CALL TO ORDER — Chairperson Mixon Chairperson Mixon called the Centennial Celebration Ad Hoc Committee (CCAHC) regular meeting to order on May 11, 2015, at 5:38 p.m., in the Council Chambers at City Hall, 55 SE 3rd Avenue, Room 200, Okeechobee, Florida 34974. II. COMMITTEE AND STAFF ATTENDANCE — Voting Members: Chairperson J.D. III. AGENDA— Chairperson Mixon A. Chair Mixon asked whether there were any requests for the addition, deferral, or withdrawal of items on today's agenda. There were none. IV. MINUTES — City Clerk A. Motion and second by Members Cable and Turgeon to dispense with the reading and approve the Summary of Committee Action for the regular meeting of April 27, 2015, (sent via email individually). Without discussion, motion carried unanimously. CCAHC — May 11, 2015 Meeting - Page 1 of 4 V. FINANCIAL REPORTS — Budget Liaison Williams A. Review the reports as of April 30, 2015. Clerk Gamiotea distributed the expenses and obligated costs as of May 11, 2015, in Member Williams's absence. Obligated amounts totaled $21,181.78 with $19,443.78 of that paid, leaving a balance due of $1,738.00. A receivables report was not included with the materials. Chair Mixon requested a profit and loss report for all future meetings. VI. UNFINISHED BUSINESS A. Provide suggestions, discuss and consider changes to the sponsorship packages, ATTACHMENT #1 Following a brief discussion, the consensus was to leave Sponsorship packages as they are, only removing the Gala ticket options. B. Memorial Day, May 25, Veterans Park — Member Giddings Member Giddings contacted the American Legion and reported they have graciously turned down the CCAHC's offer of partnering or using any available research for their event. C. High School Graduates Centennial Recognition — Member Williams, ATTACHMENT #2 At the last meeting, it was discussed for members to bring ideas and quotes of items that could be purchased to recognize the high school graduates during the Centennial Year. Member Cable completed some research to which she had forwarded to the Clerks Office to finalize. Her options were to either purchase foil stickers to go on the diplomas, lapel pins featuring the Centennial logo (approximately $1,000.00), or the Centennial logo on a tassel charm (approximately $900.00 to $1,200.00). The Clerks Office provided a fourth option, being a "dog -tag" style key chain with the graduating year on one side and the Centennial Logo on the other (approximately $500.00 to $1,500.00). Upon further investigation it was discovered that while the foil stickers were the least priced item, they were not an option as none of the companies were able to use the Centennial logo due to its size and number of colors. Discussion ensued; there were many questions that would require responses prior to an order being made, which could then cause an issue with the items being delivered on time, and whether the minimum order amounts would be an issue. Motion and second by Members Domer and Enfinger to give Member Williams the authority to purchase lapel pins or dog tags /key chain, with a maximum budget of $1,500.00, that they be designed with the Centennial logo, with the condition that they arrive in time for Graduation and contingent upon approval from the Okeechobee School Board and the Okeechobee Christian Academy in advance. Member Enfinger will be responsible for obtaining approval from the high schools along with the quantity needed, and notifying the City Clerk's Office. Motion carried unanimously. D. Time Line Display — Member Cable, ATTACHMENT #3 As discussed at the previous meeting, Member Cable obtained quotes for banners to be made with the time line contest and stands to display them. Member Enfinger moved to approve a budget for Member Cable of up to $2,000.00 for the time line materials with hopes of them being available by the Birthday Bash; seconded by Member Turgeon. Without further discussion motion carried unanimously. CCAHC — May 11, 2015 Meeting - Page 2 of 4 VII. REPORTS, UPDATES, AND /OR REQUESTS FROM CCAHC MEMBERSHIP OR STAFF A. Updates on Official Centennial Events and Approved Partnered Events 1. Birthday Bash, June 13, 3 -8 pm, Sacred Heart Facilities & Field - Member Turgeon, ATTACHMENT #4 Member Turgeon outlined the quotes for different entertainment and attractions available. In keeping with the City's purchasing procedures to obtain at least three quotes, it was discovered that some of the vendors presented at previous meetings are not the lowest and will therefore need to change. None of the contracts have been executed with those vendors, nor has a deposit been issued by the City Finance. The vendors who submitted are PJ's Jump and Climb, Xtreme Entertainment, Family Fun Entertainment, Tim Warner Trains, Action Promo and Events, Wagon Wheel Horse Farm, Arnolds Wildlife, Cock A Doodle Doo, Carousel Party Acres, Sharon Bradley Face Painting, Mega Party Events, and Let's Jump, for various activities such as water walkers, rockwalls, bungee trampolines, face painting, a trackless train, a petting zoo, an exotic show, pony rides, a mechanical bull ride, and an orbitron ride. The disk jockey quotes were offered by DP Productions, Elite Music Events, and Ants Don't Sleep. The lowest is Elite. However, there are some unanswered questions regarding their quote. DP Productions is the only local vendor who offered a quote. The Band quotes were from The Department, Making Faces, and Think Big. The Department is the only local vendor to submit a quote and they are the lowest. DC Ranch was the only vendor to offer a quote for clean -up. She is still waiting for a representative from the Sheriffs Department to contact her as to whether their work crew could handle the clean -up at no charge. There are several items that remain to be finalized such as the port a lets, decorations and rental of a dunk tank. Work is still being done to encourage local clubs, organizations and churches to have a booth at the event with games or activities. Upon review of the various offers, the consensus of the CCAHC was to award the quotes to Family Fun Entertainment ($4,500.00); Sharon Bradley Face Painting ($150.00); Cock A Doodle Doo ($600.00); Arnolds Wildlife ($200.00); should the Sheriff Office Work Crew not be available, to obtain the lowest quotes for clean -up; to purchase the necessary items for the awards of the various contests and rental of the port a lets. Motion and second by Members Domer and Cable to set an $8,000.00 budget for the Birthday Bash expenditures; seconded by Member Cable. Motion carried unanimously. 2. GFWC Centennial Monthly Movie in the Park, June 13, Flagler Park, featuring Annie Chair Mixon reported that the last event had approximately 30 people in attendance, for many it was their first time. 3. Historic Bus Tour, June 20 - Member Cable The June tour is almost sold out, there are only three tickets remaining. 4. FOR Okeechobee, Inc., Independence Day Celebration — Chair Mixon Chair Mixon reported that Florida Public Utilities has solidified their $10,000.00 donation. The fireworks show promises to be bigger than the last two years. A Centennial booth is welcome to be a part of the event and Centennial Commemorative tumblers can be available to sell with the caveat that the booth features a children's activity or game. From Catfish to Brahmans, ATTACHMENT #5 The Committee asked Clerk Gamiotea to contact Mr. LaFlam and Coach Branham to recommend which home football game would be best to honor the Okeechobee High School athletic and band alumni. B. Capital Improvement Projects to Commemorate the Centennial 1. City Hall Front Walkway Project - Member Hoover /Director Allen a. Discuss artist rendition proposals, ATTACHMENT #6 The Committee received three quotes to create a rendition of the new brick paver walkway. Nancy Branstrom quoted $800.00, HJA Design Studio $800.00- $1,000.00 and Bridgette Waldau $250.00. Clerk Gamiotea reported that Public Works Director Allen was recommending Mrs. Waldau's quote. Member Domer made a motion to accept Bridgette Waldau's quote of $250.00 to create the City Hall Front Walkway Rendition; seconded by Member Cable. Motion carried unanimously. 2. Centennial Park - Administrator Whitehall /Director Allen a. Discuss how the project should be approached to market/advertise, ATTACHMENT #7 There was a brief discussion on the proposed park. No official action was taken at this time. VIII. NEW BUSINESS A. Discuss the meeting schedule for June, July, and August — Clerk Gamiotea, ATTACHMENT #8 Clerk Gamiotea presented calendars for June, July and August, requesting to conduct only one meeting each month. Member Enfinger moved to cancel the June 22, July 27 and August 10 regular meetings; seconded by Vice Chair Hoover. Motion carried unanimously. IX. The main issue is how to remove the tickets to the gala and replace it with another item of equal value. Some of the Members suggested leaving them as they are so not to take away from those who purchased theirs first and had priority on taking advantage of the full package deal. Others suggested creating a third option using the Settler list, remove the gala tickets, give it a new name and offer it for $300.00. However, another option would be to include items specific to events. Preliminarily it appears there were sufficient funds raised to cover the Birthday Bash only. Event coordinators need to review their potential ideas and be prepared to offer activities, entertainment, contests, etc. with an estimated cost, so that those items can be considered to be included in a sponsorship package. Additionally, any other ideas in the works should be presented with costs (ie: Timeline Banner Displays). Members need to be prepared to discuss the items in detail and have as much information and research as possible at the May 11 meeting as this will be the only meeting to give sufficient time to have their items approved and implemented by the Birthday Bash. Temporary Chair Williams suggested creating some sort of recognition for the high school graduates, to commemorate the Class of 2015 in the City's Centennial year. There are students at OHS and OCA to be considered. Members were asked to bring their ideas and costs to the May 11 meeting for consideration. RESEARCH: Member Cable provided contact and information from Mavericklabel.com to purchase foil stickers to go on the diploma's. Office Assistant Smith contacted the company and found that they cannot implement our Centennial logo within a foil sticker.
