SECOND REGULAR MEETING TUESDAY~ JULY 26~ 1977
The City Council of the City of 0keechobee, F~orida, convened in regular
session in the Council Chambers at the City Hall, 0keechobee, Florida, on Tuesday,
July 26, 1977, at 7:00 P.M.
President Russell V. Domer presiding.
Councilmen Jim Knight, Edward W. Douglas and Lytle Raulerson were present.
Councilman Lavon Bass was absent.
Others present were: Sandra Bennett~ City Clerk; Richard Spray, Building
Official; L. C. Fortner, Director of Public Works; 01en Godwin, Fire Chief and
Larry Mobley, Acting Chief of Police.
The Invocation was offered by Councilman Edward W. Douglas.
PUBLI8 HEARING
REZONING ORDINANCE - WILLIAMS - FIRST HEARING
President Domer presented on first reading amended Ordinance rezoning from
Residential (R-l) to Commercial for property de'scribe~ as "Beginning 611.5 feet
south of northeast corner of SE~ o~ Section 21, Township 37 South, Range 35
east, run west at right angles 361 feet more or less to east boundary of parrott
avenue, south along east boundary of Parrott Avenue,310 feet, east at right
angles 361 feet more or311ess to east boundary of Section 21, North along east
bounda~qr of section 21, a distance of 310 feet more or less to point of beginning
being a part of Government Lot 4, Section 21, Township 37 South, Range 35 East,
0keechobee County, S~te of Florida, Original Town of 0keechobee" by Lee Anita
Sherman Williams. No one appeared in opposition.
It was moved by Councilman Douglas seconded by Councilman Raulerson and
motion carried that the first reading of the Ordinance beeapproved.
PUBLIC HEARING
REZONING ORDINANCE - PORTEN - FIRST HEARING
President Domer presented on first reading a~ended Ordinance rezoning from
Agricultural to Residential (R-l) for property described'as "The west ½ of south
west ~ of the south east ~ of section 15, Township 37 South Range 35 east less the
south 256.95 feet and less the north 50 feet, Original Town of 0keechobee"
by Joseph W. Porten. No one appeared in opposition.
It was moved by Councilman Raulerson seconded by Conncilman Knight and motion
carried that the first reading of the Ordinance be approved.
PUBLIC HEARING
RE~0NING ORDINANCE - PORTEN - FIRST P~EARING
President Domer presented on first reading amended Ordinance rezoning from
Agricultural to Commercial for property described as "The north 40 feet of the
south 356.95 feet of the west ½ of the south west ~ of the south east ~ of section
15, Township 37 south, range 35 east, Original Town of 0keechobee" by Joseph
¥. Porten. No One appeared in opposition.
It was moved by Councilman Dnuglas seconded by Councilman Raulerson and
motion carried that the first reading of the Ordinance be approved.
SUBDIVISION - TAYLOR ESTATES
Mr. James L. Tetzel, Consulting Engineer~ and Mr. Joseph W. Porten appeared
before the Council questioning Councils action on approving subdivision plans pre-
viously submitted. He submitted a letter from South Florida Water Management
District calculating a 100 year flood stage of approximately 17.0' msl for the
portion of Taylor Creek ajoining said property. The project will require a sur-
face water management permit form the district. Q~l~y criteria outlined in
Rule 16K-4035 should be met. He also submitted estimated water table during
wet season from L. H. Willis, Land Surveyor.
President Domer read items on the proposed subdivision plans which did not
comply with the requirements outlined in Ordinance #398.
Following further discussion, The Council informed Mr. Porten that a work-
shop meeting should be held to discuss these items. A m~tin~ will be sch-
eduled at a later date.
0E~RCHOBEE COUNCIL ON AGING
Mr. Warren Preville and Mrs. Erna Barnes of the 0keechobee Council on Aging
appeared before the Council requesting $1,000 dollars to be allocated in the
1977-1978 Budget of the City.
President Domer informed Mr. Preville and Mrs. Barnes that every considerat-
ion will be given.
POLICE DEPARTMENT
Acting Chief of Police, Larry Mobley, submitted thel'following for discussion
or approval:
1. MMPLOYEE PAY INCREASE
Acting Chief of Police, Larry Mobley, reported on an error in calculating
the pay increase of R~dio Dispatcher, Lucy Breland, of $20.00 dollars.
Councilman Knight moved to increase Bre~ssalary $20.00 dollars, re-
troactive to June, 1977, seconded by Councilman Raulerson , motion carried.
2. EMPLOYMENT APPLICATION
Acting Chief Mobley, presented an employment applicRtion from ~on E. Rucks
as Patrolman I, starting salary at $8,850 per year.
Councilman Douglas moved to employ Rucks, seconded by:Councilman Raulerson
and mmtion carried.
3. EMPLOYMENT APPLICATION
Acting Chief Mobley, presented an employment application from Richard P

Lamb as Patrolman I, starting salary at $8,850.00 per yemm.
Councilman Knight moved to employ Lamb, seconded by Councilman Raulerson
and motion carried.

4. RENOVATION OF POLIC~ OFFICE FLOOR
Two prices on installing floor covering in Police Department offices were
submitted by Actin~ Chie~ Mobley for Councils approval --~
Sears, Rombuck.-&'Company submitted a price of $679.29 and Attaway L~mber
Company submitted a price of $643.50.
Following discussion, Councilman Raulerson moved to authorize the installatio~
of vinyl floor coverin~ from Attaway Lumber Company in the amonn/ of $6~3.50, -.~
seconded by Councilman Knight motion carried.
FIRE DEPARTMENT
Fire Chief, 01eh Godwin submitted the followin~ items for discussion or
approval:
1. FIRE TRAINING
Chief Godwin requested authorization to send Firemen Metzcher and Rhymes to
I.R.J.C. for advanced Fire Training Course, at Cities expense.
Councilman Raulerson moved to authorize the Fire T~ining Course for
Firemen Metzcher and Rhymes at Cities expense, with no creation of overtime~
seconded by Councilman Knight motion carried.
2. COMMUNICATIONS
Chief Godwin submitted prices on crystals for radio frequency from Daves
Communications at $778.00 dollars.
Councilman Rauterson moved to purchase c~ystals for radio freqaeney at
$778.0o dollars from Dares Communications, seconded by Councilman Doufflas
motion carried.
WATER~ SEWER AND STREET DEPARTMENTS
Director Fortner submitted the followinff i/ems for discussion or approYal~
1. MONT~LY REPORT
Director Fortner submitted the Watev, Sewer and Street Departments report
for the month of June, 1977.
2. ANTI-RECESSION FUNDS
Director Fortner submitted P~ices on equipment ~epair at $5,700 dollars and
sign repair at ~1,OO0 dollars.
Councilman Knight moved to allocate anti-recession funds for these repairs
seconded by Councilman Douglas motion carried.
~. RENgVATION OF COUNCIL ROOM
As p~m request from the Council, Director Fortner submitted prices on the
following:
A. Carpet - 32XD3 - 132 yards - @ $10.00 per yard _ $1,320.00
B. Council Chairs - 9 @ $150.00 - 1,350.O0 '
C. Audience Seating - 4Q Seats @ $18.65 - 746.00

Following discussion the Council agreed to postpone action for new 1977-1978
budget.
4. RENOVATION OF STORAGE ROOM IN POLICE DEPARTMENT
Director Fortner submitted ~r~r~ce on renovating storage area in the amount
of $2,575.00.
Following discussion, Councilman Rau~rson moved to authorize the removal
of cells, bars, plumbing fixtures and for Director Fortner to order shelves,
seconded by Councilman Douglas motion carried.
5. PARK~W~ LOT - CITY HALL
Director Fortner submitted prices on paving the parking lot at City Hall
with concrete or asphalt for the Councils consideration for allocation in the
1977-1975 Cities Budget.
BUDGET MEETING SCHEDULED
The City Clerk announced a Budget Session scheduled for August 4, 1977 at
7:00 P.M.
BEACHWATER ASSOC/~ATION
President Domer reported on receiving a letter from Richard Sauls informing
theCCouncil of reviewing the contract approved by the City and recommended that
the following language be used in the Agreement: 'To provide the Association a
water supply of 500,000 gallons per average day.'
President Domer stated that with the stipulation of water usage of 500,000
gallons per average day ~or ten years.
Council agreed to muthorize Attorney Conlon to re-word the contract.
There being no further business, the Council recessed at 9:15 P.M. until
August 4, 1977 at 7:00 P.M.

The Council entered into budget session for the 1977-1978 City Clerk's
Department Budget.
1977 - 1978 STREET AND WATER & SEWER DEPARTMENTS BUDGET
The Council en&ered into budget session for the 1977-1978 Street and Water&
Sewer Departments Budget.
