SPECIFICATIONS - TRUCKS - WATER DEPARTMENT
Director Fortner submitted specifications to be advertised on two pick-up
trucks needed in the Water Department.

PUBLIC HEARING
FEDERAL REVENUE SHARING FUNDS
It being the hour of seven o'clock and pursuant to a notice published
September 22, 1977, the meeting was opened as a public hearing as required by
Section 121 (b) (1) of the State and Local Fiscal Assistance Act of 1972
which requires each recipient government to have a public hearing on possible
uses of funds.
President Domer asked if there were any remarks or comments from the
audience regarding the proposed uses of the Nineth Entitlement of Federal Revenue
Sharing Fnnds.
There were no remarks made or filed.
Councilman Bass moved to allocate the $112, 626.00 for the proposed 24" water
main, seconded by Councilman Knight motion carried.
ORDINANCE NUMBER 399 - EXEMPT PAYMENT OF PENALTY ON WATER BILLS - FINAL READING
Pursuant to a notice published September 15th and 22nd, a public hearing
was held to consider the adoption of Ordinance Number 399, being "An Ordinance
amending section 6 of Ordinance Number 555, Code of Ordinance, which provides ~6r
a 10 percent penalty on a~y monthly bill for water service~that is unpaid on or
after 15 days from the date of submission, to provide a waiver for any customer
65 years or older."
President Domer asked i'f~'there were any objections or comments to this
Ordinance. No objections were heard or filed.
Councilman Bass moved to adopt 0rtinance Number 399, seconded by Councilman

ORDINANCE NUMBER 400 - LEVYING AND COLLECTING OF TAXES - FINAL READING
Pursuant to a notice published September 8th and 15th, a public hearing
was held to consider the adpption of Ordinance Number 400, being "An Ordinance
providing for the levying and collecting of taxes for the City of 0keechobee,
Florida, for the fiscal year beginning October 1, 1977 and ending September 30,
1978."
President Domer adked if there were any objections er comments to this
Ordinance. No objections were heard or filed.

Mr. A1 Rumfelt of Rumfelt American Insurance Company, appeared before the
Council requesting authorization to sukunit proposals on the Cities Workmen's
Compensation, Casualty and Property Insurance.
Council had no objections.
DOG PACKS
Joe A~nltho~y appeared before the Council informing them of large packs of
dogs in his area on South East 10th Avenue.
Council requested Chief Mobley to relay message to Humane Officer.
0KEECHOBEE VOLUNTEER FIRE DEPARTMENT
Mr. Dean Cassells, President of the 0keechobee Volunteer Fire Department,
appeared before the Council inquiring if the volunteers would be allowed to work
for the City and County Fire Departments.
Following discussion, the Council advised Mr. Cassells that they did not
approve of the volunteers working for the both the City and Connty Fire Department
EASEMENTS
Attorney Conlon reported on the progress concerning easement on drainage
ditch with Commercial Bank.
He stated that they were to get in touch with the Surveyors and report their
discussion to him.
NEMEC - REZONING REQUEST
Attorney Conlon reported receiving a letter from Mr. Nemec regarding his
requested rezoning. He informed the Council that Mr. Nemec requested the streets
be closed in his zoning application. Attorney Conlon stated that he would contact
Nemec informing him that the streets could not be closed in the rezoning.
FLORIDA LEAGUE OF CITIES - INSURANCE
Attorney Conlon discussed the memorandum received from the Florida League
of Cities pertaining to the Unemplpyment Compenaation Contributory Financing
Program.
He advised the City to go along with Florida League of Cities recommendations
to be Deimbursable.
Council agreed.
POLICE DEPARTMENT
1~o Police Chief, Larry Mobley, presented ~he following items for discussion or

A letter of resignation was submitSed from Lucy Breland, effective September
21, 1977.

1. EQUIPMENT
Chief Godwin requested authorization to purchase a Partner Rescue Saw
$599.00 as allocated in the 1977-1978 Budget.
Councilman Raulerson moved to authorize the purchase of Partner Rescue S~w,
seconded by Councilman Bass motion carried.
2. RADIO FREQUENCY
Chief Godwin, reported a problem with interference of an individuals
telephone with his radios. It would cost approxiamtely $45.00 per unit to
correct this problem.
Councilman Raulerson moved to have a private lineiinstalled in two walkie
talkies and Base station by Dares 6ommunications, seconded by Councilman Bass
motion carried.
WATER: SEWER AND STREET DEPARTMENTS
Director Fortner submitted the following items for discussion or approval:
1. RENOVATION OF COUNCIL ROOM
Director Fortner submitted prices on the f~llowing items for re~ovation of

Director Fortner reported an incident whereby a City employee can not work
due to an accident. He stated that the employee only had three day's Rick leave
and one week vacation.
Conncilman Knight moved to pay insurance, use pension plan as security and
give him a leave of absense, seconded by Councilman Bass motion carried.

1. RESTORATION OF IISSIMMEE RIVER
~ City Clerk Bennett, submitted a letter from coordineuhing Council on the
Restoration of the Kissimmee River Valley, Taylor Creek and Nubbin Slough.
Following discussion Councilman Knight moved to appoint Director Fortner
to represent the City, Seconded by Councilman Bass motion carried.

City Clerk Bennett, submitted a letter from Heartland Manpower Consortium
in accordance with the Comprehensive Employment and Training Act (C.E.T.A.)

Clerk Bennett reported on meetings with Dr. Bartley for October 6th and 2Oth
CHAMBER OF COMMERCE
President Domer reported on request f~m $3,000.00 from the Chamber of
Commerce for 77-78 Budget for Christmas Lights instead of $500.00 the Conncil
had allocated in the Budget.
Action postponed for further investigation by Councilman Knight.
