The City Council of the City of 0keechobee, Florida convened in a Recessed
Meeting in the Council Chambers at the City Hall, 0keechobee, Florida, at 7:00
P.M., September 20, 1977.
President Russell V. Domer presiding.
Councilmen Lavon Bass and Lytle Raulerson were present. Councilmen Jim
Knight and Edward W. Douglas were absent.
Others present were: Sandra Bennett, City Clerk; L. C. Fortner, Director of
Public Works; David Conlon, City Attorney and SylVia Christian, Deputy Clerk.
PUBLIC HEARING
FEDERAL REVENUE SHARING FUNDS
It being the hour of seven o'clock and pursuant to a notice published
S~pt~mber 8, 1977, the meeting was opened ~s a public hearing as required by
Section 121 (b) (1) of the State and Local Fiscal Assistance Act of 1972 which
requires each recipient government to have a public hearing on possible uses of
funds.
President Domer asked if there were any remarks or comments from the audienc,
on the possible use of the $112,626.00 Federal Revenue Funds.
There Were~no nemm~ks_m~de or filed.
President Domer stated that the funds were allocated for a 24" water main.
ORDINANCE NUMBER #400 - LEVYING AND COLLECTING OF T~LES - SECOND READING
President Domer submitted Ordinance Nmmber $400 by title only which is
"An Ordinance providing for the levying and collecting of taxes for the City
of 0keechobee, Florida, for the fiscal year beginning October 1, 1977 and ending
September DO, 1978".
It was moveddby Councilman Bass to waive secondereading of Ordinance Number
400 and approve second~ reading by title only, seconded by Councilman Raulerson
motion carried.
ORDINANCE NUMBER #401 - ADSPTION OF BUDGET - SECOND READING
President Domer submitted Ordinance Number #401 by title only which is "An
Ordinance adopting a bu4get for the ~tty of 0keechobee, Florida, for the fiscal
year beginning October 1, 1977 and ending September DO, 1977, and providing for
the effective date hereof~.
It was moved by Councilman Bass to waive second reading 6f Ordinance Number
#~01 and approve second reading by title only, seconded by Councilman Raulerson
motion carried.
PUBLIC ~0BI(S EMPLOYMENT ACT
President Domer informed the Council of rules and regulations required by
United States Department of Conunerce Economic DeVelopment Administration f~r
Public Works Grant in the amount of $418,000.00.
Following discussion the following motions were pass4d:

Councilman Bass moved to accept the offer of the Grant and authorize
President Domer~-'to execute document, seconded by 6ouncilman Raulerson motion

CSuncilman Bass moved to authorize Finance Chairman and City Clerk to sign
vouchers, seconded by Councilman Raulerson motion carried.
Councilman Raulerson moved to designate Okeechobee County Bank as depository
for direct deposit of Grant, seconded by Councilman Bass motion carried. __
GATE VALVE - WATER DEPARTMENT
Director Fortner requested authorization to purchase a 12" Gate Valve ~o
isolate the Plant System at a price of $550 dollars.
Councilman Raulerson moved to authorize Director Fortner to purchase 12" inch
Gate Valve, Seconded by Councilman Bass motion carried.
SPECIFICATION~ - TRUCKS - WATER DEPARTMENT
Director Fortner submitted specifications to be advertised on two pick-up
trucks needed in the Water Department.
Councilman Bass moved to authorize Director Fortner to advertise specificat-
ions, seconded by Councilman Raulerson motion carried.

There being no furtner business, President Domer declared the meeting recessec
at 7:50 P.M.
