He explained that Okeechobee County had placed the subject property up for bid for a 3 -year lease and Willard Mays Manu- factured Housing who desired to expand their existing business located fronting South Parrott Avenue adjacent to the subject property. The petitioner had requested a three year lease be prepared with a clause which would allow the owner t& use the subject property after giving the leasee a six months notice. The petitioner was requesting the uses for a sales lot which would include the sales of new and used mobile homes, RV's, manufactured homes, motor homes, park models, and travel trailers and to include a light repair activity of those items. The request also listed the use as public parks, playgrounds, playfields, and city or county buildings in keeping with the character and require- " ments of the district. The Board referred to the requested repair activity. County Attorney Curren explained the leasee is requesting a limited repair activity. Walter Taylor explained that in order to process the petition he had researched the request and found that Special Exception #24 under Commer- cial-II would adequately cover all the requested items. After a discussion concerning all requested items and the need for condi- tions to be placed on the leasee. County Attorney Curren stated that the lease will contain all needed stipulations which will place conditions on the requested petition. He added that during the course of this meeting he had discovered the need for a buffer for the requirement of the 30 footsetback on the south end of the subject property. There was a discussion concerning the existing business being too close to the property lines which has created a problem with entering South Parrott Avenue. County Attorney Curren stated that he would check into the required set- backs and review them. The leasee would have to first meet the conditions of the lease with the county and then he would check into the setbacks for the location of the existing business. Dan Delagall made a motion to grant approval. Chris Hooker explained that she was concerned with the term "used" when referring to the type of sales to be conducted. County Attorney Curren explained that the existing business was selling used as well as new and there had been no problem. The lease would be specific in stating that the business would be required to be in keeping with the character of the neighborhood as well as the zoning district. After all factors were considered for the Special Exception request, the motion was seconded by John Cook. The vote was unanimous to approve. +ter:�grr New Business: PETITION # 216 -R - OKEECHOBEE COUNTY - GU to C -II w /Sp. Ex. County Attorney Curren came before the Board and explained that the sub- ject property is located on the west half of the old football field off of South Parrott Avenue. There is a racquet ball court located on the Northwest corner of the property. The subject property was advertised for bids for leasing and the Willard Mays Manufactured Housing sales office submitted a bid to lease, but a rezoning had to be secured before their expansion as the existing zoning would not permit their need. The Board discussed the location.; Robert Hoover pointed out that the racket ball court will need a lid on it if the mobile homes are going to be located on the back half of the lot if order to allow the players to control their equipment. Chris Hooker pointed out that there is already a problem with entering onto Parrott Avenue from S.W. 15th and 16th Streets. County Attorney Curren explained that he would look into the items before the lease is signed. Chris Hooker asked who would be responsible if during a hurricane the mobile homes go flying through the air? She pointed out that behind the subject property is a highly developed residential area. County Attorney Curren stated that he will investigate the liability protection to county in order to protect the county. He explained that there will be a 3 -year lease which can be revoked after a 6 -month notice if the county should decide to utilize the subject property for another use. .There were no letters. Ron Hunt explained that he lived in the area and would like to see a the requirement for a buffer due to the high probability of the mobile homes not being tied down and being easily blown around. After all factors were considered Dan Delagall made a motion to RECOMMEND Approval. Seconded by Roger Jones. The vote. was unanimous to Recommend Approval.
