015, (sent via email individually). Without discussion, motion carried unanimously. V. NEW BUSINESS A. Memorial Day, May 25, Veterans Park Member Giddings indicated that she has reached out to the VFW previously regarding the Memorial Day service, but has not heard back from anyone. The Committee requested that Member Giddings reach out to both the VFW and American Legion to offer any assistance, research or information they may want to include in regards to the City's Centennial being included or recognized as part of their event. This item will be readdressed at the May 11 meeting. B. Provide and consider approving amendments to the Settler and Pioneer Sponsorship packages — Chair Mixon ATTACHMENT #1 Attachment No. 1 contained a copy of the current sponsorship packages. The main issue is how to remove the tickets to the gala and replace it with another item of equal value. Some of the Members suggested leaving them as they are so not to take away from those who purchased theirs first and had first dibs on taking advantage of the full package deal. Others suggested creating a third option using the Settler list, remove the gala tickets, give it a new name and offer it for $300.00. However, another option would be to include items specific to events. Later on in the agenda the financials will be discussed. Preliminarily it appears there were sufficient funds raised to cover the Birthday Bash only. Event coordinators need to review their potential ideas and be prepared to offer activities, entertainment, contests, etc. with an estimated cost, so that those items can be considered to be included in a sponsorship package. Additionally, any other ideas in the works should be presented with costs (see Item VI.G, Timeline discussion). Members need to be prepared to discuss the items in detail and have as much information and research as possible at the May 11 meeting as this will be the only meeting to give sufficient time to have their items approved and implemented by the Birthday Bash. VI. REPORTS, UPDATES, AND /OR REQUESTS FROM CCAHC MEMBERSHIP OR STAFF A. Updates on Official Centennial Events and Approved Partnered Events 1. GFWC Centennial Monthly Movie in the Park, May 9, Flagler Park featuring Monsters University Clerk Gamiotea reported that the April 11 movie was cancelled due to weather. 2. Birthday Bash, June 13, 3 -8 pm, Sacred Heart Facilities & Field, Event Coordinator Member Turgeon ATTACHMENT #4 Within Attachment No. 4 contained an Event Budget Form with attached contracts and /or invoice proposals for consideration. Kid activities included face painting, plaster playtime, barrel train ride, trampoline /bungee /rock wall, petting zoo /pony rides, limbo contest, cake contest, cake walk, and dunk tank. AU of these would be provided free of charge to attendees with the exception of the plaster playtime which would only cost a few dollars to participate in. Events scheduled included a CCAHC — April 27, 2015 Meeting - Page 2 of 5 DJ by DP productions, winner presentations for the scavenger hunt, an Xplosion cheer exhibition, the Chobee Steelers, live music by The Department, a Mz. Centennial contest, Blood Drive, and Arnold's Wildlife. The newest budget items added to the list include the Cock -A- Doodle Doo petting zoo /pony ride for $600.00, the decorations for $500.00, and the clean -up crew for $200.00. Centennial and Historical Society booths will be set up to sell all items and all partner organizations should be invited as well. The drawing for the Centennial Quilt Raffle will need to be added to the events list. The Women's Club of Sacred Heart Church volunteered to bake 200 cupcakes and five cakes to give out as part of the cake walk and celebration. Member Turgeon is also looking into a way to incorporate anyone in Okeechobee celebrating 100 years or older to be present for a cake cutting ceremony as well as trying to determine if it is possible to find the oldest living "Mrs. /Miss Centennial" who would be awarded a sash and crown to wear. A local Boy Scout group will be helping with the parking. Additional information will be provided at the May 11 meeting. 3. Bus Tours, June 20, Liaison Member Cable Ticket sales for the bus tours are going very well, there are only six tickets available for this one. 4. Change /Update for the Annual Tree Lighting and OKMS Top of the Lake Christmas Festival & Parade, Dec 4 and 5 — Clerk Gamiotea & Member Turgeon In light of Okeechobee Main Street's decision to change the Top of the Lake Christmas Festival and Parade from December 12 to the 4 and 5, and trying to plan a Centennial event that would afford an opportunity to feature City Departments through open house tours and community awareness programs, the tree lighting date has been changed from December 1 to 4. The majority of residents have not toured the City facilities, nor understand the vast difference between the City Departments' service area and responsibilities to that of the county. This would provide that educational opportunity in a fun setting. The preliminary concept would be, on Friday evening, to have various displays from the police, fire and public works within the temporarily closed streets (SE 2nd and 3rd Avenues, between North and South Park Streets; and East South Park Street, from 2nd to 3rd Avenues). City Hall Park will have the performance by local school choirs, and Mayor Kirk, with the assistance of Santa, will "light the lights" officially kicking off the holiday season. The GFWC Monthly Movie in the Park will also be incorporated. OKMS festival vendors would be open throughout Flagler Parks. Downtown businesses will be notified should they wish to have special or extended hours, sales, etc. Saturday will feature the OKMS vendors, festival entertainment and the Annual Window Display Contest. The lighted Christmas Parade will be Saturday evening. A Centennial themed contest will be incorporated, with more details to follow. Additional recommendations or activities for the event need to be presented quickly in order for a presentation to be made to the City Council. One item to bring before the City Council, unless it was included in a sponsorship and covered, would be to share in the cost of a snow play area. The Council will also need to instruct the cooperation of the departments, as it would require employees to conduct the tours of the facilities, operate the booths and offer refreshments. 5. From Catfish to Brahmans ATTACHMENT #5 Attachment No. 5 included a schedule of the 2015 -2016 OHS football games, with the home games denoted. The Committee agreed to evaluate the schedule to determine any conflicts as well as coordinate with OHS officials to determine which date to plan the event of honoring the first decades of high school athletes and band members. Capital Improvement Projects to Commemorate the Centennial 1 City Hall Front Walkway Project - Member Hoover /Director Allen a. Discuss artist rendition proposals ATTACHMENT #2 (to be distributed at the meeting) This item was deferred to the May 11 meeting. 2. Centennial Park - Administrator Whitehall /Director Allen a. Discuss how the project should be approached to market/advertise ATTACHMENT #3 This item was not discussed. C. Fundraisers and Sponsorships 1. Tervis Tumblers — Clerk Gamiotea There have been 261 tumblers sold to date, leaving a current stock of 139 still available for purchase. Additional orders will be made as sales continue. It was clarified that these should be available to sell at the Birthday Bash as well as all Centennial events. 2. Sponsorships Report — Clerk Gamiotea One new Settler Sponsorship from State Senator Denise Grimsley was added since the last report. 3. Review Financial Reports — Member Williams, ATTACHMENT #6 Attachment No. 6 contained a copy of a spreadsheet listing the record of Receipts /Revenues as of March 31, 2015. The amount received reflected $40,475.00, a breakdown shows $31,500.00 received for Pioneer or Settler sponsorships, $6,000.00 for extra gala tickets only and $2,975.00 in tumbler sales. The spreadsheet does not include the $10,000.00 budgeted by the City Council for the Centennial. The Expended /Obligated spreadsheet as of March 31, 2015, listed $30,181.43 Obligated, of that, $7,414.01 has been paid, leaving a Balance Due of $22,767.42. Clerk Gamiotea reported there are expenses not included on the report due to various issues with obtaining invoices such as the shirts for the CCAHC members. She called attention to the brick paver obligated amounts as these will be purchased by the City since they were paid through the sponsorships. Likewise, the signs for each sponsor will be added to the Obligated amounts. East Coast Signs & Shirts donated $1,000.00 worth of in -kind printing, which has been used to cover the costs of the signs to date. Future signs will have to be covered from this fund. D. Social Media Liaison Update — Member Domer 1. Facebook as of 4/22/15: Total Page Likes: 1,936. Fans engaged the past week: from USA: 1,928, Canada: 3, So Korea:1; 68% were women and 31% were men; Largest Age Bracket: for women: 25 -34 year olds and for men 25 -34 year olds 2. Birthday Bash has its own event for followers to confirm attendance, share, invite others to attend, ask questions and obtain information about the event. To date there are 124 confirmed as going, 23 maybe going out of 917 invited. E. Media Liaison Update — Member Turgeon The May Edition of the Okeechobee News GO Magazine advertisement will feature information for the Birthday Bash. Member Turgeon reported that she has a phone interview with WQCS planned and a date will be set soon for a live interview with Billy Dean on WOKC, all covering the Birthday Bash. School /Cultural Liaison Update — Member Enfinger • Tropicana Speech contest has included History of the City of Okeechobee as a topic • Writing Essay contest "If I Were Mayor " Member Enfinger reported that the writing essay and My Neighborhood postcard contests will be need to be delayed until the fall. G. Time Line Update — Member Cable ATTACHMENT #7 Member Cable and Clerk Gamiotea have been researching methods to display the Time Line materials. Within the attachment were copies of various types of portable displays and ones that could be hung at City Hall. Once costs can be confirmed, this could be an item to add as a possible sponsorship underwriter. H. Time Capsule Update — Member Gaiser • Collection to begin at the Heritage Festival, no report at this time. Temporary Chair Williams suggested creating some sort of recognition for the high school graduates, to commemorate the Class of 2015 in the City's Centennial year. Members were asked to bring their ideas and costs to the May 11 meeting for consideration. There are students at OHS and OCA to be considered. Clerk Gamiotea pointed out that the next regularly scheduled meeting is May 11, 2015, at 5:30 p.m. and will be the only meeting held in May. VII. The name of the settlement becomes "Tantie" after a popular teacher. Matte Raulerson Walker becomes the first postmistress. 1904: First voting precinct is formed with 7 voters. 1905: First general store is opened by Lewis Raulerson. 1906: The catfishing industry is established by Capt. Tom Bass 1908: The timber industry begins with the opening of a sawmill. 1909: The one room wooden school house is built 1910: J.R. Parrott, president of the Florida East Coast Railroad announces that a branch line will be coming to Tantie. -4 1)9 a 3 1911: The settlement, with a population of around 150, becomes known as Okeechobee, as the F.E.C. officials did not think Tantie an appropriate name for a train stop. 1912: The Model Land Company, part of Florida East Coast Railroad, lays out the city of Okeechobee which divides it into blocks with a long park going from the railroad tracks to the Onoshohatchee River (Taylor Creek). 1912: The Model Land Company donates land to the religious denominations represented in the town. The Baptist, Methodist, Church of God Catholic and Episcopalian churches received these plots of land. 1913: Evergreen Cemetery is established. 1914: The plat of Okeechobee is filed, the first hotel opens, the Bank of Okeechobee opens its doors and the FEC train depot is built. 1915: The first train arrives in town, the newspaper Okeechobee Call begins publication, the City of Okeechobee is established and the boom is on! City population is approximately 1800 people. 1916: The first brick school is completed for students in grades 1-12. 1917: The State Legislature authorizes the creation of Okeechobee County, drawing land from Palm Beach, St. Lucie and Osceola Counties. 1918: According to the Okeechobee Call, there are 2 blacksmith shops, 2 hardware stores, an ice plant, a movie house, two restaurants, two garages and four hotels. 1919: The first County Jail is built. 1920 : The first graduating class from Okeechobee High School consisted of Alma Camp, Dorothy Darrow, UVillie DuBose and Beryl Lovvorn. Here's a brief recap of last night's meeting, there's homework required & I didn't want you all to have to wait until the minutes are distributed. Let me know if you have any questions, need help, etc. Item III.A. Agenda changes: distributed Attachment #4 which relates to item VI.A.2. (Birthday Bash) was distributed. Items being added are VI.A.5, Attachment #5 to discuss "From Catfish to Brahmans," and VI.C.3. Review Financial Reports, Attachment #6 (you already rec'd this in an email from Brian yesterday). A copy of information relating to the time line item was distributed and should be labeled as Attachment #7. Defer Item VI.B.1.a. Discuss artist rendition proposals to the May 11 meeting. Item V.A. Memorial Day, May 25, Veterans Park. Member Giddings will reach out to the Am Legion & VFW coordinators to let offer any information, research, or assistance from the CCAHC should they wish to feature anything about the city's centennial at their event. Item will be readdressed at the May 11 meeting. Item V.B. The recommendation at this time is to leave the Settler & Pioneer packages as they are & if anyone wants to purchase one they may; and create a third package for $300 that would basically be the Settler w/o the gala tickets. Members who are Event Coordinators need to review their potential activities & proposed budgets & bring a recommendation of items that could be included in a sponsorship package to cover the expense of that activity at their event. All Members should be prepared to bring ideas, suggestions & make a final decision on the sponsorship packages at the May 11 meeting. Item VI.A.2. Add Cock a Doodle Doo Petting Zoo & Ponies to the Kid Zone. Add a MZ. Centennial Talent ( "beauty ") Contest (male participants). Received a quote for a $200 donation to DC Ranch for clean -up, CCAHC would like the use of the SO work crew to be researched further. Sharie was informed there is a conflict & they could not be used? There will be a centennial booth to sell all items as well as one for the Historical Society & all 'centennial partner' organizations should be offered the same. Look into incorporating anyone w/ a Bday of 100 in a cake cutting ceremony. Look into adding a Ms /Mrs /Miss Centennial to the oldest person living within the city on that day, they'll receive a crown & sash (Lane to check w/ Noel Chandler, aunt is 104 & lives in the City). Additional updates will be forthcoming on May 11. Item VI.A.4. City is changing the tree lighting from Dec 1 to Dec 4, coordinate w/ OKMS for the snow play area & lighting ceremony as well as the dedication of the city hall front walkway & time capsule burial ceremony & GFWC for the movie to be held in the city hall park. The event will also feature all City Dept's, offering an open house & tours for all the facilities. The OKMS festival would still be thru out the Flagler parks & the parade is changed from Dec 12 to Dec 5. Item VI.A.5. attachment 5 was a copy of the 2015 -16 football scheduled, we've been waiting for it to be released in order to coordinate w/ OHS officials for a home game where the Catfish sports & band members can be honored as well as make sure theirs coordination w/ the Boosters for a feature article on the history of the mascots in the 2015 -16 All Sports Program. Item will be on the May 11 agenda. Item VI.G. Ideas of how to display the time line at city hall and portable versions were discussed briefly, this cost could also be used in a sponsorship package, item will be on the May 11 agenda. Members were advised the Administrator Whitehall has tendered his retirement notice effective June 15, 2015. Members were advised that May 11 is the ONLY centennial meeting in the month of May.
