President City Council __~ City of 0keechobee ATTE ST: ~an~r a Bennett City Clerk City of 0keechobee RECESSED WORKSHOP MEETING TUESDAY~r MAY 17~ 1~7~ The City Council of the City of Okeechobee, Florida, convened in a recessed session in the Council Chambers at the City Hall, 0keechobee, Florida, Tuesday, May 17, 1977, at 7:00 o'clock P.M. President Russell V. Domer presiding. Councilmen Lavon Bass, Jim Knight, Lytle Raulerson, and Edward Douglas were present. Others present were: Sandra Bennett, City Clerk; County Commissioners: Hiram Raulerson, Charlie Harvey, Oscar Thomas , Clyde Durrance, and Jim Lashley; Clif Betts, Jr., County Clerk, David Conlon, City Attorney; Bill Hendry, County Attorney, Roy Williams, Division of Forestry and Van Murphy, Head of Forestry Division. COUNTY FIRE AGREEMENT President Domer submitted the Fire Department, Statement of Expenses, from June 1, 1976 to February 28, 1977 to the County Commissioners. He reported that during a Workshop Meeting on May 12, 1977 the Council agreed on terms which stipulated 50~ of estimated previous years expenses which would be due on August 1, 1977 and after July 31, 1978 the rest' of cost would be due. President Domer read Rough Draft of Agreement. He stated that the Rough Draft Agreement was not negotiable. Councilman Raulerson gave a report of property tax population, concluding that the City Tax payers are paying 1/5 of County taxes. Attorney Hendry questioned Insurance rates on Fire Department. The County Commissioners stated that they would hold a meeting for further discussion on the matter and inform the Council of there decision. PUBLIC HEARING ZONING 0~DINANCE, - DAVIS - FINAL HEARING President Domer presented the final reading on rezoning of lots 23, 24, 25, and 26, Block 200, Original Town of 0keechobee, from Residential (R-l) to Commercial. President Domer asked if there were any objections to the requested rezoning. No objections were heard or filed. Councilman Douglas moved to rezone the above described property as requested and to amend Ordinance No. 271, seconded by Councilman Raulerson motion carried. PUBLIC HEARING ZONING ORDINANCE- ROBERTSON - FINAL HEARING President Domer presented the final reading on rezoning of lot 26, Block 3, Original Town of 0keechobee, from Industrial to Commercial. President Domer asked if there were any objections to the requested rezoning. No objections were heard of filed. Councilman Knight moved to rezone the above described property as requested and to amend Ordinance No. 271, seconded by Councilman Douglas motion carried. PUBLIC HEARING ZONING ORDINANCE - CHANNEL PROPERTIES - FINAL HEARINC President Domer presented the final reading on rezoning of lots 5, 6~ 11, and 12 of Block 41, First Addition to South Okeechobee~ and except the South 7 feet of said lots 6 and 12 from Residential (R-l) to Commercial Those appearing in opposition to the requested rezoning were: T. W. Conley, III, for Mrs. Martha Conley, Mr. Bob Phillips, Mr. Lawrence Feldman, Mr. Edward Sizemore and Mr. Thee Arthur.
