No action was taken by the Council on this rezoning request.
c) Mr. Jim Baughman for final plat approval of River Run Mobile Home
Subdivision.
Following discussion,Attorney Bryant questioned whether or not the
plat had been approved by the water /sewer department, fire department,
street department, and police department. Director Fortner stated that
he did not have any problems with the water /sewer lines. Fire Chief
Tomey stated that everything was satisfactory with him.
Councilman Douglas made a motion to approve the final plat
approval. Councilmen Thomas and Rubin seconded the motion.
Attorney Bryant asked if this was the final approval for the Mobile
Home subdivision. Mr. Baughman answered yes, everything else had been
completed except for final plat approval.
Attorney Bryant asked if the property was 15 acres. Mr. Baughman
answered no, but this was only the first phase of the contract.
Attorney Bryant stated that he would like to have the opportunity
to check out the plat, because he was not totally satisfied with the
request. Councilman Douglas withdrew his motion. Councilmen Thomas and
Rubin withdrew their second.

MEMMORANDUM
TO: THE CITY COUNCIL
FROM: THE PLANNING COMMISSION
DATE: MAY 13, 1986
RE: PROJECT 20 APPLICATION NUMBER 115 -R
REQUEST: The applicant has requested the rezoning of 13.76 acres from Residential
Single Family to Residential Mobile Home. The application includes a request for
a Special Exception for a Travel Trailer Park.
DISCUSSION: Phil Berger came before the Planning Commission to represent this
petition for rezoning from RSF to RMH with a request for a Special Exception for
a travel trailer park. He explained that the developer proposes to develop a
125 space travel trailer park with each space measuring atleast 1500 square feet.
Mr. Berger continued to explain that the developer plans to extend S.E. 10th Avenue
through at no expense to the city.
There was a discussion concerning the egress and ingress creating a
traffic hazard. Mr. Berger explained that he felt that the owners would be in
agreement to abide by any decision made by the D.O.T. concerning changes to
accomodate the proposed traffic flow which would be created by this development.
The Board discussed the drainage on the subject property. Mr. Berger
explained the drainage run off will travel north to the drainage easement owned by
Lester Jennings. Phil Berger continued to explain that he has been assured by
the City that City water is available. The City could not assure them of a sewer
connection because of the waiting list. This may require that they install an
onsite sewage treatment system.
ACTION TAKEN: Jack Williamson made a motion to approve this rezoning request.
The motion was seconded by Bobby Tucker. The motion passed by a 4 to 3 vote.
